The Frederick County Planning Department administratively approved
Site Plan # 006-90 of North Stephenson, Inc. on April 19, 1990.
This plan calls for the construction of a 60' x 100' building to
be used for office, retail, and storage, two commercial entrances
to meet VDOT requirements, CG-6 curb and guttering to be placed
around the parking area, 13 parking spaces (including 1 handicapped
space and ramp), asphalt pavement, a temporary construction
entrance to be located along Marathon Drive, and all appropriate
erosion and sediment control measures. Enclosed is a copy of the
approved site plan for your records.

As requested we have reviewed the above referenced site plans dated
January 4, 1990. Our recommendations may be found on the attached plans
marked in red and as follows:
1. A 12' offset from edge of pavement to the face of curb will be required to
match existing commercial entrances in this development.
2. A standard DI-3A with 2' slot in the back and 15" culvert will be required
at the Street "A" entrance.
3. A concrete flume with erosion control stone will be required at the
Street "B" entrance.
4. Both entrances are to be swaled to drain properly.
Please revise and resubmit four (4) copies for final approval. Should any
changes be deemed necessary please design them to meet or exceed the above
recommendations.

We have reviewed the above site plan. Our comments
are as follows:
GENERAL
1. It is recommended that radii be called for all
curb returns for ease of construction.
DRAINAGE AND GRADING
1. Drainage areas and related computations are
required to check the increase in run-off due to
development.
2. There is a note in green on one of the plans which
indicates "drainage follows road ditch and
dedicated easements to central detention basin
near Route 81". Please provide a schematic
drawing showing the ditch section(s) and the
location of the central detention facility. If
the facility is a part of the previous subdivision
plan, please provide the back-up data.
3. Calculations are required proving the adequacy of
on and off -site ditch sections.
4. It appears that ponding occurs at the northeast
corner of the site behind the CG-6. Please check
and correct the grading.

2. The plan shows grading work within the existing
pavement of Street "A" and Street "B". The
typical section through entrance does not indicate
any improvements within the existing pavement
area. Please clarify whether any additional
paving is proposed.
3. The typical half section through entrance
indicates 27' (instead of 251) from the C.L. to
the R/W line. Please clarify.

Dear Evan,
I have reviewed the drainage calculations and
supporting information and have the following
comments:
1. It is apparent that Storm Water Management issues
were not addressed with the original submission by
Battlefield Partnership. Drainage easements appear
on the improvement plan as provided by Greenway.
However, I have not been provided with the plats as
recorded for these easements and will therefore
have to ask that you check to verify that the
easements were in fact recorded.
2. This site, as with all the other sites within this
subdivision, is going to have an impact on the
amount of run-off within the Opequon Subbasin.
Since stormwater management has not been addressed
on a "subdivision level" then either individual
site development should provide for this or a
regional facility will be needed to mitigate the
negative impacts on this subbasin. The run-off from
this site is in effect going to double.
3. Calculations submitted by Greenway Engineering
indicates that the receiving ditch is going to be
adequate to carry the run-off from this site. The
off -site ditch that they reference in the
submission is not shown by section on the proposed
site plan. However, the cross section in the
calculations indicate a ditch with 4:1 and 2:1 side

slopes. This typical section needs to be shown on
the plans. The drainage calculations show a
capacity of the ditch to its crest of the ditch
using a design storm of 25 years, which exceeds
VDOT requirements of the 10 year storm. With the
assumption that the down stream ditch does in fact
exist or will be built as outlined above and has
been accepted by VDOT review, then this site meets
"adequate channel" which is all we can require at
this time.
4. The northern cornet of the parking lot still does
not appear to me that it will drain.
Based on the above, I feel the plan general meets the
current requirements for Storm Water Management. It is
my opinion that the drainage at the Northern corner of
the parking lot needs to be corrected and the proposed
cross section of the down stream ditch channel needs
to be shown on the plan prior to approval be the
County.
I also am assuming that the other comments I made
in my previous letter to you were addressed to your
satisfaction. This submission to us does not appear to
respond or indicate these concerns.
