Clifford and Associates, Inc. 200 North Cameron Street Winchester, Virginia 22601 RE: Revised Site Plan Toan and Associates Stonewall Industrial Park Dear Ron: The proposed modification of the previously approved site plan will not adversely affect the existing stormwater management facility. I understand that the existing facility was designed by G. W. Clifford and Associates, Inc. for Mr. Tom Gilpin, owner of the Stonewall Industrial Park. During the review of your revised site plan for Toan and Associates, we inspected the existing stormwater facility and discovered that the improvements shown on your plan titled "Stonewall Detention Pond" and dated January 1990 had not been completely implemented. Specifically, the EC-1 had not been installed. Also, it appears that the design grades have not been achieved as evidenced by the ponded water that was present at the time of our inspection. I have conveyed the above findings to Evan Wyatt and indicated that it will not be necessary to perform a complete engineering review for the proposed site plan revision. Whereas, in consideration of the approval by the party of the second part of this Virginia land disturbance plan and permit for Toan and Associates , Stonewall Station and the party of the second part requiring the following work to be completed during the land disturbance construction and before final occupancy, the party(s) of the first part or his heirs/ assigns agree to do the following work: 1. Provide for the adequate control of erosion and sedimentation by temporary and permanent control practices and measures which will be implemented during all phases of clearing, grading and construction and to provide for conformity with the Virginia Erosion and Sediment Control Law, Title 21, Chapter 1, Article 6.1 of the Code of Virginia and local code laws. 2. To provide Erosion and Sediment Control as per the Erosion and Sedimentation Control Plan. • - 2 - The party(s) of the first part does further agree that an agent of Frederick County shall be permitted entry to the site of the land disturbing activity to inspect the control measures shown in the approved plan. As we have discussed in the past, there are numerous methods for estimating runoff for design purposes and essential agreement among engineers is important on the criteria established for use in the calculations. Our firm has always used a time of concentration minimum of 15 minutes in estimating peak runoff for all storms associated with the rational formula. For at least 15 years this method has been routinely accepted by drainage engineers throughout the Virginia Department of Transportation on various projects accomplished by our firm. It is a fact that the use of times of concentration less than 15 minutes give erratic and overly conservative results relating to inlet and pipe sizes. The use of lesser Tc also prevents minor peak flow storage quantities at each individual inlet device which, we feel, assists in reducing down stream peak flow impacts to some degree. In fact the predictable use of parking lot and pipe culvert inlet storage is one of the factors that makes the assumption of 15 minutes for time of concentration a meaningful engineering tool in dealing with stormwater management downstream. 0 • In our last conversation on this issue, an indication was given. that the County was having drainage problems at certain projects due to potentially undersized structures. Our firm has designed the entire Lakeside development (new sections), the Greenbriar Section 3, Fredericktowne Phase III, McGuire Hills, Brookland Townhouses and Albin Village subdivisions. This partial list presents a mix of various types of developments, including road side ditch and curb and gutter type construction. We have yet to hear of a problem at any of these subdivisions due to inadequate sizing of inlets or piping for stormwater drainage. If you or the County should be able to identify areas that have been a problem and we can trace those to a time of concentration assumption, we would certainly be most willing to adjust our criteria. Since certain of these projects have been in service for several years, and in the absence of identification of problems in this regard, and the fact the ordinance we are working with does not specifically require a reduced time of concentration, we find it unjustified to modify our procedures. It is unclear to me how Donohue has reviewed numerous plans of ours, yet for this project had to spend "a fair amount of time understanding and evaluating the drainage plan for this project". We did not receive one phone call from Donohue questioning our design method. We employed the same basic method to size the Toan storm sewer and detention pond as we have used on numerous projects previously reviewed by Donohue, and approved by the County. As before, the major point of contention in most of the comments is the determination of Time of Concentration values. We have expressed our opinion on this matter many times in the past. Presently, we have an outstanding letter to Paul addressing this matter with regard to the Huntington Meadows Project. Many of the same arguments apply here. I've enclosed a copy of that letter for your reference. To this date we have had no response from Donohue. One point of confusion may be that this plan is specifically and identically the same plan that is called for in the County Approved Storm Water Management plan for the entire Stonewall Industrial Park. A lot of the issues Donohue raises are covered in hydraulic computation submitted and approved about five years ago (before such plans were even required by the County;. Our client recognized the need to develop this park in an orderly and controlled manner in the interest of good runoff control. This plan has been attached by reference to all plans performed in Section 2 and Section 3 to date. I am attaching another copy for your