Industrial Development Corp. 1104 Baker Lane Parcel "C" Winchester, VA 22601 Route 651 Frederick County Dear Brenda: This is to acknowledge receipt of your revised site plans dated December 21, 1989 to the above referenced development. The resubmitted plans appear satisfactory and are approved. Please advise the developer if Road "B" is to be eligible for acceptance into the State's Secondary Road System all Parcel "C" entrance design and drainage features must be built in accordance with these approved plans. At this time I would also like to express this Department's concern over the rapidly progressing construction pace of the development. Please remind the developer materials used and methods of construction shall apply to current observed VDOT Road and Bridge Specifications applicable during construction of this development if the streets are to be eligible for acceptance into the State's System. In discussions with the contractor, Perry Engineering, there appears to be some confusion over whether or not on site inspections are necessary. Please be advised my office will need to inspect all Street "A" and Street "B" sub -grade, base stone placement, asphalt placement and placement of any culverts of 36" in diameter or greater. Should you have any questions concerning the above, do not hesitate to call. RBC / rf Attach. xc: Mr. R. L. Moore Mr. F. E. Wymer Mr. R. W. Watkins Mr. Donnie Bowers Sincerely, W. H. Box 601 Winchester, Va. 22601 ENGINEERS Re: Corrugated Container Site Plan SP 007-90 Ake"IIE((S 17555.054 S(-IENilti]" Dear Evan, We have the above referenced plan and offer our comments as follows: GENERAL The parcel number and lot of subdivision should be provided on the plan. This will help us in relating projects to one another. ACCESS 1. VDOT comments were not enclosed so I have not been able to evaluate their concerns relating to the access to Route 651. 2. It is unclear how access to Route 651 will be accomplished with this plan. 3. Horizontal and vertical sight distance needs to be evaluated at the access connection to this project. DRAINAGE 1. It is unclear what elevation the proposed culverts under the driveways are to be placed. The cover may be minimal. This should be checked. 2. It is unclear if the twin culverts under the entrance to this site exist or not. If proposed, the grading needs to be better established. Also, what length are they? Outlet production may also be necessary. Calcs are needed. 3. What are the construction parameters for the pond embankment and discharge pipe. Sections must be provided for the emergency spillway. ■ 11240 Waplrc Mill Poad h ii iir, Virr;iniu 22030 703. 385. - 566 T('hfiLx 703. 359.0670 4. The calculations for the spillway are needed to determine the type of channel protection required. 5. Please provide the calculations for the culverts on the project. Of particular importance is the SWM discharge pipe. 6. It is not clear how this drainage discharge will impact the Fairfax Lumber site. It is important that we demonstrate that the concentration flow off D © ENGINEERS this site is adequately controlled and that the ARCHITECTS receiving swale can and is intended to convey this drainage. The drainage area directly to this swale SCIENTISTS has been enlarged somewhat by the channeling of flow to the pond. This is OK and may be preferable, provided the receiving swale is not limited by some downstrea use. EROSION AND SEDIMENTATION CONTROL 1. A note on the plan indicates that E & S protection measures need to be in place. However, there is nothing that indicates what that is. For example: a) The construction entrance and size is not shown. b) Limits of clearing and earthwork have not been indicated. c) Perimeter protection such as silt fencing, earth berms and sediment traps have not been included. d) Inlet protection for culverts are not indicated. e) Outlet protection has not been indicated 2. A drainage area map has not been incorporated in the plan to establish the design parameters for these protection devices. The above items must be addressed prior to our recommendation for approval.
