Kiracofe Fire Marshal A review of my files reveals that there are no outstanding corrections on fire protection systems at the CFW Regional Jail or work release building. The last two items to be addressed were completed during August. All sprinkler systems and fire alarm systems have been installed and tested in accordance with applicable codes and standards in effect at the time of construction. I have reviewed the Emergency Response Procedures with the Jail staff and approved same on June 26, 1991. There are also ongoing plans with the staff for training and drills dealing with fire, smoke, or explosives emergencies. When D.O.C. performed their acceptance inspection of the facility, they questioned the location of manual pull stations and the fact that institutional type pull stations were utilized. This is at the discretion of local officials and I find it very acceptable to use these type of devices, especially since automatic smoke detectors are located throughout the building. If I can assist further in any manner with this project, please do not hesitate to let me know. The plans allow for a mixture of evergreen and deciduous trees, as well as various flowering and/or berry shrubbery. The location of the landscaping for this plan will enhance the central services building and the two jail pods. If you intend to provide landscaping for the future pod and the future building (as you did for the future parking area), it would be advantageous to do this now for budget projections. As we discussed earlier, the landscaped screening plan for Arcadia Mobile Home Park meets the requirements of Article 2-7 of the Frederick County Zoning Ordinance; therefore, I would recommend that you use this plan to screen the Regional Jail from the adjoining mobile home park. In answer to your question regarding screening for the property listed as "retained Stine portion", my research indicates that this property 'is part of Fort Collier Farms, Inc. and is zoned M-1. Because the zoning of this property is the same as the Regional Jail property, screening is not a requirement. I appreciate the opportunity to review this phase of the Regional Jail plan. Installer's Qualifications: Planting shall be performed by a single firm specializing and experienced in landscape work. Installer shall be a member in good standing in one of the following trade or professional organizations: 1. American Association of Nurserymen 2. Nurserymen's Association for the state in which the work is to be performed. Provide the Architect with verification of membership when requested. B. Codes and Standards: Couply with applicable provisions of following, except as otherwise indicated or specified: ANSI Z60.1 "American Standard for Nursery Stock." Standards of the American Association of Nurserymen. Federal, State and local regulations. C. Plant names indicated conply with "Standardized Plant Names" as adopted by the latest edition of the American Joint Committee of Horticultural Nomenclature. Names of varieties not listed in that publication conform generally with names accepted by the nursery trade. D. Inspection: Architect may inspect plant materials at place of growth and on site. SUBMITTALS: A. Unit Prices: Submit unit price schedule to Architect for review prior to selecting firm to perform landscape work. Refer to Paragraph 3.7 of this section for schedule. Certification: Subunit manufacturer's or vendor's certified analysis for soil amendments and fertilizer materials, in accordance with methods established by the Association of Official Agricultural Chemists, wherever applicable. C. Topsoil Analysis: Submit couplete results of analysis, including additive recommendations. D. Planting Schedule: Submit proposed planting schedule, indicating dates for completion of landscape work. Once accepted, revise schedule only as approved in writing, after documentation of reasons for delays. 1. Ground covers and broadleaf evergreens shall be installed in the spring only, between April 1st and June 1st. 2. Spring planting for narrow leaf evergreen and deciduous material shall extend from the time the ground is workable until May 15. Fall planting for deciduous material should be from October 1 until the ground is frozen and from August 25 until the ground is frozen for evergreens. E. Aluminum Edging: Submit manufacturers product data. 1.5. DELIVERY, STORAGE AND HANDLING: A. Packaged Materials: Deliver packaged materials in original, un-opened containers showing weight, name of manufacturer or vendor, and certified analysis. Store in manner to prevent wetting and deterioration. B. Trees and Shrubs: 1. Provide freshly dug trees and shrubs. Take all precautions customary in good trade practice in preparing plants for moving. Ship with certificates of inspection required by governing authorities. Do not prune prior to delivery. Do not bend or bind -tie trees or shrubs in such a manner as to damage bark, break branches, or destroy natural shape of plant. Provide protective covering during transport. Do not drop stock. Spray deciduous plants in foliage with an anti-dessicant immediately prior to digging. 