Delco Plaza Shopping Center
Zoned B-2 (Business, General)
LOCATION: Immediately east of Bonanza Steak House, on the east side of
the Delco Plaza entrance off Route 50 East.
MAGISTERIAL DISTRICT: Shawnee Magisterial District
ADJACENT LAND USE AND ZONING: Commercial and residential land use and
commercial zoning.
PROPOSED USE AND IMPROVEMENTS: Amendment to site plan to include
employee parking on the west side of the building.
REVIEW EVALUATIONS:
Virginia Dept. of Highways and Transportation - This office does
not see the need to adjust the storm drain as proposed between
existing drop inlet #1 and drop inlet #2 as shown on the plan.
However, if this is necessary, we will need detailed plans of the
proposed work and a drainage easement would be required.
Department of Inspections - This building will be considered a
Group M (Mercantile) and Group S (Storage Building) which creates
a mixed use. The building must comply with the Virginia Uniform
Statewide Building, Electrical, Plumbing, and Mechanical Codes.
Permits must be secured before construction proceeds.
City of Winchester - Comments to be available at meeting.
Greenwood Fire Company -
Planning and Zoning - If parking is to be placed in this side of
the building, the following items are recommended:
1. 3' wide sidewalk from rear door to side door.
2. Clear designation of spaces as "employee parking only."
3. Only that portion of the existing asphalt curb which needs to
be removed to provide access to the space, should be removed.
The majority of the curb should remain to provide separation
between the exit lane of the mall and this site.
4. The existing concrete nosing, or a comparable structure, should
remain at the south end of the curbing.
STAFF RECOMMENDATION: Approval, with Planning and Zoning
recommendations.

The Planning Commission has approved Site Plan #003-83 of Delco
Plaza Shopping Center for an electronics store as per the site
plan enclosed.
