A permit was not issued because the plan calls for a 30 x 50 building and they want a 30 x 60. We have revised the plan accordingly and request the revised site plan be approved. I have enclosed two copies of the revised sheet. The contractor was able to tie into the existing gravity sewer lateral, therefore, the Grinder Pump Station was not required. We have deleted reference to this station from the plans. Finally, Scot had talked to you about moving the fuel tank to the southside of the road. This plan reflects that change. As you have suggested, we have analyzed two other sections of Red Bud, one above and one below the site. The three cross sections and the stream profile are included here. It is still our opinion that the fill proposed by the Developer in the flood plain will not adversely affect the watershed. Section B still represents the effect of the fill on the 100 year flood elevation at the site. Section C was cut just south of the site, and Section D just north. As you can see by the profile the backwater caused at Section C controls all flow below that point in both pre and post development. The elevation of the 100 year flood will not change at Section C. The upstream affect is also minimal. The post development 100 year flood elevation at Section B is below both the 100 year flood elevation Section D and the hydraulic grade line extended from that elevation. The HGL slope from this stretch of Red Bud Run is assumed to be the actual Red Bud Run grade. The effect of the fill will have little effect upstream of Section D. We are in full agreement with your comment concerning stabilization of the stream bank and have provided for EC-1 along the entire length of fill. .11 -«. In summary, we do not predict any significant impacts either up or downstream of the site. The effect of the fill will be to increase the 100 year flood elevation slightly in the site area. In review of the calculations provided by Gilbert Clifford and Associates, the channel cross section is being reduced on the order of 20 percent. This decrease will result in raising the 100 year storm water surface elevation from approximately 714.28 feet to 715.19 feet, which is an increase of .9 feet at the location of the cross section. This increase is within the limits established by Section 13-1-1.1 of the Zoning Ordinance. 2. The study at hand evaluates one cross section where the proposed fill or constriction is to be located. The Redbud watershed is a key watershed within the County's growth area. The impact of this fill material within the flood way of Redbud Run would better be determined taking as a minimum an additional cross section up stream and one down stream from the proposed improvements for a minimum of 3 cross sections and running a HEC-2 model of the cross sections in relation to each other for the pre and post modification conditions. (For this study, the distance should be limited to no more than 300 feet between cross sections). This will establish a balancing of the water surface profile for a more accurate impact analysis. Section 13.4.3 of the Zoning Ordinance requires ARCHITECTS that approval be obtained from the State Water SCIENTISTS Control Board prior to filling in or altering any flood plain. At this time, the responsibility for Flood Plain Managdment has been taken over by the Division of Soil and Water Conservation of the Department of Conservation and Recreation. They do not review individual cases but can be available as local support for larger impacts. In the event that this application has significant impacts to up stream properties, as should be determined in item 2 above, then the Flood Insurance Administration will need to be made aware of these changes to the flood plain.
