Sulky Drive is in place and inspected by the State and will be put into the State Highway road system at the proper time. 1. Water and sewer systems are previously proffered. 3. A fire hydrant has been placed at the center of the culdesac on the outer perimeter set back. W WI • . 001-91 G & F Rezoning IMPACT ANALYSIS STATEMENT 5UI•CABILITY OF SITE: The land on this site is all open grassland with a gently -rolling nature having no steep slopes. None of the site is included in the 100 year flood plain. There are no areas on the site that should be considered as wetlands, however•, there are some limitations associated with rock outcroppings. The site is generally physically suited for business development with good traffic access to Route 11. SURROUNDING PROPERTIES: The adjoining properties to the West is presently zoned B3 and to the North B2. To the South M1 and borders I-81 to the East. The change in zoning from its present Ml category to B2, would be more restrictive than, it is presently, as to uses. T U A L V T C The property when zoned to B2 should create less large truck traffic on Marathon and Sulky Drive. Since this is a new street no traffic count is available, however on U.S. Rt. 11 at the intersection, with Marathon, Drive the daily traffic count has been determined to be: Southbound . . . 4,120. Northbound . . . 4,120. SEWAGE CONVEYANCE AND TREATMENT: The impact of commercial use of sewer facilities is far less than that of residential use. Of benefit to the county would be the hook-up fees paid by each establishment to the Sanitation Authority and the monthly fee for service. The sewer• system is in place at no cost to Frederick County. (l) 0 0 • 001-91 G & F Rezoning WATER SUPPLY: The water, system is in place and County Sanitation, Authority. Hookup Sanitation Authority is of benefit to inspected by Frederick fees to the Frederick Fr•eder•ick County. The property has natural drainage and provisions have been made to allow all lots North of these to drain to an existing retention basin, as shown on the original site play, for• H.F. G. EMERGENCY SERVICES: The distance to the nearest Fire and Rescue facility is 2.2 miles. No additional facilities will be needed to service the site except fire hydrants, which will be provided at no cost to the county. SOLID WASTE DISPOSAL FACILITIES: It is estimated that the solid waste impact for• this zoning request would be approximately 2.79 loose cubic yards per - week. The fiscal impact of this to the county would be that they would receive increased tipping fees for the discarding of the solid waste. These figures were derived from information supplied by BFI Waste Management. HISTORIC SITES AND STRUCTURES: No structures exist on this site. ENVIRONMENT: There are no significant environmental features on the site. It is simply rolling grassland with a few outcroppings of limestone. The down zoning of this property from MI to B2 will improve the surrounding a•r•ea and have less impact on the community as a whole, than if it is left industrial. The risk of impacts such as noise, glare, fumes, pollution, smells and other nuisances factor will be greatly reduced under• B2 zoning. The rezoning request is from a M1 to B2 category. It appears that the property in question also involves a subdivision of lot where the 3 acres in question is being divided from a parcel noted on the tax map as parcel 11B which consists of approximately 9.5 acres, leaving a residue of approximately 7.0 to 7.26 acres in lot 11B. The subject 2.7 to 3.0 acres is apparently proposed to be further subdivided into four lots. Reference was made through phone conversations with the applicant, Ralph Gregory, and Greenway Engineering to a Lot 1, HFG Partnership Subdivision. I do not have anything that shows this. Although the Owner/Applicant of the subdivision and rezoning request provided a nice aerial photo showing the property location, it is clear to me that additional documentation for recording the existing and proposed sequences of events needs to be produced. A plat that shows the existing properties involved, their current zoning, and proposed lot line adjustments to take place as a result of this requested rezoning and subdivision need to be prepared, or if it already exists, compiled and submitted. If approved, it can be properly recorded so future records are clear.
