LOCATION: West side of Route 661 (Welltown Pike)
MAGISTERIAL DISTRICT: Stonewall
ADJACENT LAND USE AND ZONING: Industrial, Residential, Commercial, and
Agricultural Land Use and Industrial, Residential, Commercial, and
Agricultural Zoning.
PROPOSED USE AND IMPROVEMENTS: Widen and strengthen approximately
1,100 feet of existing roadway and construct approximately 3,800 feet
of new roadway.
REVIEW EVALUATIONS:
Virginia Dept. of Highways and Transportation - No objection to
roadway pattern. Roadway drainage structures to be approved
later.
Department of Inspections - No objection.
Planning and Zoning - Roadway pattern is satisfactory. Staff
would suggest that approval be subject to the submission and
approval by staff of plans for utility extensions.
STAFF RECOMMENDATIONS: Approval, subject to submission and approval by
staff of utility extension plans.
PLANNING COMMISSION: Approval. Planning Commission requires that a
seperate site plan be submitted for utility extension into the park.

DEED 017 DEDICATION
THIS DEED OF DEDICATION made this i 8th. day of October,1984,
by LENOIR CITY COMPANY OF VIRGINIA to the COUNTY OF FREDERICK
dedicating all of its interest in land lying and being situate in Stonewall
Magisterial District, Frederick County, Virginia originally acquired by
Lenoir City Company of Virginia by deal recorded among the land records
of Frederick County.
WITNESSETH: 'That the land hereinafter described and being a
portion of the land shown on the attached plat dated August 24, 1984 which
is incorporated herein is hereby dedicated to the County of Frederick and
transferred for the purpose of creating a public right of way:
The point of reverse curvature for the relocated Industrial
Acess Road S2" 06' 06" W 40' to the south edge of the 80'
right of way, thence continuing along the edge of the existing
right of way with a continuation of die curvature to die lsft
having a radious of 914. 93', a deflection of 42" 35' 34 ", a
curve length of 680.14', and a chord length of 664.59', to
the existing point of tangency for Lenoir Drive; said point
being VDH&T station #38+51. 68, thence continuing across
the Lenoir Drive right of way N 40" 29' 28" W 80' to die
opposite side of the road, thence continuing along vic
western right of way line of Lenoir Drive N49" 30' 32" E'
62. 18' to a point of curvature to the left having a radius
of 610', a tangent length of 119.96', a curve length of
236. 89', and a chord length of 235. 40' widh a deflection
of 22" 15' 01 " to the point of tangency for this curve to
the left on relocated Lenoir Drive, nccncc continuing N77"
15' 31 " E 148.51' to the north edge of the Industrial Access
entrance road said point being on a curve to the left having
a radius of 914.93', a tangent length of 224. 37', a curve
length of 440. 05', a chord length of 435. 82', and a de-

Dear Tom:
I am in receipt of a letter to you from Mr. Bushman of the Virginia Department of
Highways and Transportation dated December 10, 1984. That letter is notification
to you that the department would not be able to accept the newly constructed
portion of road in the Stonewall Industrial Park into this secondary system.
Given that fact, and given the fact that the Roadway Express terminal will be
deriving access over a road which will not be state maintained until all
requirements for acceptance into the secondary system are met, it is necessary for
this department to require a maintenance bond to insure maintenance of this
road to a state maintained standard until such time as it is accepted into the
system.
The County of Frederick will, therefore, be requiring a maintenance bond of $300
per year for this section of road which must be submitted prior to occupancy of
the Roadway Express terminal. There are a number of methods for posting this bond
and I would suggest that you contact this office at your earliest convenience to
discuss the necessary form for this bond.
If you have any questions, please don't hesitate to contact me.

the eligibility for state maintenance of the section of road recently constructed
which will serve the Lwadway, Inc. Terminal.
because the uepartaient's subdivision street policy requirement of three sepa-
rate and distinct commercial entities is not currently met, we cannot accept
the section of new road into the system. Other than this requirement, the
roadway would be eligible, and conversely, when this requirement is met or
a firm commitment established, we can certainly proceed to have the road
submitted for inclusion to the Secondary :system of State Highways in Frederick
County.

Dear Mr. Wise:
This is to acknowledge receipt of your letter dated October 27, 1983
with regard to the pavement design in the referenced development.
We have forwarded a copy of your report to the District Materials Engi-
neer for review and comment. We recommended the traffic count of 4,000
VPD on the main road extension and 2,000 VPD on the collector be eval-
uated with an anticipated truck volume of 45 percent. In addition, we
questioned the seemingly high CBR value of 11.1 in this locality as
being representative of the area. We have requested that this value be
compared to previous tests run in this proximity. An additional sample
may be required to substantiate this value.
The final pavement design will be determined by the Materials Section,
utilizing the aforementioned criteria. All previous recommendations
and minimal acceptables will be nullified.
We hope to present you with the requested pavement data in the very near
future.

