I tun writing to advise you of a drainage problem which has resulted from your
firms grading at the above referenced project. Specifically after the rain we
experienced December 3 & 4, water is ponding over the shoulder and pavement
structure at the intersection of Routes F-732 and 861. your immediate
attention in correcting this very dangerous situation by obtaining positive
drainage away from the roadway will be both expected and appreciated.
We realize the existing grades in the area are extremely flat. Also, at this
time of year it is very unlikely vegetation can be established. Therefore, a
short term solution to correct the situation over the winter months may be
appropriate. We have no objections to you building a short berm approximately
12' off the edge of pavement in order to turn water away from the roadway.
However, provisions will have to be made to provide for positive drainage away
from the pavement structure as well.
Again, we understand existing elevations in the area are extremely flat.
However, to our knowledge we have never experienced these conditions at this
intersection before. Therefore, we cannot stress enough the importance of
correcting the situation as soon as possible. Im ediate action will
undoubtedly prevent a serious accident or further damage to the pavement
structure.

As requested we have reviewed the above referenced site plan dated
June, 1990. Our recommendations may be found on the attached plans marked in
red and as follows:
1. The proposed entrance design is to be upgraded to a minimum 50' in width
with 25' standard 03-6 curb and gutter radii. Also, 12' offsets from the
edge of the Route F-732 pavement to the face of the curb with standard 36'
tapers will be required.
2. To conform better with the existing drainage swale a 42"x29" C.M.P.A. will
be required in lieu of the proposed 36" C.M.P. The culvert should be
lengthened as necessary to accocmiodate the wider entrance and standard
ES-3 end sections added.
3. A half typical section of the proposed entrance which details a pavement
design of 8" C.R. Type 21-B base stone, 3" Type BM-3 asphalt concrete and
2" Type SM-2A asphalt concrete is to be incorporated into the plan.
4. A profile of the proposed water and sewer connections on the Route F-732
right-of-way which details a minimum of depth of 36" is to be incorporated
into the plans.
5. Existing sight distances, references and speed limit are to be added to
the plans as noted.
6. The enclosed specifications are to be incorporated into the plans.
Please revise and resubmit four (4) copies for final approval. Should any
changes be deemed necessary please design them to meet or exceed the above
recoimndations.

Dear Mr. Stabler:
As requested we have reviewed the above referenced site plan dated
June 28, 1990. Our recommendations may be found on the attached plans marked
in red and as follows:
1. The proposed entrance design is to be upgraded to a minimum
50' in width with 25' CG-6 curb and gutter radii. Also 12'
offsets from the edge of the Kentmere Road pavement to the
face of the gutter pan with 36' tapers will be required.
2. To conform better with the existing ditch line a 28"x20"
C.M.P.A. will be required in lieu of the proposed 24" C.M.P.
The culvert should be lengthened to accommodate the wider
entrance and standard ES-3 end sections added.
3. We have no objections to the installation of the water line
across Fentmere Road. However, a profile of the crossing
within the right-of-way line which details the size of the
line and depth are to be included on the site plan. For your
information the encasement should extend past the center line
of ditch. As I am sure you are aware, the street is
currently not in the State Secondary Road System. Therefore,
we cannot require the water line to be installed by standard
push, jack or bore methods. However, our subdivision policy
prohibits the acceptance of subdivision streets in the system
with pavement "patches". By copy of this letter to the
subdivision developer we are advising him should an open cut
of the roadway be allowed a plant mix overlay may be
required.
4. The typical section is to be revised as noted.
5. The enclosed specifications are to be incorporated into the
plan.

RE: Harwill Food Service Equipment Site Plan Review.
Dear Mr. Pennington:
Enclosed is a copy of the Frederick County Erosion and Sediment
Control requirements, as well as my site plan review for your
project. Please look at the applicant's checklist sheet to insure
that all of the requirements are included on your site plan. Once
the following comments are addressed, I can recommend approval of
this site plan for a zoning standpoint:
1) All requirements of the parking lot landscaping need to be
met. You will find these requirements under section 3-3-2.11
of the Zoning Ordinance.
2) FAR calculations need to be provided. You may include this
in your "notes" section.
3) If you are providing outdoor lighting fixtures or outdoor
trash receptacles, you must provide locations and details.
4) The width of the drainage easement needs to be provided.

I. PROJECT DESCRIPTION

This project is for the construction of a 12,000 square foot building
with attendant parking and loading areas. The building will be used as
office, warehouse and wholesale sales. The site is located on the west
corner of State Routes #861 (McGhee Road) and #F-732 (Lenior Drive). Only
moderate cuts and fills result from the proposed grading. The disturbed
area will be approximately 2.5 acres.
II. EXISTING SITE CONDITIONS
The project site is open meadowland. The site is fairly level with a
slight swale from west to east. This is a small offsite contributing
drainage area of industrial developed area and grassed meadowland, which
will remain undisturbed. There are no live streams thru the site. The
existing roads have roadside ditches with existing culverts under Lenior
Drive.

