This permit is the Leary Educational Foundation, Inc.'s authorization from the State Health Commissioner to operate the Timber Ridge School public waterworks, located in Frederick County, in accordance with Part 2 of the Waterworks Regulations. OPERATOR: Jim Deane, Maintenance Supervisor PERMIT NO.: 2069329 DATE ISSUED: August 19, 1991 TYPE OF TREATMENT: None SOURCE: Two (2) Drilled Wells DESIGN BASIS: 300 students/staff DESCRIPTION OF SYSTEM: The source of supply for this system consists of two (2) drilled wells, a 1000- gallon hydropneumatic tank and two (2) 500-gallon hydropneumatic tanks. Well No. 1 is located approximately one hundred (100) feet east of the school office building. No well construction information is available. The extended well casing terminates approximately eighteen (18) inches above grade and is equipped with a pitless adapter. Water is pumped from the well by means of a three (3) hp submersible pump into the 1000-gallon hydropneumatic tank, thence into the distribution system. The extended well casing is unprotected while the exposed hydropneumatic tank piping is housed in an eight (8)-foot by four (4)- foot by eight (8)-foot concrete vault equipped with a two (2)-foot square access hatch and sump pump. Well No. 2 is located approximately sixty (60) feet west of State Route 699 and adjacent to the dining hall access road. No well construction information is available. The extended well casing terminates approximately twelve (12) inches above a three (3)-foot square concrete pad and is equipped with a pitless adapter. Water is pumped from the well by means of a submersible pump into the two (2) 500-gallon hydropneumatic tanks, thence into the distribution system. The extended well casing is unprotected while the exposed hydropneumatic tank piping is housed in a nine (9)-foot by twelve (12)-foot by seven (7)-foot concrete block vault equipped with a four (4)-inch floor drain and two (2)-foot square access hatch. During that conversation, we discussed the requirements for obtaining a building permit to construct an arts and crafts pavilion. You told me that the Leary Educational Foundation has submitted plans to this department that show the most recent development and that a Master Development Plan for the entire site is kept at your office. You also said that the Master Development Plan will be updated within the next three months and that the location of some of the proposed buildings (including the Arts and crafts pavilion) will change from your original plan. I offer the following comments: 1) The Master Development Plan for this site should be submitted to this department. This will enable the County to have an updated version of the proposed growth for the Timber Ridge School. 2) The Leary Educational Foundation needs to provide an updated version of the site plan submitted in 1988 that provides the location of this pavilion. This should be accompanied by review agency comments from the Building Inspections Department and the Fire Marshal, a complete application and the appropriate site plan review fee ($300). 3) Future review for development on this site will be expedited if the proposed uses on the Master Development Plan are brought in under the same site plan. In other words, you may submit a revised site plan that shows the construction of five buildings at one time instead of just one (as in this case). This would enable you to receive building permits for these buildings without having to submit five separate revised site plans. 4) Any site plan submitted to our department should show the location of the existing and proposed buildings, roadways, parking areas, pedestrian access, light poles, well and septic 9 N. Not to equal or exceed 2000/100 ml. in more than 10% of samples. Stream Uses --Subclass Waters generally satisfactory for use as public or municipal water supply, secondary contact recreation, propagation of fish and other aquatic life and other beneficial uses. The staff believes that the treatment requirements necessary to prevent con- travening water quality standards should produce an effluent not exceeding 35 mg/l in BOD5 and suspended solids.
