SUGGESTIONS: New Construction For new sound -insulated construction, design considerations often include: using brick or concrete masonry walls, staggering studs, insulation and fiberboard under interior and exterior finish materials; installing attic space insulation; properly baffling vents; avoiding single joint roof construction where interior and exterior materials are attached to the same rafters; avoiding exposed rafter, ceilings; mortar should be free of pin holes and all .joints should be well sealed. Please clarify how the entrance to the site is connected to a public street. (b). Show the existing right-of-way limits, width, centerline, and edge of pavement. If the entrance is connected to an existing private road, provide appropriate information. (c). There is a line marked "right-of-way" which is set at 40, from the property line. Is this intended for dedication? Please clarify. (d). Verify adequate horizontal and vertical sight distance at the entrance. 2. Specify size of dumpster pad. Also it is suggested to pave with concrete the dumpster pad to allow for truck access loading and stability. DRAINAGE AND GRADING 1. Clarify how the individual drainage areas (A,B,C,etc.) are calculated. Drainage divides showing all the on & off site areas are required. 2.(a). Clarify how t = 15 min. is applicable. Time of concen- tration of 15 min. seems to be slow for developments of this nature under post developed conditions. (b). It is suggested that the use of standard storm sewer calculation table for pipes between structure 3 and the headwall at eastern property line given in VDOT drainage manual for ease and clarity. 3. The storm sewer computations on sheet 2 of 3 indicate the type of pipe as 'CMP' whereas the plan sheet 1 of 3 calls the same as 'RCP'. Please correct sheet 2. 4. Clarify how the 10 year discharges for each structure are calculated. PLAN REVIEW BLUE RIDGE INDUSTRIES PAGE 2 OF 3 5.(a). The pipe C4 is shown to be placed under proposed 2nd phase building. It is not a standard practice to lay storm sewer pipe under buildings and we strongly recom- mend to relocate this pipe. We also recommend to keep this pipe in an easement as this pipe is carrying drainage from the off -site property along western property line. (b). If structure 3 passes runoff from off -site areas, ease- ment required for storm sewer system from structure 3 to the headwall along eastern property line. 6. Provide more information how the requirements per Zoning Ord. Sec. 20-3-11 and 20-5-13 are met. The site plan shows a depressed area with some off -site grading which may be used for containing a 2 (or higher) year storm. Please provide additional calculations to check the re- quirements listed under this comment. Storm water management easement may be required. Please clarify whether this area is going to be filled in future for parking. 7. The attached drainage calculations show Section "A" at which the adequacy of the existing channel was checked. Please indicate on the site plan the location of Section nA". 8. Please specify the class and type for rip rap at the out - fall (for EC-1). 9. Easement plat is required for all easements. 10. The plans have been revised, and a copy is enclosed. Additionally, the following is provided. General 1 ) The entrance is to an unimproved private road. The boundary, and right -of -way shown are as described on plat by Mr. Bruce Edens dated 13 February 1989. We have enclosed a copy. All of this has been previously approved by County Planning. I believe that in the future an industrial access road will be constructed to serve the lots in this area and provision for the dedication of right-of-way for this purpose has been made. The horizontal and vertical sight distances are in excess of 250 ft.. 2 ) The size and type of dumpster pad has been detailed. Drainage and Gradina 1 ) The drainage area divides have been shown. The drainage areas are calculated using a planimeter. 2 ) (a) It is our estimate that time of concentrations of less than 15 minutes are unrealistic in practice. The time to accumulate the headwater required to have a pipe flow full, and carry the design flood in almost every case will be greater than 15 minutes. Using values of Tc less than 15 minutes provides extremely conservative pipe sizes. We have utilized minimum Tc valve of 15 minutes for over 15 years and have never had it questioned under VDOT review or fail in practice. (b) We use a spreadsheet for storm water calculations which we believe is simple and straight forward in lieu for the standard VDOT calculation sheet.VDOT routinely approves this method since they have adjusted to it. Attached are calculations done on the VDOT form for you review and concurrance. We would like to continue to use our method in all future work. If you require further information please call and let me know. 0 0 3 ) This error has been corrected. 4 ) The area which drains to each structure is calculated using a planimeter. Then, using the rational formula a flow to the drop inlet or headwall is computed. For downstream structures, the flow values from previous structures are summed. 5 ) The plans have been revised to shorten this length of culvert and not grade that portion of the site. We do not, at this time, plan to provide any drainage easements. The drainage system shown will be owned and maintained by Blue Ridge Industries. If a second building is added, depending on size requirement and location, the owner will then decide where to run the storm sewer extension, under or around the building. We agree that stormlines are better located outside of building areas but we recognize that they often traverse under finished floors in industrial ageas. A lot depends on the damage potential at failure and the front cost of the alternates. That should be looked at prior to future building plans. 6 ) All drainage from the site will exit at the eastern boundary line. The downstream channel has been checked for adequacy per the conditions of General Criteria 7 of the VESC Handbook. The channel is adequate for the increased flow. The data is shown on the plans. 7 ) The plans have been revised to show Section A. 8 ) We have specified VDOT Class 1, EC-1. 9 ) Easement plats for water and sewer will be completed upon finalization of the plan. 10) We have connected the roof drains to drop inlets. 11) Additional spot elevations on the road and parking have been provided. 12) The Inv. Existing Site Conditions - Prior to construction, the site was characterized by rolling tE predominately open with some undergrowth, all typical of undeveloped areas Shenandoah Valley. There is a fairly significant swale through the middle of the Adjacent Areas - Most of the areas surrounding the development remainder of the surrounding land is undeveloped. oils - For purposes of design runoff conditions, antecedent moisture condition II (normal consideration for the mid -Atlantic region) is assumed. The soil is considered to have a moderate rate of water transmission, therefore SCS Soil Class "B" is adopted. Soils are a terrace deposit variety with average rates of internal drainage and erosion potential. Permanent Stabilization - Seeding for permanent stabilization is specified in the V.E.S.C. Handbook. Any area denuded in which work is not proceeding for a period of 60 days or more will be stabilized by a temporary seeding in accordance with State guidelines and procedures. All areas to be seeded will receive seed application by hydroseed methods immediately upon obtaining grades. _Storm Water Management Consideration - Most of the flow from the site is carried in an enclosed storm sewer system to the eastern boundary line. The offsite drainage channel has been evaluated as adequate to carry the increased flow. The development will cause no increase in flood height on adjacent properties, except the offsite channel mentioned here. OCT 1 019010 � � � Maintenance - AII soil erosion control structures shall be checked weekly by the contractor during this construction period and after construction is completed until grass cover is established. Sediment retained by these structures shall be continuously removed and placed in an area of the site specified, damage to soil erosion control structures shall immediately be repaired when identified by the contractor. The contractor shall cooperate with all agents of the County, the Engineer and others who may identify needed facilities or work in order to protect the environment within the subject of this report.
