DATE: April 29, 1987
The referenced Bite plan has been reviewed by this agency and is
in accordance with the Frederick County Code. The fire service
line is six inches in diameter with two hydrants which is not in
accordance with the Authority BpecificationB, but the area is
served by the City of Winchester and an hydraulic analysis by an
independent fire protection firm has shown that flows in excess
of 1000 GPM can be delivered to the site. Therefore the County
Code requirements have been met.

ADJACENT LAND USE AND ZONING: Commercial and vacant land use and B-2 (Business
General) and RP (Residential Performance) zoning.
PROPOSED USE AND IMPROVEMENTS: Addition to existing hotel.
REVIEW EVALUATIONS:
Highway Department - This plan has been forwarded to the District Traffic and
Safety Engineer for his review.
Sanitation Authority - No comment.
City of Winchester - We have the following concerns:
1. The plat does not show how water and sewer services will be provided to
the new addition. Will it be a new connection or an extension of the
existing service?
2. The proposed fire hydrant will require a main extension, agreement,
dedication of an easement, more detailed plans, and approval of both the
County and City Council.
Greenwood Fire Company - No objection. Positioning of fire hydrant at north/
west area of property may take out several parking spaces.
Inspections Department - Proposed building to be designed and built in
accordance with the Virginia Uniform Statewide Building Code and applicable
referenced standards for Use Group R-1 (Hotel -Motel). Provide for handicap
accessibility in accordance with ANSI A117.1.
Planning and Zoning - No objections.
STAFF RECOMMENDATION: Approval, with the following:
1. All VDH&T comments/changes be incorporated on the plan.
2. Detailed water and sewer plans be submitted for City of Winchester review.
3. Handicap spaces be added as required.
4. All fire hydrants be made accessible as per Fire Code.
