The plans appear satisfactory and are approved. Please advise the School Board accordingly. I offer the following comments: A preconstruction conference be held by the engineer and/or School Board with the attendance of the contractor, various County agencies and VDOT shall be conducted prior to initiation of work. Materials used and method of construction shall apply to current observed VDOT Road and Bridge Specifications applicable during construction of this development. Our review and comments are general in nature. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. Attached is a copy of the minimum requirements and data for subdivision streets prior to acceptance into the Secondary System. This is the responsibility of the developer. All drainage is to be carried within the right-cf-way in ditch lines or gutters along the street to a pipe or drainage easement. The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for inspections. Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. This is the developer's responsibility Any signs to be installed will be in accordance with attachments. TRANSPORTATION FOR THE 21ST CENTURY W Ms. Patricia M. Torbert February 27, 1990 - Page Two - Necessary land use permits shall be obtained before any work is performed on the State's right-of-way. As we have previously advised an agreement will be required from the Frederick County Sanitation Authority which absolves VDOT of any relocation or modification costs of the proposed 8" sanitary sewer crossing of Route 522 if such were warranted as a result of the planned improvements to this section of roadway. This will be required prior to issuance of a land use permit to cover said crossing. Because of the extensive amount of work to be performed on the right-of-way and in accordance with the Department's Land Use Manual, it will be necessary for the County to pay the full salary and expenses of a State assigned Inspector. The cost will be billed monthly on an account receivable basis. I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type 21-A Stone. As requested you are given permission to construct the temporary entrance. This letter is to serve as your permit to do so. The following are to be a part of this permit agreement: 1. While working on the State's right-of-way it will be necessary to use "Men Working" signs which must be erected prior to starting work and removed daily. 2. Traffic control will be in strict accordance with the attached. 3. Positive drainage is to be maintained within the right-of-way at all times. 4. Work on the right-of-way will be confined to the temporary entrance location only. 5. A minimum 8" of coarse aggregate by 40' in width will be required to be placed from the edge of the roadway and extended back onto private property far enough to prevent carrying of mud onto the roadway. 6. It should be understood any disturbed turf on the State's right-of-way will be topsoiled and reseeded. 7. Any damages to the pavement structure of Route 522 adjacent to this entrance will be corrected by your firm to the satisfaction of the Virginia Department of Transportation. 8. The existing embankment to the north of the entrance is to be sloped to improve sight distance. 3.) A Standard VDOT Stop Sign will be required at the intersection of the entry drive to Route 522. 4.) The cul-de-sac pavement radius is to be increased to 45' as noted. 5.) The proposed 8" sanitary sewer crossing of Route 522 is to be encased from the eastern right-of-way line to Manhole "G" on the western side of the roadway as noted. An agreement will be required from Frederick County Sanitation Authority which absolves VDOT of any relocation or modification costs of the crossing if such were warranted as a result of planned improvements to this section of Route 522. Please revise and resubmit seven (7) copies of the site plan for final approval. Should any changes be deemed necessary, please design them to meet or exceed the above recommendations. We apologize for any delays we may have caused as a result of our review time. However, as I am sure you.are aware, the plans had to be forwarded to our Central Office in Richmond for any comments they may have had relating to the proposed improvements to this section of Route 522. I offer the following comments and recommendations. GENERAL 1. The submitted plan did not include any drainage design calculation or profiles for the proposed storm sewer system. I would suggest that they also be submitted and approved prior to site plan approval. EROSION AND SEDIMENTATION CONTROL 1. A construction entrance is included in the plan. 2. Inlet protection is shown at most inlets. It is recommended that inlet protection be provided at inlets 31, 29, 27, and 25. 3. It is not clear what is proposed for the existing culvert under Route 522. If it is to remain, I recommend that inlet protection be provided there as well. 4.
