Ellis, Jr. As you know, the site plan has received favorable comments from the Virginia Department of Transportation, the Building Inspections Department, and the Emergency Services Coordinator. The comments listed in this letter reflect revisions that need to be made to this plan to bring it into compliance with the Frederick County Zoning Ordinance, adopted February 14, 1990. 1) The site plan needs to show where the asphalt starts. It is not clear if the asphalt starts at the entrance or 90' from the entrance which I have marked with green (it would be better to extend the asphalt to the entrance). 2) Units A, B, and C need to indicate where the doors are going to be located. This is necessary to determine loading areas and maneuvering areas. 3) The plan needs to show the direction of traffic flow. I would suggest providing one way isles as they only need to be 12' in width. The traffic flow needs to be marked with directional arrows. 4) The proposed fire hydrant is in a bad location. If it is left at this location it will prevent a good traffic flow through this project. Chapter 10 (the County Fire Code) requires that all structures be within 300' of a fire hydrant, so there is room to place this hydrant elsewhere. If the hydrant is located in an area where it is in danger of being damaged, you need to protect it with bollards. 5) A 6' high solid wall or fence needs to be provided as per section 3-18-5 of the ordinance. This solid wall or fence needs to extend the entire length of the units (marked in orange). This fence needs to be located at least 6' from the property line and landscaping (trees and shrubs) needs to be planted in this setback area. 9 Court Square - P.O. Box 601 - Winchester, Virginia - 22601 6) All areas that will be used for loading need to provide a 20' loading area that shall be marked. Loading areas need to be provided where door entrances to the buildings are shown. I have enclosed a copy of the miniwarehouse storage section for your benefit, as well as a sketch of your site to assist you with the revisions. These revisions need to be made and submitted to our department for final site plan approval. Once the site plan has received final approval, you will receive all necessary building permits to complete this project.
