With reference to our conference with Mr. Riley and
Mr. Kirkland, I have decided to request that the five
and one-half acre portion of my land lying next to
Stephens City's corporate boundary be rezoned to B-1
use, and that the residue be left unconsidered at this
time.

Dear �lir. Stickley :
Following our conference on November 17 when we looked over your
land to be subdivided south of Stephens City I prepared several pre-
liminary plans which I am forwarding to you. The topographical map
is based on maps by the Virginia Department of Hinhways in connection
with the construction of Interstate Route #81 about the year 1959. I
believe they are sufficiently reliable for preliminary planning of your
subdivision sewers and streets.
I also enclose two drawings showing a proposed lot and sewer
arrar:;ement tonether with proposed streets. The plan contemplates
minimum lot sizes havino eighty -foot frontage, a minimum depth of 125
feet, and a minimum area of 10,000 square feet, in accordance with the
requirements of the Frederick County zoning ordinance. This ordinance
ai,o requires that corner lots have not less than 100-foot frontage
and specifies a uniform set -back p r line of thirty-five feet from the
street.
Also enclosed is a set of sewer plan and profile drawings showing
now the subdivision may be completely sewered. In connection with the
sewer profiles you told me that the areas in the vicinity of Station
19+00 and Station 33+00 were filled in by the Wiley Jackson Construc-
tion Company with spoil material during the construction of Interstate
Routo if81. There is no way of finding out the depth of these fills ex-
cept by actual survey, but I believe enough fill has already been pro-
vided to cover the proposed sewer line oxcopt in the areas loft open
for run-off water. A portion of the sewer line between the Stephens
City manhole at Station 00+00 and Station 9+50 of the sewer profile
present several problems, since the sewer is shown as much as six or
seven eet above the present ground level. I suggested to you last
Monday that this area will require filling to make it suitable for sub-
division lots, and I have therefore shown the approximate height of
fill and a channel to be preserved for Stephens Run that should Qonor-
ally carry the sewer beneath the ground surface except where it crosses
the stream.
I will not be able to furnish a plan and profile of the final
grades of the street work at the southern end of the subdivision until

1 had solicited prices from Buckley-Lages, Inc., which I believe
are ouitable for preliminary estimating purposes, tabulated here below
for your use:
Cost for laying U" sewer in average terrain
between 4' and 6' below the surface -
approximately �6.5U per foot
Cost of layinq fl" sewer .line and 4" water line
in separate trenches - approximately S9 per foot
Cost of building a 201 road bed on a 60# right-
of-way complete with stone base prime and
sealcMH ditches, and occasional culverts
where cl+-n and fills average approximately 31 -
approximately S10 per foot
ir,n above figures are for estimating purposes only and are not a
firm quotation. It was pointed out also that thPr., will be extra
charges for rock excavation and that the Virginia Deprirtmont of Highways
now specifies CBR tests of the road bed before approval which sometimes
results in the necessity of deepening the stone base to as much as twelve
or fourteen inches.
No reliable nstimate of rock excavation is prenrntly available for
the s,OOdivision area. However, the Virginia Department of Hinhways re-
contiy constructed Interstate [Route #81 parallel to and only a few hundred
feat from the route of the proposed sewer and street, and evidence of rock
outcrop should show in the face of the cuts. I helieve that the Highway
Department will make available any information they have relating, to the
actual construction of Route #81 between Stations 1342+00 and 1436+00 upon
request.
