Giles Estate is a 16.296 acre parcel located on Senseny Road -Route 657 just west of the intersection with Greenwood Road -Route 656. The parcel is currently zoned RA -Rural Areas District. This same property is designated in the County of Frederick, VA Tax Parcel 55-A-195; Will Book 95, Page 807. The zoning proposed for the parcel is RP -Residential Performance District. There present use of the parcel is agricultural. A preliminary plan proposed for the parcel is a single family detached traditional residential lot subdivision. This analysis is based on a 30 lot subdivision. A. SITE SUITABILITY ' 100 YEAR FLOOD PLAIN According to the US Department of Housing and Urban Development Flood Boundary and Floodway Map panel #510063 01153 B, and the Frederick County Comprehensive Plan, the property is not within a designated 100 year flood plain. WETLANDS The property is generally well -drained. There are no low spots, swampy areas or obvious hydric plants which would indicate the presence of wetlands on the property. ' STEEP SLOPES According to a preliminary topographic map by Greenway, Inc., the property slopes generally to the east. The approximate elevations range from 682 to 702. Slopes range from approximately 1.0% to 12.5%. MATURE WOODLANDS ' The property has been used for agricultural purposes and has been cleared of woodlands with the exception of a strip of second growth woods along the southern boundary. PRIME AGRICULTURAL SOILS According to the Frederick County Comprehensive Plan, the property does not contain prime agricultural soils. SOILS According to the USDA Soil Conservation Service soil survey for Frederick County, the soils on ' the property are Clearbrook channery silt loams. The Unified soil classifications are CL-ML, CL, GC and SC. Soft bedrock can be expected at 20 to 40 inches below the ground surface. This soil is often found in areas with a high seasonal water table. i I page 1 IMPACT ANALYSIS STATEMENT RALPH E. GILES ESTATE B. SURROUNDING PROPERTIES The property is bordered on the north by Senseny Road. On the opposite side of Senseny Road there is an area zoned B-1 which contains commercial development including the County Park Shopping Plaza. In addition, to the northwest is the Country Park subdivision which is zoned RP. To the east are residential lots with frontage on Greenwood Road. The average distance from the east property line to these dwellings is 40 feet. The zoning of this area is RP. To the south are residential lots on RP zoning. The average distance from the south property line to these dwellings is 80 feet. To the west lies a single parcel on land zoned RA. There is one dwelling on this parcel which is approximately 60 feet from the western property line. The impacts resulting from the development of the subject property under the proposed zoning will be minimal in relation to the area presently zoned for residential development. The proposed residential development is compatible with the surrounding uses as well as the Frederick County Comprehensive Plan. According to ITE Trip Generation figures, the average trip generation per dwelling unit for single-family detached housing on a weekday is 9.55. There is likely a high correlation between the average trip generation figure between weekday and weekend day. Given an approximate number of lots of 30, the cumulative average trip generation for the proposed development is 300 at build -out. According to ITE Trip Generation figures, the average trip generation per dwelling unit for single-family detached housing at the peak hour between 4 and 6 p.m. is 1.01. There is likely a high correlation between the average trip generation figure between weekday and weekend day. Given an approximate number of lots of 30, the cumulative average trip generation for the proposed development is 30 at build -out. Traffic enter and leave the property via Senseny Road. Senseny Road is a high volume secondary road. According to a 1987 tabulation for secondary traffic by the Virginia Department of Transportation, the average daily trip count for Senseny Road at the site is 3040. This figure is undoubtedly higher given the amount of adjacent residential development which has occurred since the date of the study. This would indicate that the impacts associated with the development of this property will be minimal. D. SEWAGE CONVEYANCE AND TREATMENT Sewage conveyance and treatment for the proposed subdivision fall under the jurisdiction of the Frederick County Sanitation Authority. The total daily expected sewer flow is based on a demand of 275 gallons per day per lot: (30)(275) = 8250 gpd. Sewage will be conveyed to the Opequon Treatment Plant. There are several options to be investigated for sewer service. An 8 inch sewer is mai located behind the Country Park Plaza. An 8 inch sewer main is located in the Senseny Road ROW just east of the Greenwood Road intersection. An 8 inch sewer main is located in the Greenwood Road ROW just south of the intersection with Senseny Road. IMPACT ANALYSIS STATEMENT RALPH E. GILES ESTATE E. WATER SUPPLY Potable water service for the proposed subdivision falls under the jurisdiction of the Frederick County Sanitation Authority. The total daily expected water demand is based on a demand of 275 gallons per day per lot: (30)(275) = 8250 gpd. Potable water will be supplied to the subdivision by connection to a 12 inch water main located at in the Senseny Road ROW. F. EDUCATION FACILITIES The number of school age children projected to reside in the proposed subdivision is based on the assumption that full build -out will include 30 single family dwellings. Capitol cost impacts are estimated for each school group. These costs are interpolated from county model figures and based on information from the Frederick County Comprehensive Plan. ' No additional recreational facilities will be required for the proposed development considering the small number of potential lots in relation to the surrounding developments. GILES ESTATE ' H. DRAINAGE The property lies near the top of a low ridge. Drainage flows generally to the north and east into two swales which carry intermittent flows during periods of heavy