be implemented during all phases of clearing, grading, and
construction, all conformity with the Virginia Erosion and
Sediment Control Law, Title 21, Chapter 1, Article 6.1 of the
Code of Virginia and local code laws.

LOCATION: Intersection of Route 277 and Route 647
MAGISTERIAL DISTRICT: Opequon Magisterial District
ADJACENT LAND USE AND ZONING: Commercial, open space, and residential
land use. Commercial and residential zoning.
PROPOSED USE AND IMPROVEMENTS: To construct a McDonald's Family
Restaurant.
REVIEW EVALUATIONS:
Virginia Dept. of Highways and Transportation - The revised plans
are within minimum requirements.
Sanitation - Site plan acceptable for water and sewer.
Department of Inspections - No objection to site plan. This
building will be considered Use Group A (Assembly) under the
Virginia Statewide Buildinq Code.
Planning and Zoning - The proposed entrance and exit onto Route
277 should be constructed to a maximum of 15 feet and be
designated as an entrance only. This, in the opinion of the
staff, will minimize traffic hazards on Route 277 while
maintaining the necessary traffic flow for McDonalds. The
undisturbed areas to the north and west of the restaurant appear
to act as adequate screening. If after construction it is
determined to be inadequate to screen light and noise from
adjacent residential properties, additional screening should be
required. This should be noted on the site plan.
STAFF RECOMMENDATIONS:
Approval with the amendments listed under Planning and Zoning.