reference. You may speak with Mr. Bob Watkins since he handled this review function at that time. • 0 In the previous review of the Toan :plans, Donohue had commented specifically on the erosion and sediment control issues. We addressed each of those comments, revising the plans accordingly. The :Erosion and Sediment Control Plan and Narrative has been approved, a grading permit issued, and construction on the site has begun. Even with all of the rain during the last couple of weeks, there have been no problems with erosion at the site brought to our attention. As I have noted construction has begun. on the site. There have been no questions from the owner or the contractor as to the location of buildings, travelways, or property lines. Amazingly, the contractor was also able to determine the location of all the sewer manholes, water lines and storm drop inlets and they are "as built". Unless specifically directed by the County, we do not intend to make any changes to the plan. They have been approved by VDOT, FCSA, Fire Marshal, etc. Construction is underway and proceeding smoothly. The plan meets all of the requirements of the County Ordinance. They have addressed many of our comments, however, there are several issues that need to be resolved. For the most part they are minor and will require little action. During our review, we noted several items that we would like to request be handled differently in the future and/or have some of the design methodologies used better explained to us. We spent a fair amount of time understanding and evaluating the drainage design for this project. The reasons for this are as follows: 1. Drainage calculations, drainage area mapping and other background information for the on -site improvements was not provided. In review of the storm sewer design, it appears that the storm sewer sizing may not be adequate, however, this is not confirmed based on cal- culation from actual drainage areas used by the designer but based on drainage area approximated and a concentration of 5 minutes. I would add some caution to the 0.24% pipe slope proposed for culvert number 3. This section of pipe will be subject to maintenance problems do to blockage and build up in low flow condi- tions. It appears that the run-off to this pipe may exceed the 10.5 cfs capacity during the 10 year design storm. 2. The same may be true for culvert 2, with a peak 10 year run-off at a 5 minute time of concentration. The use -of more than a 5 minute time of concentration for the sizing of these would underestimate the peak rate and could create a ponding of water. If this is what is intended by design then it should be indicated as such by design and not by under estimating the run-off rate. 3. In review of the SWM, we find that the peak run-off rate for the 2 year storm would be approximately 18.9 cfs with a water surface elevation of 717.9 feet as ■ 11240 Waples Mill Bruin Fairfax, Virginia 22030 703. 385. 3566 Telr(rx 703. 385.8319 compared to 16.48 cfs at an elevation of 717.03. For this project it is my opinion that this is within acce- ptable limits for the allowable discharge using the methods of comparison. I do not totally understand the method the designer uses. First of all, the distribution of the hydrograph does not coincide with the 15 minute time of concen- tration. Secondly, the total precipitation as indicated in the calculations do not coincide with the County ENGINEERS duration, intensity curves, or the indicated one hour ARCHITECIS average intensity. Otherwise, the method is well thought out and makes sense for smaller watersheds of sclENnsl� this nature. I would like an opportunity to have the method explained to me so we can either work with this in our reviews or come to some other understanding. 4. The northwest corner of the site is not protected by any real erosion and sedimentation control measures. The straw bales indicated will be inadequate for this entire area. There appears to be a fair amount of off - site grading that will be uncontrolled. It is my opinion that the proposed stormwater management pond could be used as a temporary sedimentation basin, with the appropriate outlet structure. Once the site has been stabilized, the pond can be cleaned up and the outfall pipe restored to its designed use. 5. The access issues have been adequately addressed. 6. It is my opinion that the site will be difficult to build without better defined demensioning for travel - ways, between buildings, and ties to property lines. In closing, I feel the plan can be approved after the Designer verifies storm sewer capacity, and provides prov- isions for erosion protection in the northwest corner. Both he and I have our opinions on the design methods. While I have not changed my mind, he as the Design Engineer for this project, is due some design latitude. Since actual calculations were never provided us with the submission of this project, we were not able to fully review their drainage design. We did do a review on the grading and drainage in general terms based on our assumptions and did find some areas that I felt were questionable. However, most of this is contained on -site and does not generate a public hazard or negative impact to adjacent properties. The only drainage structure that may have an off -site impact is the existing culvert under McGhee Road. I under- stand that VDOT has reviewed this drainage feature and it is acceptable to them. My initial feeling was that it may be undersized as it exists, however, I was not able to verify this. After talking with Mr. Maddox I performed calculations for both the time of concentration (tc) I would use and the 15 minute tc Mr. Maddox uses, I find that the pipe is adequate in each case. Therefore, I see no reason to hold this project up on drainage issues. If the erosion and sedimentation controls have been adequ- ately provided for, then it is my opinion the plan can be approved.
