use.
Sanitation Authority - Closest Authority water line is along State Route 839.
Sewerage service is not readily available from the Authority.
Health Department - No objections.
Clearbrook Fire Company - No comment.
VA. Dept. of Highways - Basically, the proposed design appears to be within
our minimum requirements. However, they fail to show how they propose to
handle the surface water. This will be necessary prior to the permit
application. Also, a minimum of 8" of crushed stone, Type 21-A, and a
minimum of S-5 plant mix will be required from the edge of pavement to the
right-of-way line. Also, they show the center island as being 25' wide with
a 25' radius. When these items have been shown, please resubmit and we will
forward to our District Office for their comments.
Planning and Zoning - The proposed use is appropriate for the B-2 (Business
General) Zoning District. Handicap parking and access must be shown on the
plan. Drainage facilities must be shown as per VDH&T requirements. This
property is not served by a public water system, therefore, fire codes do not
apply.

Dear Mr. Orndoff:
I have been involved with a well complaint at the residence of
Mr. David Fahnestock located on Route 11 north of Winchester. The
well intermittently has an odor of a petroleum product. There are
three service stations in the proximity of the Fahnestock residence.
A significant and continuous risk exists for the Fahnestock well to be
contaminated with a petroleum product.
I have advised Mr. Fahnestock to connect to the County water supply
as soon as it can be made available. He suggested that I contact
you to discuss the quality of his water supply. As luck would have
it, I have not been able to reach you by phone. Please call me
at 703-828-2595 for an indepth discussion if you feel additional
information is needed.

Dear Mr. Riley:
I have been contacted by Mr. Harriman of your office regarding the potability
of the water in the Fahnestock well. Attached please find a copy of my
letters to Mr. Fahnestock and Mr. Orndoff on the subject. Mr. Harriman has
indicated that a difference of opinion is perceived to exist between the
Health Department and the Water Control Board. While the two agencies have
similar environmental concerns, there should be no duplication of responsi-
bility. The Health Department has the responsibility for the determination
of potability. This office provides a supportive role by collecting data on
water quality and providing evaluations on contaminant sources.
The question of the quality of the water in the Fahnestock well was first
brought to the attention of this office by the Health Department in January
1981. A copy of the investigation report by L. M. Simmons and dated 12 January
1981 is attached. This memo should provide adequate background. The question
of the quality of the water in the Fahnestock well was brought to our attention
a second time by Mr. Harriman on 31 October 1985. Since an emergency did not
exist, the complaint was investigated jointly on 30 December 1985 by the Water
Control Board and Mr. Yates of the Health Department. Our investigation report,
dated 6 January 1986, is also attached.
The above paragraphs describe the chain of events leading up to the present
situation. In early March Itelephoned Mr. Fahnestock to verbally relay the
lab results on his well. We discussed the fact that the lab results did not
detect a petroleum product and the high density of gasoline stationsnear his home.
He expressed a desire to hook onto the public water supply and I volunteered
to asisst by discussing his needs with the County. He suggested that I talk
with Mr. Orndoff. Mr. Orndoff was in the field a large portion of his time
and I was not able to reach him. Subsequently, the letter was sent.
I trust the above will clarify any confusion. It was not my intent to exclude
your office from communications to other persons in the County government and
I apologize for having done so. If there are other questions which need to be

discussed, perhaps we can cover them on the 7th when I plan to attend the
public meeting on the Tire Fire RI/FS.
