SUPREME ANNOUNCES THE PRODUCTION OF GROUNDFACE BLOCK
Over the years we have been industry leaders in the
manufacture of splitface units and, having just completed the
Martinsburg Mall in Martinsburg, West Virginia, which contained
500,000 various colored splitface units, we continue to fill the
role of leaders in the manufacture of splitface units throughout
the block industry.
The purpose of this letter is to announce that we are now
the producers of GROUNDFACE Block. This operation permits us not
only to grind the face of concrete block, but also to saw them in
a variety of new sizes. There is no question that the Architects
of America have discovered splitface units and GROUNDFACE
Concrete Block and we are pleased to be able to meet the demands
of the 1990's for these exciting new products. When your project
calls for splitface units or GROUNDFACE Units, remember to
specify "as manufactured by Supreme Concrete Block, Inc."
Supreme Concrete Block, Inc. is the only concrete block
manufacturing firm ever in industry history to have undertaken
the complex engineering feat of constructing four totally new
facilities. Our firm was founded in 1946 and our management team
has shown its capacity to meet the challenges that have been
placed before the construction industry during these past 50
years. By virtue of these accomplishments, we have long been
recognized as serving a leadership role in the concrete block
industry.
The fourth and newest facility went into production on
January 1, 1991. It was recently constructed in Winchester,
Virginia, and is the only concrete block manufacturing facility
in the country whose manufacturing process is totally controlled
by computers. The innovations made in the new concrete block
manufacturing equipment permit concrete block to be produced fine
in texture, uniform in color and consistent in dimension.

Re: Supreme Block
Dear Evan,
Ricketts Construction Company tried to get a building permit for the office
building on this site. A permit was not issued because the plan calls for a 30 x 50
building and they want a 30 x 60. We have revised the plan accordingly and
request the revised site plan be approved. I have enclosed two copies of the
revised sheet.
The contractor was able to tie into the existing gravity sewer lateral,
therefore, the Grinder Pump Station was not required. We have deleted reference
to this station from the plans.
Finally, Scot had talked to you about moving the fuel tank to the southside
of the road. This plan reflects that change.

Re: Supreme Block Site
Stonewall Industrial Park
Dear Paul,
Thank you for your comments concerning the impact of the Supreme Block
Development on the 100 year flood plain of Red Bud Run. As you have suggested,
we have analyzed two other sections of Red Bud, one above and one below the site.
The three cross sections and the stream profile are included here.
It is still our opinion that the fill proposed by the Developer in the flood
plain will not adversely affect the watershed. Section B still represents the effect
of the fill on the 100 year flood elevation at the site. Section C was cut just south of
the site, and Section D just north. As you can see by the profile the backwater
caused at Section C controls all flow below that point in both pre and post
development. The elevation of the 100 year flood will not change at Section C.
The upstream affect is also minimal. The post development 100 year flood
elevation at Section B is below both the 100 year flood elevation Section D and the
hydraulic grade line extended from that elevation. The HGL slope from this
stretch of Red Bud Run is assumed to be the actual Red Bud Run grade. The effect of
the fill will have little effect upstream of Section D.
We are in full agreement with your comment concerning stabilization of the
stream bank and have provided for EC-1 along the entire length of fill.

In summary, we do not predict any significant impacts either up or
downstream of the site. The effect of the fill will be to increase the 100 year flood

Dear Evan,
As requested, I have reviewed the flood plain
modification for Supreme Block and offer the
following:
1. In review of the calculations provided by Gilbert
Clifford and Associates, the channel cross section
is being reduced on the order of 20 percent. This
decrease will result in raising the 100 year storm
water surface elevation from approximately 714.28
feet to 715.19 feet, which is an increase of .9
feet at the location of the cross section. This
increase is within the limits established by
Section 13-1-1.1 of the Zoning Ordinance.
2. The study at hand evaluates one cross section where
the proposed fill or constriction is to be located.
The Redbud watershed is a key watershed within the
County's growth area. The impact of this fill
material within the flood way of Redbud Run would
better be determined taking as a minimum an
additional cross section up stream and one down
stream from the proposed improvements for a minimum
of 3 cross sections and running a HEC-2 model of
the cross sections in relation to each other for
the pre and post modification conditions. (For this
study, the distance should be limited to no more
than 300 feet between cross sections). This will
establish a balancing of the water surface profile
for a more accurate impact analysis. This is
important in better determining the impact on the
up stream property.

3. The fill slope will need to be protected against
erosion during construction and slope
stabilization. Rip -Rap or other appropriate channel
liners such as gabions are recommended to protect
the toe of slope while a suitable vegetation can
get started on the embankment. The flow velocities,
as indicated by the Design Engineer, are within the
limits of a grass lined channel as specified in the
Virainia Erosion and Sedimentation Control Hand
- Book.
PX90r ENGINEERS 4. Section 13.4.3 of the Zoning Ordinance requires
ARCHITECTS that approval be obtained from the State Water
SCIENTISTS Control Board prior to filling in or altering any
flood plain. At this time, the responsibility for
Flood Plain Managdment has been taken over by the
Division of Soil and Water Conservation of the
Department of Conservation and Recreation. They do
not review individual cases but can be available as
local support for larger impacts. In the event that
this application has significant impacts to up
stream properties, as should be determined in item
2 above, then the Flood Insurance Administration
will need to be made aware of these changes to the
flood plain. This application is subject to local
discretion.
I feel that the above items must be addressed
before I can recommend approval of this application.

Dear Evan,
During the initial review and approval of this project, a comment was
made by the County's Engineering Consultant that the proposed grading would
affect the 100 year flood. After meeting with you, we revised the grading to limit
any impact on Red Bud Run. The plan was approved.
Supreme Block has requested that we revise the plans to increase the fill
in the flood plain, and perform an engineering analysis of this section of Red
Bud Run to determine the pre and post development flood elevations. We have
completed both of these items. The documentation for the flood study is
enclosed.
As construction of the project is ongoing, we asked for as quick a review as
possible. I know how busy you are, but any help here would be appreciated. I
have sent copies of the enclosures to Mr. Paul Bernard of Donohue and
Associates.
If anyone has any questions please do not hesitate to call.

Title 15.1 Code of Virginia, Section 489 (Purpose of Zoning
