The parking area access drive should be adjusted as noted. 2. A standard CG-11 entrance design should be used with standard CG-7 curb & gutter. Also, because of the potential for further development of the property the entrance width should be increased to 50' in lieu of the proposed 40'. 3. The type of construction is a Golf Driving Range with putt - putt course and batting cage. The project will also involve installation of water service from the City of Winchester. The total developed area is 8.0 acres. Existing Site Conditions - Prior to construction, the site was characterized by rolling terrain, sparsely wooded with some undergrowth, all typical of undeveloped areas in the upper Shenandoah Valley. The site is in the Oaklet-Carbo-Chilhowie Soil Association. This area is characterized by gently sloping, moderately to very deep well drained soils that have a fine textured subsoil; formed in material weathered from limestone. Adjacent Areas - Most of the areas surrounding the development is agricultural in nature. The remainder is of residential use. There is evidence of sink hole activity in the area. Any sink holes on site shall be protected and if necessary capped to prevent direct infiltration of runoff. Soils - For purposes of design runoff conditions, antecedent moisture condition II (normal consideration for the mid -Atlantic region) is assumed. The soil is considered to have a moderate rate of water transmission, therefore, SCS Soil Class "C" is adopted. Soils are for the most part of the Carbo (6C) Series. Permanent Stabilization - Seeding for permanent stabilization is specified in the V.E.S.C. Handbook. Any area denuded in which work is not proceeding for a period of 30 days or more will be stabilized by a temporary seeding in accordance with State guidelines and procedures. All areas to be seeded will receive seed application by hydroseed methods immediately upon obtaining, grades. Storm Water Management Consideration - A copy of the site plan has been attached. The entire site drains to the north. The primary drainage channel has been relocated slightly to the west. The additional. impervious area caused by this development is small. The batting cage area will have a C factor of .9. The parking and paths will be 21A, and have a C factor of .6. There are no additional buildings planned. The remainder of the site will have a C factor of .3. The weighted C factor of the developed area which drains to the north is as follows: Parking Area - 46,690 sq. ft. = 1.0;7 Ac. ® C = .7 CA = .75 Batting Cage - 15,400 sq. ft. = .35) Ac. Q C= .9 CA = .32 Putt -Putt - 12,350 sq. ft. = .28 Ac. Q C= .5 CA = .14 Remainder - 274,400 sq. ft. = 6.3 Ac. Q C= .25 CA =1.58 2.79/8.0 Ac. Weighted C = .35 The existing undeveloped site area has art estimated C factor of .25. For an area of 8.0 Ac. and T(c) of 7 minutes the increased flow from the site for the two year storm is: Post Development 8.0 Ac. x .35 x 4.5 in/hr.=12.6 Pre Development 8.0 Ac. x.25 x 4.5 in/hr. = 9.0 Increased flow = 3.6 cfs We feel this increase to be negligible and should have no detrimental effect on the channel or properties to the north. Maintenance All soil erosion control structures shall be checked weekly by the contractor during this construction period and after construction is completed until grass cover is established. Sediment retained by these structures shall be continuously removed and placed in an area of the site specified, damage to soil erosion control structures shall immediately be repaired when identified by the contractor. The contractor shall cooperate with all agents of the County, the Engineer and others who may identify needed facilities or work in order to protect the environment within the subject of this report.
