Dear Mr. Starke:
This letter is to confirm the Frederick County Planning Commission's approval on
May 21, 1986 of Site Plan #011-86 of Miller Honda for an auto dealership on Route
11 South of Winchester in the Back Creek Magisterial District.
As part of this approval, fire hydrants, access lanes, and all Virginia
Department of Highways and Transportation requirements must be shown. Your site
plan must be amended to show the above changes before the administrator can sign
for final approval. Also, before any excavation or land disturbance is
undertaken, a land disturbing permit must be obtained and before construction, a
building permit must be obtained.
If you have any questions regarding your site plan, please do not hesitate to
call this office.

permission we are separately submitting his original plat (enclosed) from

The above plat is a survey of a portion of the land conveyed to Battlefield Partner-
ship February 25, 1985 in Deed Book 590 - Page 411 and is more particularly a portion of
Parcel 1 of the said deed and all of Parcel 2 ("old lane") of the said deed to which
tlisabeth Crawford Eagle, widow did quite claim any right, title and interest she had in
the said Parcel to Battlefield Partnership on October 30, 1985 in Deed Boom 605 - Pages 353.

LOCATION: Route 11 South of Winchester
MAGISTERIAL DISTRICT: Back Creek
ADJACENT LAND USE AND ZONING: Undeveloped B-2 (Business General) land use and
zoning.
PROPOSED USE AND IMPROVEMENTS: An auto dealership located on a portion of the
site.
REVIEW EVALUATIONS:
Inspections Department - Proposed construction to be in accordance with the
provisions of the Virginia Uniform Statewide Building Code and applicable
referenced standards for the proposed use.
Stephens City Fire Company - 1) Location of hydrant as shown is between two
trees and would be extremely hard to gain access to. 2) Recommend hydrant be
relocated to the tip of the curbing going into the complex (on the same side)
making it more accessible to apparatus and firefighters.
Sanitation Authority - Water and sewer service is available to the site.
Technical approval of water and sewer facilities cannot be made without
review of overall utility plan for the tract.
VA. Dept. of Highways - The site plan is not in accordance with our
recommendations and letter dated April 30, 1986 which I am enclosing for your
information.
Planning and Zoning - The proposed use of an auto dealership is appropriate
within the B-2 Zone. This plan is for the development of Phase I,
approximately 1/4 of the total 16 acre site, with the remaining portion of
the site to be undeveloped at this time, except for storm water and utility
facilities. An overall plan has been developed for the entire site, however,
this plan is for development of the southwest portion or Phase I.

All parking, setback, dimensional and layout features of this site meet the
requirements of this zone. This plan incorporates curb and gutter with
asphalt parking and driveways, and a storm water drainage and detention
facility to handle all storm water needs.
An overall detailed utility plan for technical approval is being developed by
the applicants engineer for the Sanitation Authority and should not alter the
site plan. An additional hydrant will be placed on the site to meet all fire
codes. Hydrants will be located and marked for accessibility. VDH&T
comments for Phase I are incorporated in this plan. Complete phase comments
will be noted for future site development.

Proposed Entrance

As requested, a review of the proposed entrance has been made. Our comments,
recom-niendations and requirements are noted on the plan and are as follows:
Phase. I
I. You should provide a 12' setback from the face of curb to the edge of pavement
extending from the entrance to the southern property line.
2. The site plan indicates a 35' entrance at the right-of-way line with 25' radii.
The radii ex4ends to provide only 20-22' pavement on the property. We feel,
this type of proposed business will generate truck traffic and would recommend
a 50' temperary entrance be provided until the final phase is constructed.
3. Must provide curb along the right-of-way line to prevent encroachment on the
right-of-way.
Completed Phase
I. Should provide a 12' set back from face of curb to edge of pavement extending
fro,,-) the entrance to the northern property line.
2. If you plan to use the proposed entrance design shown on the site plan, we
viould recor,imend a modification to the minimum standard of entrance to State
Hi.4;i,ways to use a maximum 24' pavement for each direction separated by a
minimum of 4' to a maximum 12' median. The 24' pavement would allow two (2)
121 lanes in both directions.
We also feel the recommend 50' entrance for Phase I would be an adequate
design for the final phase if you could include in the overall design
3. Curb should be provided at the right-of-way line to prevent encroachment on
the Department of Highways and Transportation's right-of-way.