2. Label each tree and at least one shrub of each variety with securely attached waterproof tag bearing legible designation of botanical name. 3. Deliver trees and shrubs after preparations for planting have been completed. If planting is delayed more than 8 hours after delivery, set trees and shrubs in shade, protect from weather and damage, and keep roots moist by covering with mulch or other material acceptable for retaining moisture. Utilities: Locate and avoid damage to all underground utilities. All utilities are not necessarily shown on Drawings. Hand excavate adjacent to utility lines. If conflicts between utilities and plantings are encountered, notify Architect before planting. B. Excavation: When conditions detrimental to plant growth are encountered, such as rubble, adverse drainage conditions, or obstructions, notify Architect before planting. C. Coordination with Lawns: Plant trees, shrubs and ground covers after final grades are established and prior to planting of lawns, unless otherwise approved by Architect. If plantings occur after lawn work, or in areas of existing lawns, protect lawns and promptly repair damage to lawns resulting from planting operations. D. A complete list of plants, including a schedule of sizes, quantities, and other requirements is shown on the drawings. In the event that quantity discrepancies or material omissions occur in the plant materials list, the planting plans shall govern. Payment shall be based on actual plant count. 1.7. PLANT GUARANTEE AND REPLACEMENT: Warrant all plant material, for a period of one year after date of substantial completion, against death and unsatisfactory growth. A. During the warranty period, plants found to be dead shall be immediately removed fran site. B. Plants found to be dead, or in unhealthy or doubtful condition at the end of the warranty period shall be removed frcen the site. C. Make replacements during the first normal planting season following end of guarantee period. After all replacements have been made, Architect will re -inspect planting. Replacement plants shall be guaranteed for one year. Up to two replacements per plant shall be required. 2.1. TOPSOIL: A. Obtain topsoil from material stripped during site clearing. [See Section 02110 - SITE CLEARING]. If sufficient topsoil is not available for needs of this work, provide new topsoil from off -site, local sources, which are naturally well -drained sites where topsoil occurs to a depth of not less than 411. Do not obtain topsoil from bogs or marshes. B. Stakes and Guys: Provide 2" x 2" stakes of sound new hardwood, pressure - treated softwood, or redwood, free of knot holes and other defects. Provide wire ties and guys of 2-strand, twisted, pliable galvanized iron wire not lighter than 12 gauge. Provide not less than 1/2" diameter rubber or plastic hose, cut to required lengths and of uniform black color, to protect tree trunks from damage by wires. Provide zinc -coated turnbuckles in guys for evergreen trees over 6 feet high and deciduous trees over 2-1/2 inches in caliper. E. Twine: Two-ply jute material. F. Water: Potable, provided in accordance with Section "Temporary Facilities". 3. PART 3 - EXECUTION A. Proceed with and complete landscape work as rapidly as portions of site became available. Install materials during normal planting seasons. Planting operations shall not occur when soil is frozen, or saturated, or when temperature des or wind conditions make survival of plant material unlikely. Provide continuous maintenance from. date of initial planting through end of Contractor's maintenance period(s). B. Stake locations of individual trees and shrubs, and outline multiple planting beds. Secure acceptance of Architect before starting installation. Make adjustments as required. C. Preparation of Planting Soil: 1. Before mixing, clean topsoil of roots, plants, sod, stones, clay lumps, and extraneous materials harmful or toxic to plant growth. 2. Amend topsoil as required by topsoil analysis. 3. Mix amended topsoil with organic material at rate of five parts topsoil and one part organic material, as measured by volume, for all plantings except grounds cover beds. Ratio for ground cover planting soil shall be three parts topsoil to one part organic material, measured by volume. 