Drainage computations indicate a higher runoff would exist in the calculations show. Sanitation Authority - Approved for central water and sewer. Department of Inspections - Water supply line for the required sprinkler should be included in the planning stage. This building will be considered Use Group F Industrial Building and will be reviewed for compliance under the current Statewide Building Code upon the application for permit. Planning and Zoning - Satisfactory. Virginia Department of Highways and Transportation comments concerning the two entrances off of Route 764 have been incorporated on the site plan and drainage computations for storm water runoff have been re -calculated and certified indicating the net decrease in water runoff after development of the property, therefore, on -site storm water retension will not be required. At the present time, observation of surface water flow shows that most of the water is coming down Red Bud Run from the South & East sides of Lee Street. The box culvert is fully open on both sides and under Route 11 and has a flow capacity in excess of 60 cfs. The attached storm water runoff calculations show that there will be a net decrease in water runoff after the property is developed and therefore on -site retention will not be required. The topsoil will then be removed from the area of the building and other areas of cut necessary. The topsoil will be stored on site. Other site and paving sub - grading will be done in accordance with the finish elevations shown. Topsoil will be respread over unpaved areas after final grading to a thickness of approximately four inches and seeded with a permanent grass cover. The sub - grade of the paved areas will either be covered with the permanent stone base, temporarily mulched, or temporarily seeded with a rapid growing annual grass cover. Every effort will be made to control erosion of disturbed areas as quickly as practical. The project will utilize the existing entrance and straw or hay bale barriers in accordance with the standard details and located as shown on the accompanying map. Permanent erosion and sediment control measures for long-term protection will be the proper maintenance of a good stand of grass cover over the contoured areas of the site which are not covered with building and paving. The project will be inspected weekly by the job superintendent and the grading foreman. They will inspect for areas of erosion requiring remulch- ing, reseeding, and repair of temporary structures, and removal of accumulated sedimentation from against structures. The excess sediment will be dispersed over an area up slope from the structures. All temporary structures will be removed and disposed of at the county dump after they have served their purposes. This method is traditionally used to size storm sewers, channels and other drainage structures which handle runoff from drainage areas less than 200 acres. s The Rational Formula is Q = CiA in which: Q = Peak Rate of runoff in cubic feet per second. C = Runoff coefficient, an empirical coefficient representing a rela- tionship between rainfall and runoff. i = Average intensity of rainfall in inches per hour for, the time of concentration (TC) for a selected frequency of occurrence or return period. TC = Time of concentration, the estimated time required for runoff to flow from the most remote part of the area under consideration to the point under consideration. It consists of the total time for overland sheet flow, open channel flow and pipe flow. A = Area drained in acres. This is an empirical formula and its accuracy is highly dependent upon the judgement and experience of the user. The general procedure for determining peak discharge using the Rational Formula is as follows: Step 1 - Determine the drainage area (in acres). Step 2 - Determine the runoff coefficient (C) for the type of soil/cover in the drainage area. (Table 5-2) If the land use and soil cover is homogeneous over the drain- age area, a (C) value can be determined directly from Table 5-2. If there are multiple soil cover conditions, a weighted average must be performed (see example 5-1). Step 3 - Determine the time of concentration .(T,) for the drainage area. (i.e., the time of flow from the most remote point in the basin to the design point, in minutes). The overland flow portion of flow time may be determined from Plate 5-1. The flow time (in minutes) in the channel sections can be estimated by calculating the average velocity in a section of channel, and dividing the length of the section (in feet) by 60 times the average velocity (in feet per second).
