This letter is to confirm the Frederick County Planning Commission's approval on
May 21, 1986 of Site Plan #012-86 of N.R.E.P. (Northwestern Regional Educational
Program) School for improvements and additions to the existing school and site.
This property is located on Smithfield Avenue Extended in the Stonewall
Magisterial District.
As part of this approval, a fire hydrant must be installed on the north side of
the school and if through traffic becomes a problem, action will be taken to
block the road with a chain or other barrier. Additionally, all Virginia
Department of Highways and Transportation requirements must be shown on the plan.
Your site plan must be amended to show the above changes before the administrator
can sign your site plan. Please provide an amended plan or contact this office.
Also, before any excavation or land disturbance is undertaken, a land disturbing
permit must be obtained and before construction, a building permit must be
obtained.
If you have any questions regarding your site plan, please do not hesitate to
call this office.

MAGISTERIAL DISTRICT: Stonewall
ADJACENT LAND USE AND ZONING: Industrial and Vacant Land Use and Industrial
Zoning.
PROPOSED USE AND IMPROVEMENTS: Improvements and additions to the existing
Northwest Regional Education Program School and site.
REVIEW EVALUATIONS:
Inspections Department - Proposed building to be built and designed in
accordance with the Virginia Uniform Statewide Building Code and applicable
standards for the proposed use.
Sanitation Authority - Approved for water and sewer
VA. Dept. of Highways - This portion of Smithfield Avenue is not on the
State's maintained roadway. Should this section of roadway ever be added to
the Secondary System, the proposed entrances are not within our minimum
commercial entrance standards. The entrance extending to the property line
of Route 1322 must meet minimum commercial entrance standards.
Clearbrook Fire Company - Access and hydrants must meet the County Fire Code.
Planning and Zoning - The proposed new addition is to expand the existing
school facility which will house approximately 40 students in seven
classrooms with about 15 faculty members. All Parking and dimensional
requirements are appropriate for this use. Access to this property is
greatly enhanced with the addition of the 26' wide driveway connecting Route
1322 (Brooke Road) with Smithfield Avenue Extended. The staff has concerns
that if traffic should increase in volume to interfere with school activities
as a through road, then action should be taken to block this road with a
chain or other means of barrier. Overall, Brooke Road (Route 1322) provides
greater flexibility and access for this site, especially since Smithfield
Avenue is not a state maintained route. The current driveways and parking
areas meet fire code regulations. An additional a hydrant will be needed
along the northern property line to meet fire code regulations.

Dear Mr. Mills:
This is to acknowledge receipt of your letter dated June 25, 1986 concerning the
proposed entrance from the above referenced route. For your information and
ready reference, I am enclosing from our Commercial Entrance Standard Booklet,
pages showing the minimum requirements for a commercial entrance. You will note
the minimum entrance is 30' and the recommended radius is 251.
The concrete radii cannot encroach in front of anothers property.
It would be our recommendation for an entrance like the one being proposed to
have a minimum 50' entrance with 30' radii to accommodate the maneuverability of
buses for egress and ingress to and from the property.
Should the School Board want the Department of Highways & Transportation to
take this road over for maintenance, we would need a complete set of plans in
accordance with the Frederick County Subdivision Ordinance. These plans should
show the complete drainage layout including: All pipe sizes and types; drainage
easements; means of transporting the drainage to a natural water course; typical
section and cross section showing the proposed street construction; width; depths;
type of base; type of surface; a profile and contour map showing the proposed
grades for the streets and drainage facility and a location map indicating the tie-in
with the existing VDH&T road.