rainfall. One swale carries runoff to an existing culvert beneath Senseny Road and eventually discharges into an unnamed tributary of Abrams Creek. The second swale carries runoff toward residential lots fronting on Greenwood Road and eventually discharges into an unnamed tributary of the Opequon Creek. Storm water management will be provided to maintain predevelopment runoff quantities and velocities in order to prevent adverse impacts on the surrounding properties and storm water structures. I. EMERGENCY SERVICES The nearest fire facility is the Greenwood Volunteer Fire Company located approximately 0.25 miles to the north on Greenwood Road. According to the Frederick County Comprehensive Plan, ' the Greenwood Volunteer Fire Company is in the process of adding full rescue capabilities. Interim rescue services will be provided through a shared services agreement by the Winchester Rescue Squad which is located approximately 3.5 miles to the southwest at the intersection of Millwood Avenue and Pleasant Valley Road in the city of Winchester. No additional fire and rescue facilities will be required for the proposed development considering the small number of potential lots in relation to the surrounding developments. However, the cost projected to meet emergency services needs can be estimated by the following: cost = cost per dwelling x nuinber of dwellings 1 These costs are interpolated from county model figures and based on information from the Frederick County Comprehensive Plan. $1,279.20 = $42.64 x 30 credit for taxes to capitol cost = $628.13 J. SOLID WASTE DISPOSAL FACILITIES The nearest solid waste transfer facility is located approximately 0.25 miles to the north on ' Greenwood Road. The total amount of solid waste projected to be generated from the proposed subdivision is based on the assumption that full build -out will include 30 single family dwellings. The figures below are based on information from the Frederick County Comprehensive Plan and the county staff. ' TOTAL: (3.5/dwelling)(30) = 105 No additional solid waste disposal facilities will be required for the proposed development considered separately. HISTORIC SITES AND STRUCTURES The property contains no known historic sites or structures as listed on the Virginia Landmarks Register and the National Register. According to the Frederick County Comprehensive Plan Battlefield inventory, the property lies within the commonly accepted limits of the Third Battle of Winchester. No other sites of historic significance are known to exist on the property. The Rural Landmarks Survey Report lists three historically significant structures adjacent to the property: Taylor, Silvie House (414) Greenwood School (421) House, Route 657 (422) L. ENVIRONMENT There are no significant environmental features on the subject property. Construction of the proposed single family dwellings and associated infrastructure using accepted engineering and constructed practices will pose no threat to groundwater, surface water or air quality. ' M. LIBRARIES The development will be served by the Handley Library. No additional library facilities will be ' required for the proposed development considering the small number of potential lots in relation to the surrounding developments. 11 N. FISCAL Potential fiscal impacts were estimated by county staff based upon 4 units per acre or 64 total units. This figure was assumed since there is not a specific amount of lots proffered at this time. The figures given in the remainder of this statement were interpolated based on staffs' estimate. Traffic congestion on Senseny Road is always a concern for fire and rescue response. County Engineer: We have no comment at this time, however, we reserve the right to perform a detailed review of the subdivision design submitted. Stormwater management will be required for this subdivision. Health Department: We have no objection to the proposed rezoning of this parcel from RA to RP. Giles Estate is a 16.296 acre parcel located on Senseny Road -Route 657 just west of the intersection with Greenwood Road -Route 656. The parcel is currently zoned RA -Rural Areas District. This same property is designated in the County of Frederick, VA Tax Parcel 55-A-195; Will Book 95, Page 807. The zoning proposed for the parcel is RP -Residential Performance District. There present use of the parcel is agricultural. A preliminary plan proposed for the parcel is a single family detached traditional residential lot subdivision. This analysis is based on a 30 lot subdivision. A. SITE SUITABILITY 100 YEAR FLOOD PLAIN According to the US Department of Housing and Urban Development Flood Boundary and Floodway Map panel #510063 01153 B, and the Frederick County Comprehensive Plan, the property is not within a designated 100 year flood plain. WETLANDS The property is generally well -drained. There are no low spots, swampy areas or obvious hydric plants which would indicate the presence of wetlands on the property. STEEP SLOPES According to a preliminary topographic map by Greenway, Inc., the property slopes generally to the east. The approximate elevations range from 682 to 702. Slopes range from approximately 1.0% to 12.5%. MATURE WOODLANDS The property has been used for agricultural purposes and has been cleared of woodlands with the exception of a strip of second growth woods along the southern boundary. PRIME AGRICULTURAL SOILS According to the Frederick County Comprehensive Plan, the property does not contain prime agricultural soils. SOILS According to the USDA Soil Conservation Service soil survey for Frederick County, the soils on the property are Clearbrook channery silt loams. The Unified soil classifications are CL-ML, CL, GC and SC. Soft bedrock can be expected at 20 to 40 inches below the ground surface. SURROUNDING PROPERTIES The property is bordered on the north by Senseny Road. On the opposite side of Senseny Road there is an area zoned 13-1 which contains commercial development including the County Park Shopping Plaza. In addition, to the northwest is the Country Park subdivision which is zoned RP. To the east are residential lots with frontage on Greenwood Road. The average distance