MEMORANDUM
TO: Walt Cunningham, Greenwood Fires Company
Robert Watkins, Frederick County Planning
Wendy Jones, Frederick County Sanitatiun Authority

Garth Adams, Airport Business Ce-nter
FROM: Ken Wiegand, Winchester Regional Airport_
DATE: July 21, 1988
SUBJECT: Coordination Effort
Placement of Fire Hydrants
Winchester Regional Airport
PURPOSE
The purpose of this memorandum is to coordinate the placement of
fire hydrants to provide fire fighting capability on Winchester
Regional Airport. This is a final coordination effort.
BACKGROUND
I met with Joe Boyd (Chief) and Walt Cunningham (Captain and
President) of Greenwood Volunteer Fire Company recently to
receive their input. to Airport fire fighting capabilities from a
fire department perspective. Their guidance was:
a. Locate hydrants along the main public_ roads (SR 645 .and
728 ) to t'r-(;vide fire fighting flexibility and ease of access to
hydrants as well as all points on the Airport. Their reasoning:
All of their trucks carry 2,000 feet. of 3" hose capable of
carrying water to virtually all areas on the Airport. This would
allow a respectable stand off distance if they should have to
fight an extremely hot aircraft hangar fire. This is illustrated
by the enclosed plan which shows an 1800' "fan" of coverage from
each hydrant.
b. Hvdrant.s should be approximately 600' apart-, however,
this may be adjusted to meet Airport needs and defray expense.
c. The County requirement to provide fire hydr, ant:s within
300' of. commercial structures raay be waived to c(nnform wit.}'( fire
company guidance in paragraph "a", -Above.
DISCUSSION
I designed the attached plan based on fire department. guidance.
I drew in future hydrants considering the location of existing
and future facilities as well as overall airport coverage. I
also considered the cost of equipment and installation which I
understand is approximately $2,500 each.