4. Fertilizer: Mix in fertilizer at rate of one-half pound per cubic yard of planting soil. Delay mixing of fertilizer, if planting will not follow mixing of planting soil within three days. 5. Soil Acidifier: In addition to requirements of the topsoil analysis, mix aluminam sulfate in planting soil to be used for plants at a rate required to bring topsoil pH to 5.0 - 5.5. Preparation of ground cover beds: 1. Dig beds to not less than depth noted and/or detailed. Dispose of excavated material off site. 2. Scarify subgrade of bed areas to a minim= depth of 4" using a cultimulcher or similar equipment. Remove sticks, rubbish, other extraneous matter, and stones over 1-1/2" in any dimension, 3. Spread planting soil mixture to depth noted and/or detailed; lightly roll; match adjacent grades. E. Excavation for Plant Pits and Trenches: 1. Excavate with vertical sides and with bottcmn slightly raised at center to provide proper drainage. Scarify subsoil in bottom of excavation to a minim m depth of 411. 2. For balled and burlapped (B & B) and container grown stock, make excavations at least half again as wide as ball or container diameter. Depth to be equal to ball or container depth, plus allowance for compacted planting soil under ball or container as detailed, and allowing for settlement. 3. Dispose of excavated material off site. Do not mix with planting soil or use as backfill. 4. Fill excavations with water and allow to percolate out before beginning planting. 3.2. INSTALIMON: A. Planting Trees and Shrubs: 1. Set plants upright, plumb and faced to give the best appearance or relationship to each other and adjacent structure. 2. Set balled and burlapped (B & B) stock on layer of compacted planting soil mixture or subsoil as detailed, in center of pit or trench with top of ball at same elevation as adjacent finished grades. Remove burlap and ropes from collar of balls; retain on sides and bottoms. Remove all wire from. around ball. If ball is wrapped in material other than burlap, completely remove material from around and under ball. When set, place backfill around base and sides of ball, and work each layer to settle backfill and eliminate voids and air pockets. When 'excavation is approximately 2/3-full, water thoroughly before placing remainder of backfill. Repeat watering until no more is absorbed. Water again after placing final layer of backfill. Set container grown stock as specified for balled and burlapped stock, except cut cans on two sides; remove plant and set so as not to damage root balls. 4. Dish top of backfill to allow for mulching. Provide saucer mound around plant pit. 5. Prune, thin out and shape plants in accordance with standard horticultural practice. Prune, but retain required height and spread. Unless otherwise directed by Architect, do not cut tree leaders; remove injured and dead branches. Prune shrubs to retain natural character. Remove and replace excessively or improperly pruned stock. 6. Apply anti-dessicant using power spray to provide an adequate film over trunks, branches, stems, twigs and foliage. If deciduous trees or shrubs are moved in full -leaf, spray with anti-dessicant at nursery before moving and again two weeks after planting. 7. Wrap tree trunks of 1-1/4" caliper and larger. Inspect tree trunks for injury, improper pruning and insect infestation and take corrective measures required before wrapping. Start at ground and cover trunk to height of first branches; provide minimum 1" overlap. Securely attach with twine at minimum three places. 8. Aluminum Edging: Install edging in accordance with manufacturer's reccamnendations. Anchor with aluminum stakes driven one-half inch below top of edging. Top elevation of edging to be one-half inch above adjacent finished grades. 3.4. CLEANUP AND PROTECTION: A. During landscape work, keep pavements clean and work area in an orderly condition. The purpose of this inspection was to determine all outstanding site work to be completed in order to obtain a Final Certificate of Occupancy Permit for the central services building and the jail pods. I offer the following comments: 1) Various portions of the site need to be regraded to avoid ponding and to direct stormwater to the appropriate channels for detention and retention. 2) There is a serious ponding problem on the southeast corner of the parking lot across from the work release facility. Certain types of uses must be buffered from other types in order to insure a desirable living environment. Additionally, appropriate distances must be maintained between commercial and industrial uses, residential uses, and roads. 