from the east property line to these dwellings is 40 feet. The zoning of this area is RP. To the south are residential lots on RP zoning. The average distance from the south property line to these dwellings is 80 feet. To the west lies a single parcel on land zoned RA. There is one dwelling on this parcel which is approximately 60 feet from the western property line. The impacts resulting from the development of the subject property under the proposed zoning will be minimal in relation to the area presently zoned for residential development. The proposed residential development is compatible with the surrounding uses as well as the Frederick County Comprehensive Plan. C. TRAFFIC According to ITE Trip Generation figures, the average trip generation per dwelling unit for single-family detached housing on a weekday is 9.55. There is likely a high correlation between the average trip generation figure between weekday and weekend day. Given an approximate number of lots of 30, the cumulative average trip generation for the proposed development is 300 at build -out. According to ITE Trip Generation figures, the average trip generation per dwelling unit for single-family detached housing at the peak hour between 4 and 6 p.m. is 1.01. There is likely a high correlation between the average trip generation figure between weekday and weekend day. Given an approximate number of lots of 30, the cumulative average trip generation for the proposed development is 30 at build -out. Traffic enter and leave the property via Senseny Road. Senseny Road is a high volume secondary road. According to a 1987 tabulation for secondary traffic by the Virginia Department of Transportation, the average daily trip count for Senseny Road at the site is 3040. This figure is undoubtedly higher given the amount of adjacent residential development which has occurred since the date of the study. This would indicate that the impacts associated with the development of this property will be minimal. D. SEWAGE CONVEYANCE AND TREATMENT Sewage conveyance and treatment for the proposed subdivision fall under the jurisdiction of the Frederick County Sanitation Authority. The total daily expected sewer flow is based on a demand of 275 gallons per day per lot: (30)(275) = 8250 gpd. Sewage will be conveyed to the Opequon Treatment Plant. There are several options to be investigated for sewer service. An 8 inch sewe is mai located behind the Country Park Plaza. An 8 inch sewer main is located in the Senseny Road ROW just east of the Greenwood Road intersection. WATER SUPPLY Potable water service for the proposed subdivision falls under the jurisdiction of the Frederick County Sanitation Authority. Potable water will be supplied to the subdivision by connection to a 12 inch water main located at in the Senseny Road ROW. F. EDUCATION FACILITIES The number of school age children projected to reside in the proposed subdivision is based on the assumption that full build -out will include 30 single family dwellings. Capitol cost impacts are estimated for each school group. These costs are interpolated from county model figures and based on information from the Frederick County Comprehensive Plan. GILES ESTATE H. DRAINAGE IS The property lies near the top of a low ridge. Drainage flows generally to the north and east into o two swales which carry intermittent flows during periods of heavy rainfall. One swale carries runoff to an existing culvert beneath Senseny Road and eventually discharges into an unnamed tributary of Abrams Creek. The second swale carries runoff toward residential lots fronting on Greenwood Road and eventually discharges into an unnamed tributary of the Opequon Creek. Storm water management will be provided to maintain predevelopment runoff quantities and velocities in order to prevent adverse impacts on the surrounding properties and storm water structures. I. EMERGENCY SERVICES The nearest fire facility is the Greenwood Volunteer Fire Company located approximately 0.25 miles to the north on Greenwood Road. According to the Frederick County Comprehensive Plan, the Greenwood Volunteer Fire Company is in the process of adding full rescue capabilities. Interim rescue services will be provided through a shared services agreement by the Winchester Rescue Squad which is located approximately 3.5 miles to the southwest at the intersection of Millwood Avenue and Pleasant Valley Road in the city of Winchester. No additional fire and rescue facilities will be required for the proposed development considering the small number of potential lots in relation to the surrounding developments. ` However, the cost projected to meet emergency services needs can be estimated by the following: cost = cost per dwelling x number of dwellings These costs are interpolated from county model figures and based on information from the Frederick County Comprehensive Plan. $1,279.20 = $42.64 x 30 credit for taxes to capitol cost = $628.13 J. According to the Frederick County Comprehensive Plan Battlefield inventory, the property lies within the commonly accepted limits of the Third Battle of Winchester. No other sites of historic significance are known to exist on the property. The Rural Landmarks Survey Report lists three historically significant structures adjacent to the property: Taylor, Silvie House Greenwood School House, Route 657 ENVIRONMENT There are no significant environmental features on the subject property. Construction of the proposed single family dwellings and associated infrastructure using accepted engineering and constructed practices will pose no threat to groundwater, surface water or air quality. The development will be served by the Handley Library. No additional library facilities will be required for the proposed development considering the small number of potential lots in relation to the surrounding developments. Potential fiscal impacts were estimated by county staff based upon 4 units per acre or 64 total units. This figure was assumed since there is not a specific amount of lots proffered at this time. The figures given in the remainder of this statement were interpolated based on staffs' estimate. Please see Exhibit A-3.