The wr epared preliminary plans for sewer locations for a proposed
expansion of the above referenced project. These plans were required for
approval by Frederick County Planning Commission under the Master Plan
requirements. A portion of County review involves a technical review of the
preliminary plan locations by the VDH&T. The purpose of this memo is to
clarify comments made in this review.
The only comment directed to the County Planning Commission by the VDH&T
with respect to sewer locations was a statement indicating sewer manholes
should be moved to the shoulder of the road and eliminated from under pavement.
This was verified by conversation on this date with Mr. Bushman.
Attached are copies of the plan which have.been revised to reflect this
comment.

Dear Tom:
I apologize for the delay in responding to your request to re-evaluate
the proposed pavement composition, utilizing the submitted CBR values.
As you are aware, traffic volumes, percentages of trucks, and soil con-
ditions are the major components in determining pavement structures.
Prediction of both traffic volumes and percentage of trucks are not an
exact science but the method we use is applied uniformly but adjusted
in cases of extremes such as this one.
It is our recommendation that a pavement composed of 16 in. Aggregate
Base Material, Type 21-A; 6 in. Bituminous Concrete, Type B-3; and 1j
In. Bituminous Concrete, Type I-2 be the minimal design used. As ex-
pressed in previous correspondence, the minimal acceptable pavement
design will be 12 in. of Aggregate Base Material, Type 21-A; 31-_, in.
Bituminous Concrete, Type B-3; and 111 in. Bituminous Concrete, Type
I-2. The latter design should only be considered as an interim
measure and at such time when the industrial site is fully developed
and served solely by this single access, we anticipate pavement stress
which will warrant the posting of this road for reduced weight limits.
4Ie suggest an additional access from Route 661 be incorporated for
future development.
The section of existing Route 735 which is to be widened by two feet
on either side will require a minimal of 12 inches of Aggregate Base
Stone, Type 21-A and 2 inches of Bituminous Concrete, Type I-2.
Four copies of the revised plans encompassing the aforementioned should
accompany the permit application. In addition, it should be footnoted
on the application that the inspection fee shall include full compensation
of inspector's salary, if warranted.

This is to acknowledge receipt of a copy of a letter sent to you,
dated February 28, 1983, along with the proposed plans for the
proposed water and sewer lines.
This office would be opposed to the proposed sewer line being in
the center of the roadway as is proposed. It is felt this sewer
line could be installed on the outer edges of the right of way.

This letter is to confirm the action taken by the Frederick County
Planning Commission at their meeting of January 5, 1983, with
regard to your site plan for Stonewall Industrial Park.
The Planning Commission has approved Site Plan #023-82 of
Stonewall Industrial Park to widen and strengthen approximately
1,100 feet of existing roadway and to construct approximately
3,800 feet of new roadway in the Stonewall Magisterial District.

Dear Mr. Horne:
We are returning oae copy of the plan and profile and two copies of
a revised intersection desi;_:n for the access road in Stonewall Industrial
Park.
The layout of t'ie streets appears satisfactory, we are concerned with
the drainage and drainage easements. In addition to t.,e easements for this
section we su--est that tie developers' engineer locate and reserve ease-
ments for the entire tract so that future development will not require
securins easements across developed parcels. The developers' engineer may
contact our Iiydraulic's Engineer, Mr. J C. Heatwole, at the Sta/jnton District
office, 703-385-9902, for a meeting at the office or on the site.
Our Traffic and Safety Section 'las redesigned the intersection to
eliminate eastbound traffic being head-on to the left turning traffic
and movin;; over in one Hundred feet of taper.

by LENOIR CITY COMPANY OF VIRGINIA to the; COUNTY OF FREDERICK
dedicating all of its interest in land lying and being situate in Stonewall
Magisterial District, Frederick County, Virginia originally acquired by
Lenoir City Company of Virginia by deed recorded among the land records
of Frederick County.
WITNESSETH: That the land hereinafter described and being a
portion of the I and shown on the attached plat dated August 24, 1984 which
is incorporated herein is hereby dedicated to the County of Frederick and
transferred for the purpose of creating a public right of. way:
The point of reverse curvature for the relocated Industrial
Acess Road S2" 06' 06" W 40' to the south edge of the 80'
right of way, thence continuing along the edge of die existing
right of way with a continuation of the curvature to the haft

of 610', a tangent length of 119.96, a curve length of
236. 89', and a chord length of 235. 40' with a Lh- lection
of 22" 15' W " to the point of tangency for this curve to

15' 31 " E 148.51' to the north cadge of the: Industrial Access
entrance road said point being on a curve to Cite left having