III. ADJACENT PROPERTY
Existing paved roads bound the site on the northeast and southeast. The
land on the southwest, owned by Gary D. Vansickler and the land on the
northeast, owned by Winchester Casket Company, are both used as
industrial warehouse areas.
IV. SOILS
The project area is shown on the Soil Conservation Service "Soil Survey
of Frederick County, Virginia" Map #24. The site is shown to have soil
type 39B. This soil is described as swimley silt loam, 2 to 7 percent
slopes.

VI. EROSION AND SEDIMENT CONTROL MEASURES
All vegetative and structural erosion and sediment control measures shall
be constructed and maintained according to the minimum standards and
specification of the Virginia Erosion and Sediment Control Handbook.
A. STRUCTURAL PRACTICES
1. TEMPORARY GRAVEL CONSTRUCTION ENTRANCE - 1.01
A temporary gravel contruction entrance is to be installed on Lenior
Drive as shown on the map.
2. SILT FENCES - 1.06
Silt fences shall be placed, as needed, at the two locations shown on the
map.

3. STORMWATER CONVEYANCE CHANNEL - 1.35
The grass -lined stormwater conveyance channel is proposed to direct
runoff thru the existing drainage easement area. The location, demensions
and specific details are shown on the accompanying map. This channel has
been designed to carry runoff from a ten year storm.
B. VEGETATIVE PRACTICES
1. TEMPORARY SEEDING - 1.65
All disturbed areas are to be seeded with fast germinationg temporary
vegetation within fifteen days if they are to remain unprotected by
permanent stablization for more than sixty days.
2. PERMANENT SEEDING - 1.66
Upon completion of the fine grading, all disturbed areas shall be seeded
with permanent vegetation. This seeding shall be according to the
recommended mixture, rates and dates as specified in the Virginia Erosion
and Sediment Control Handbook.
C. MANAGEMENT STRATEGIES
1. Construction shall be sequenced so that grading operations can be
concluded as quickly as possible.
2. Temporary seeding, if required, shall follow within the requisite
period after grading.
3. Area to remain undisturbed shall be marked by flagging.
4. The job superintendent shall be responsible for the installation and
maintenance of all erosion and sediment control practices.
VII. PERMANENT STABILIZATION
All disturbed areas will be stabilized by seeding with permanent
vegetation immediately upon completion of the fine grading. All seeded
areas shall be protected during establishment with straw mulch.

VIII. STORMWATER MANAGEMENT
After development the stormwater runoff will increase by 1.6 Q from a two
year storm and by 2.0 Q from a ten year storm. The stormwater runoff will
leave the site on the south through the existing twin culverts crossing
Lenior Drive. Runoff from the building and parking area is routed to the
existing ditch to the southeast and the proposed stormwater conveyance
channel to the southwest. No other channel improvements or stormwater
detention is proposed.
IX. MAINTENANCE
The job superintendent will have all erosion and sediment control
measures checked weekly and after each significant rainfall. The silt
fences will be checked regularly for undermining and deterioration. All
temporary and permanent seeded areas will be checked regularly. Damaged
areas will be repaired, fertilized, re -seeded and mulched as needed.
X. RUNOFF CALCULATIONS
The stormwater runoff was determined by using the rational formula with
the following factors. I = 3.5 (two year storm), I = 4.8 (ten year storm)
16 min. T.O.C.; C = 0.35 existing grass areas; C = 0.90 for roof and
paved areas. Grass areas (1.77 acres) have 2.2 Q (two year storm) and 2.9
Q (ten year storm). Roof and paved areas (0.79 acres) have 2.5 Q (two
year storm) and 3.4 Q (ten year storm). This total area (2.56 acres) as
grass, would have 3.1 Q (two year storm) and 4.3 Q (ten year storm).

