As requested, we have reviewed the above referenced plans dated
June 19, 1989. Our recommendations may be found on the attached plans marked
in red and as follows:
1. Turn lanes will not be required for the development of Phase I, however,
turn lanes will be required when Phase II is developed.
2. A minimmun of 400' sight distance will be obtained to the south of the
Phase I entrance.
3. All existing private entrances and C&G-6 are to be removed and replaced
with C&G-6 along the property frontage from the north corner to the
existing commercial entrance. A standard private entrance is to be
constructed to serve the Triplett property.
4. The south entrance and street to be taken into the System does not have a
typical section and pavement design. This street should have C&G-6 curb
and gutter with 40' face to face of curb. A grade for this street should
be shown on the plans. This entrance will have to be upgraded to
secondary road standards when Phase II is developed.
Please revise and resubmit for review. My office will require four (4) copies
of the revised plans in order to process a land use permit.

Dear Mr. Cockerill:
Thank you for your courtesy in seeing me on the spur of
the moment yesterday.
As I indicated to you I would do, I am attaching a copy
of the Master Development Plan for the entire Winchester
Office Center site in order that you might gain a better
perspective concerning the relationship of Phase I to the
overall project.
The copies of letters to Mr. Childress at VDOT will
apprise you of the information given that agency. Copies of
the site plan have not, at this writing, been distributed to
the various other departments for comment, but that distri—
bution is being taken care of today.
Should you have any questions regarding this project or
need anything else from Wiltshier Turner, Ltd. please don't
hesitate to call me at 837-1752.
Thank you again for our talk yesterday and for whatever
you might do to expedite the handling of our application for
site plan approval.

Dear Mr. Childress:
Accompanying this are three copies of the Master Devel—
opment Plan for the Winchester Office Center to augment the
three site plans I left with you yesterday.
I trust that these will serve to put the site plan of
Phase I into perspective for those in your traffic safety
division who have not had any prior contact with the
project.
Being so closely involved with the project, I find
myself assuming that the entire world knows all about it and
am sometimes remiss in efforts to provide background and
perspective to others. I apologize.
When you transmit site plans and master development
plans to your traffic safety people, will you please make
mention of the fact that the north entrance has already been
approved for that location when the parcel was owned by CSW
Associates. I'm enclosing a site plan of the parcel as CSW
planned to develop it, showing the entrance which VDOT
approved. The entrance has been shifted, on our plan,.
slightly to the south; a fact which should improve the sight
distance to the south.