2-7-1 DISTANCE BUFFERS - Distance buffers are based on the nature of an activity and its proximity to an activity of less impact. They are linear distances measured from property lines inward and can be of two types: 2-7-1.1 Active Distance Buffer - This form of distance buffer describes an area which may not be encroached by a building or other principal structure or activity. The active buffer may, however, contain an accessory activity, such as parking, within the distance created, unless superseded by an inactive buffer. Active buffers shall not contain road right-of-ways.. 2-7-1.2 Inactive Distance Buffer - This form of buffer creates a zone in which no activity is permitted of any nature save the necessary utility functions conducted by transmission lines, or underground conduits, etc. 2-7-1.3 Adjacent structures shall be considered structures on the same or abutting properties or structures in the same general vicinity. 2-7-1.4 Wherever proposed developments are adjacent to or within 1,000 feet of the boundaries of existing uses, the Planning Commission may require increased or additional distance buffers to separate different uses to achieve the intentions of this section. 2-7-2 LANDSCAPING AND LANDSCAPED SCREENS 2-7-2.1 Full Landscaping - Full landscaping is designed to lessen the impact of noise or visual interaction 0 0 21-2-15 C between adjacent activities. Where natural barriers, topography or other features achieve the functions of full landscaping, the required landscaping may be waived by the Planning Commission. 2-7-2.2 Landscaped Screen - A landscaped screen must meet the requirements of full landscaping, but shall also include a six foot high, opaque hedge, fence, wall, mound or berm. A woodland strip of 50 feet may be allowed as a landscaped screen. Landscaped screens may be deleted or reduced in height to maintain highway sight distances. Where natural barrier topography or other features achieve the functions of the landscaped screen, the required screen may be waived by the Planning Commission. 2-7-2.3 Wherever proposed developments are adjacent to existing uses, the Planning Commission may require additional landscaping or landscaped easements to separate different uses and to achieve the intentions of this section. 2-7-3 RESIDENTIAL SEPARATION BUFFERS 2-7-3.1 ,Single -Family Separation Buffers - Wherever possible and practical, single-family detached traditional and :.cluster structures shall not be placed adjacent to other types of residential lots or structures. My only comments concern the water meter and valve vaults. Their details are shown on sheet C5.1. I have discussed the changes with by boss and we feel you have given us too much. He told me the Hersey meter shown in the valve vault is not needed. In this situation, a detector check would do. Also, there is no need for two domestic water meters in a meter vault. A single compound meter would suffice. Finally, one vault could contain the detector check, water meter, and their respective piping. In looking back on your original submittal, I find this is basically what you have. When I did my initial review, I understood the Hersey meter was required on the fire line. I have since learned the differently. But we do require the 611 domestic line up through the meter. In my comments, I did not mean to infer that two vaults were needed. In addition, the staff can view through the provided windows and a CCTV camera is located in each dayroom with a commanding view of the space. TV monitors are located at the observation ztation and at the main control. I believe that there is sufficient opportunity to observe the dayrooms by the staff and certainly by the occupants. Item Nos. 2 and 3, a direct view is provided through the windows plus a full -dame ceiling mirror has been placed in the room to aid the view into the area immediately below the window in addition a CCTV camera is located in each dayroom. The TV monitors are located in the observation station and in main control. The staff therefore has adequate view into the space. In addition, observation by the occupants also is obvious and a direct intercom is provided from the dayroom floor to the observation station. Commonwealth of. The stormwater drainage system design calculations were included with the plans. However, there is no way to arrive at the "drainage divide" areas used in order to check for adequate storm sewer and inlet sizes. Normally this information would be shown in tabular form on the plans. 2. We recommend utility and stormwater detension easements to be established on site for all major utilities. 3. The storm drain through Fort Collier Road will contribute an undetermined amount of runoff that will flow against the pond berm which could erode the berm. 4. Minor discrepancies exist between storm drain pipe slope used in calculations versus the slope shown on plans (#17 & #15). 5. Detention pond endwall elevation should be 682.001 instead of 582.001 as shown on the plans. Erosion Control Plan The plans imply the topsoil stockpile in area B will remain after construction.
