PROPOSED USE AND IMPROVEMENTS: Fast Food Restaurant (Hardees)
REVIEW EVALUATIONS:
Inspections Department - Proposed building to be designed and built in
accordance with the Virginia Uniform Statewide Building Code and applicable
referenced standards for the intended use.
Highway Department - The proposed plan appears to be within our minimum
requirements as shown on the site plan. A permit must be applied for and
approved before doing any work on the State's right-of-way.
Greenwood Fire Company - A hydrant needs to be placed along the front of this
site to meet fire codes.
Planning and Zoning - The proposed fast food restaurant use is appropriate in
the B-2 zoning district. All parking, setback, and layout features of this
site meet the requirements of this zone. A 35' grassed buffer area is
proposed between the restaurant parking area and adjoining residential lots
to the rear of this site. In addition, an 8' solid wooden fence and
vegetative screening is being provided along the rear of this site. All
parking lot lighting should be directed away from the adjoining residential
properties, as required.
Overall access to this site should improve with the proposed entrance design
along Route 50 and Tulane Drive, spaces for oversized vehicles (buses and
trucks) have been provided for in addition to the required automobile parking
spaces.
An existing fire hydrant is located along Route 50, approximately 300' from
the front of this structure. An additional hydrant is proposed to be placed
in the front portion of this site to accomodate fire needs.

Dear Mr. Watkins:
We have discussed the privacy fence situation at the new Hardeens
on Route 50 East of Winchester with Bill Wright. We are not
happy with the proposed seven foot high wooden privacy fence. At
the present time we are not sure what would be best so we prefer
not to have any kind of fence. We feel that if a barrier becomes
necessary later we can work the situation out with Mr. Wright
without the County mandating anything.
We understand you are agreeable to this arrangement and are
sending you this letter as a means of letting you know that, as
the immediately adjoining property owners, we agree.
