PROPOSED USE AND IMPROVEMENTS:

REVIEW EVALUATIONS:
Communication Tower and Equipment
Virginia Dept. of Highways and Transportation - A permit must be
secured from the Virginia Department of Highways and
Transportation before any work is performed on State right-of-way.
Department of Inspections - Water supply needed for fire fighting
purposes. This building must conform with Virginia Uniform
Building, Plumbing, Electrical, and Mechanical Codes.
Health Department - Sewage disposal system approved for maximum of
six employees. Super Rinse' type toilet or equivalent to be used
(included in job specifications). No objection.
Planning and Zoning - Maximum of three full time employees with
three additional employees in the future. Future employees not to
work at this location full time (see attached letter). The
Commonwealth's Attorney has confirmed that MCI is classified as a
"public utility" and therefore, the staff has determined that this
use is permited under Section 21-26(m) of the Zoning Ordinance.

In response to your letter of February 15, 1983 which is attached, I
would like to make clear the position of this department concerning
your development of a facility in Frederick County. I have reviewed
your proposed staffing for this facility and your description of the
facility. Based on the three full-time employees and the three
additional employees that would be based at the facility, this
department would like to inform you that the facility will conform
with the Frederick County Zoning Ordinance as a public utility
facility. This determination is based on your assurance that the
facility will not be open to the public and will not be used for any
type of a sales office. The office area is to be used purely as an
accessory to the equipment to house employees that are there to work
on that equipment and related equipment in the field.
The entrance road to the facility can be placed on the 20 foot right-
of-way as shown on the preliminary plans. This department will
require that the entrance be constructed to Virginia Department of
Highways and Transportation requirements and will also require that
the entrance be paved. The department requires that the entrance
road itself be paved for a distance of 100 feet from the road right-
of-way. At that point, the road will be allowed to be gravel for the
remainder of the entrance road.
When MCI has finished a full design for the facility and its entrance
road, we would require that six copies of a final site plan be
submitted to this office for review. A determination will be made at
that time as to the necessity for Planning Commission review of the
site plan as provided for in the Frederick County Zoning Ordinance.

Dear John:
In response to your questions concerning the use of the planned MCI
Facility in Frederick County. As you were originally told, the Facility
will consist of a communications tower and equipment building. This
Facility will only be used as a telephone switch/transmission station.
The Facility will never be open to the public and will not be used as a
sales office. The office area, break room, and rest rooms are for the
use of the maintenance engineers, who will be based at this Facility.
You were also concerned with MCI's plans for any future expansion
at this site. The building was designed to meet all of MCI's needs for
the next 5 years. Any requirements beyond this time cannot be projected
at this date.
Your major concern with MCI's Facility is the number of employees
who will be working there. The following is a list of the number and
titles of the employees:
Initially there will be three (3) employees at this junction station.
(1) Senior Radio Field Engineer
(1) Radio Field Engineer
(1) Multiplex Field Engineer
Within the next year and a half the following personnel would be added:
(1) Field Engineering Manager
(2) Radio Field Engineers

This would bring the total number of employees to six with only three
persons being full time. The remaining three employees will use the
Facility as a base for their equipment and supplies to perform maintenance
on MCI's adjacent repeater stations.