As requested we have reviewed the above referenced site plan dated
June, 1990. Our recommendations may be found on the attached plans marked in
red and as follows:
1. The proposed entrance design is to be upgraded to a minimum 50' in width
with 25' standard CG-6 curb and gutter radii. Also, 12' offsets from the
edge of the Route F-732 pavement to the face of the curb with standard 36'
tapers will be required.
2. To conform better with the existing drainage swale a 42"x29" C.M.P.A. will
be required in lieu of the proposed 36" C.M.P. The culvert should be
lengthened as necessary to accomllodate the wider entrance and standard
ES-3 end sections added.
3. A half typical section of the proposed entrance which details a pavement
design of 8" C.R. Type 21-B base stone, 3" Type BM-3 asphalt concrete and
2" Type SM-2A asphalt concrete is to be incorporated into the plan.
4. A profile of the proposed water and sewer connections on the Route F-732
right-of-way which details a minimum of depth of 36" is to be incorporated
into the plans.
5. Existing sight distances, references and speed limit are to be added to
the plans as noted.
6. The enclosed specifications are to be incorporated into the plans.
Please revise and resubmit four (4) copies for final approval. Should any
changes be deemed necessary please design them to meet or exceed the above
recommendations.

I met this date with Mr. Alan Knotts, owner of Harwill Food
Service, to discuss fire hydrant coverage around their proposed
building in Stonewall Industrial Park.
In addition to the existing hydrants shown, there are three
other hydrants (existing) around this site. The nearest hydrant
is directly across Lenoir Drive from the proposed site and within
the 300' requirement. However, this hydrant is poorly placed and
inaccessible for fire department use during wet weather.
The proposed building will not have a sprinkler system and
the commodity handled is considered low hazard.
In lieu of these facts, the owner is going to re -submit
plans showing all four hydrants with the distances shown between
hydrants and building. This plan will be approved with existing
hydrants when received.

SCIENTISTS
We have received the first revisions to the above refer-
enced site plan in response to our preliminary verbal
comments with the Owner's Representative and Designer. We
have reviewed the revised site plan and offer the
following comments:
GENERAL
1. The plans need to be signed and sealed by either a
registered engineer or a registered 3B surveyor.
EROSION AND SEDIMENTATION CONTROL
1. In order to reduce the flow velocity during construc-
tion, two check dams are recommended in the conveyance
channel south of the site, and the swale/ditch to the
north of the site. These should be located just up
stream of the culvert entrances.
2. As previously stated, inlet protection is recommended
at the entrance of the 42" X 29" CMP and the 42" X 27"
CMP twin culverts to avoid silting up drainage piping.
A combination of methods shown on plats 1.08d and 1.08e
of the E & S control handbook would appear to be
acceptable for this application.
3. The 42" X 29" CMP culvert may need rip -rap stones at
the discharge. The velocities from the discharge of the
pipe appears to be unrealistic. I estimate more like 6
> feet per second than 4 ft/sec. This needs to be ver-
ified and the Designer will need to indicate how this
was established.
4. It is still my opinion that the increase runoff per-
centage is great enough to require on site stormwater
management as required by County Ordinance. If this
site is not covered by another regional or area wide
facility, an on -site facility needs to be provided.

Once again, if all erosion control measures have been
satisfied, early grading can be granted. Stormwater
Management needs to be satisfied before I can recommend
final approval.

SCIENTISTS We have reviewed the above -referenced site plan as submitted and
have the following comments:
ACCESS ISSUES:
We have no comments on the access issues. Although the design
engineer did not provide the projected traffic to be generated by
this development, we do estimate an approximate daily traffic of
84 VPD and an average peak hour volume of 14 VPH. The volume of
traffic generated will not create any significant negative impact
on the existing Lenoir Drive.
DRAINAGE:
1. A drainage divide map corresponding with the stormwater
runoff analysis needs to be provided.
2. The time of concentration used for the design needs to be
specified.
3. A detailed computation of the drainage for the storm
channel/ditch on the side of the lot and culvert underneath
the proposed entrance needs to be provided.
4. The new Frederick County Zoning Ordinance requires storm
drainage be designed to convey a storm with a 10-year
frequency.
5. Unless stormwater management is provided elsewhere in the
Industrial Park to cover this site, it needs to be provided
for with this plan. If it is provided elsewhere, the
designer needs the details for verification.
EROSION AND SEDIMENTATION CONTROL:
1. A temporary construction entrance to the site is required.
2. A complete E&S narrative describing construction phasing,
soil stability, maintenance, final removal of measures and
final stabilization will have to be included with this plan.
(Ref. the E&S Handbook).

3. The silt fence provided at the southeast corner of the
property will not provide adequate protection for the
concentrated runoff flows. I recommend silt traps and/or
inlet protection for the discharge culverts instead of silt
fencing.
4. Inlet protection is recommended at the entrance of the two
42" x 27" CMP culverts and at the entrance of the culvert
under the proposed entrance to the site.
These issues need to be addressed before I can recommend approval
ENGINEERS of this site plan.
ARCHITECTS
Once erosion control measures have been established with the
SCIENTISTS appropriate E&S plan and narrative, an early grading permit can
be issued.
