Dear Mr. Carter:
The Frederick County Planning Department administratively approved
Site Plan #011-90 of Albin Ridge Warehousing & Mini -Storage on June
21, 1990. The approved plan calls for the construction of a one
story aluminum siding building, a two story aluminum siding
building, a 5,000 square foot metal warehouse building; five metal
mini -warehouse storage buildings, a 12' x 50' loading space, three
12'x 30' parking spaces for delivery vehicles, 22 parking spaces
(including one handicapped parking space), a paved maneuvering
area, two fire protection ponds, an 18' gravel fire lane to fire
protection pond #2, a dry hydrant, white pine trees to screen the
property owned by William J. Rhodes which will be 48" at the time
of planting, a commercial entrance with CG-7 curb and gutter to
meet VDOT standards, and all appropriate erosion and sedimentation
control measures. Enclosed is a copy of the approved site plan for
your records.

Whereas, in consideration of the approval by the party of the
second part of this Virginia land disturbance plan and permit for
Albin Ridge Mini Warehouse
and the party of the second part requiring the following work to
be completed during the land disturbance construction and before
final occupancy, the party(s) of the first part or his heirs/
assigns agree to do the following work:
1. Provide for the adequate control of erosion and sedimentation
by temporary and permanent control practices and measures
which will be implemented during all phases of clearing,
grading and construction and to provide for conformity with
the Virginia Erosion and Sediment Control Law, Title 21,
Chapter 1, Article 6.1 of the Code of Virginia and local code
laws.
2. To provide Erosion and Sediment Control as per the Erosion and
Sedimentation Control Plan.

Dear Mr. Wyatt,
We have completed our review of the site plan for
the above referenced project and offer the following
comments:
DRAINAGE
1. The stormwater management design should be
included. This will show whether or not the
existing natural storm water ponding area is
adequate to serve the purpose. The SWM facility
will require outlet design comps, and pre -
development and post -development considerations.
2. Although the Fire Marshall approved the fire
protection ponds, adequate information should be
provided to show how a minimum 4 foot water level
can be maintained at all times in each pond. Is
there sufficient drainage area to maintain the
water level? Also, is the system tied in with the
storm water management facility? There is
inadequate grading to see how any of this will
work.
3. It is not clear how the grading is proposed to tie
into the existing contours on the site. Also, there
are not enough spot elevations provided to verify
the surface runoff or to direct the contractor in
the construction of the site.

4. Do they propose to stair step the floor slab
elevations? The proposed contouring does not appear
to ensure adequate drainage between the buildings
and not create water problems within the storage
units.
5. A drainage area map along with drainage
calculations is necessary to properly design and
review the grading and drainage through this site.

SC 1. Additional erosion protection is required around
-- the fire ponds.
2. If the fire ponds are a part of the storm water
management system, they will need to be cleaned and
placed back in service after the site has been
constructed and stabilized. This needs to be
included in the E & S plan. Also, the intake device
may be subject to silting up which would impede its
intended use. I would recommend a different inlet
type. This will ultimately be at the final
discretion of the Fire Marshall.
ACCESS
I do not see any problems with the access to the
site at this time.
CONCLUSION
With the above comments, I recommend that the
plan be revised and resubmitted for final review.

This is to follow-up on cur telephone conversation this date and your request
to construct a temporary construction entrance at the above referenced
location. As requested you are given permission to construct the temporary
entrance. This letter letter is to serve as your permit to do so.
The following are to be a part of this permit agreement:
1. While working on the State's right-of-way it will be necessary to use
"Men Working" signs which must be erected prior to starting work and
removed daily.
2. Traffic control will be in strict accordance with the attachments.
3. Positive drainage is to be maintained within the right-cf-way at all
times.
4. Work on the right-of-way will be confined to the temporary entrance
location only.
5. A minimum 8" of course aggregate by 30' in width will be required to be
placed from the edge of the roadway and extend back onto private
property far enough to prevent carrying of mud onto the roadway.
6. It should be understood any disturbed turf on the State's right-of-way
will be topsoiled and reseeded.
7. Any damages to the pavement structure of Route 679 adjacent to this
entrance will be corrected by you to the satisfaction of the Virginia
Department of Transportation.

8. This Department will not be held liable for suit should such result from
this operation.
9. This permit is being issued for 180 days.
10. A land use permit for the proposed commercial entrance will be applied

require an inspection fee and surety bond coverage in the amount of
$5,000.00.
If these requirements are not followed then this temporary construction
entrance permit will be revoked.

Dear Allen:
As requested we have reviewed the above referenced site plan dated
October 26, 1989. My recommendations may be found on the attached plans
marked in red and as follows:
1. Because of the unposted 55 mph speed limited, Standard CG-7 Curb & Gutter
is to be used in lieu of CG-6. The attached CG-7 specifications should be
incorporated into the plans.
2. A 30' asphalt taper will be required as noted.
3. The existing 48" R.C.P. on the Route 522 right-of-way should also be shown
on the plans.
Please revise and resubmit four (4) copies for final approval. Should any
changes be deemed necessary, please design them to meet or exceed the above
recommendations.
Please advise the developer prior to the starting of any work on the State's
right-of-way, a land use permit must be applied for. The permit is issued by
my office and requires an inspection fee and surety bond coverage.

who has met all requirements of the Frederick County Erosion and
Sedimentation Control Ordinance as certified by the Frederick
County Department of Planning and Development.
AGREEMENT
This agreement, made this 20th day of April
19 90 by and between Albin Ridge tini Warehousing (Robert A. Carter)
party(s) of the first part, and the County of Frederick, Virginia,
party of the second part.
Whereas, in consideration of the approval by the party of the
second part of this Virginia land disturbance plan and permit for
Albin Ridge Mini Warehouse cs p-4
and the party of the second part requiring the following work to
be completed during the land disturbance construction and before
final occupancy, the party(s) of the first part or his heirs/
assigns agree to do the following work:
1. Provide for the adequate control of erosion and sedimentation
by temporary and permanent control practices and measures
which will be implemented during all phases of clearing,
grading and construction and to provide for conformity with
the Virginia Erosion and Sediment Control Law, Title 21,
Chapter 1, Article 6.1 of the Code of Virginia and local code
laws.
2. To provide Erosion and Sediment Control as per the Erosion and
Sedimentation Control Plan.
