Bushman SUBJECT: Industrial Access Request �U Edinburg, Virginia April 7, 1989 Ref: Century Graphics Corporation Frontage Road F-732 Frederick County Century Graphics Corporation, with the support of Frederick County has made application for industrial access funding to construct a roadway to serve their new facility currently under construction in Frederick County. At this 11 acre site, a 58,000 square feet facility will be erected to print advertisement inserts which will be shipped directly to customers. Initially, the plant will start with 2 presses and approximately 100 employees with future plans to expand to 4 presses and 200 employees. Anticipated traffic generation includes 1700 tractor trailers annually, plus local delivers and employees. Capital outlay to construct the new facility and equip with 2 presses will be approximately $13 million. The site which Century Graphics is developing does not have frontage to an existing State maintained roadway. Access to Frontage Road F-732 (Lenoir Drive) is provided by a 60' right-of-way. The distance from F-732 to Century Graphics' property line will require the construction of a roadway 620' in length. Frontage Road F-732 presently has bituminous pavement structure and design geometries to support industrial traffic. Included with this submittal is a copy of the Frederick County Board of Supervisors' Resolution approved February 22, 1989 supporting this request. Also included is a copy of the application submitted by Century Graphics dated March 29, 1989 and a survey plat depicting the industrial site and 60' right-of-way. From the information provided, we believe Century Graphics Corporation is a qualifying industry and therefore support their request. I have spoken with Mr. D. L. Camper of Secondary Roads and he concurs with the processing of this application to be reviewed by the Highway Commission during this month's meeting. From the anticipated traffic volume, we propose a typical section consisting of 6' shoulders and a 22' pavement structure composed of 8" of Aggregate Base Material No. 21-B, overlaid with 3.5" of Base Course Asphalt Concrete Type B-3 and 150 n/S.Y. of Asphalt Concrete Type S-5 Modified. Bushman, Century Graphics, an advertising insert printing company based in Metairie, Louisiana has purchased an 11 acre site in the Stonewall Industrial Park. On February 13th, Howard Shockey and Sons began construction of a 58,000 square foot manufacturing facility for Century, The planned completion date for the construction is this July. Century's Virginia plant will start up this summer with 2 presses and approximately 100 employees with future plans to expand to 4 presses and 200 employees. The capital outlay to construct and equip this new facility will be approximately $13 million initially, $19 million with 3 presses and $25 million with 4 presses. We are requesting Industrial Access Funds for the construction of a 620' road connecting the proposed plant site to Lenoir Drive. The road will be used by approximately 1700 fully loaded (51,000 lbs) tractor trailers annually plus local deliveries and employees. The owner of the property for the access road, Lenoir City Company, has executed the necessary agreements for the dedication of the property. A representative of Century is available to meet with both county officials and your office to review the Industrial/Rail Access Policy. BE IT RESOLVED, The Virginia Department of Highways and Transportation is hereby requested to provide Rail Access Funding to extend an access track to the Century Graphics Corporation site pursuant to Section 33.1-221.1:1 of the Code of Virginia, as amended. This plant will include two presses, warehousing for shipping and receiving and future plans to expand to 100,000 square feet and 4 presses. This letter will serve as an application for industrial access railroad track funds for the construction of an access track to service the above described facility. Information as requested on the procedural memorandum is as follows: A) The estimated annual number of carloads and commodity types to be handled on the proposal access track will be: ROLL PAPER (Incoming) 260 cars annually with 2 presses 4i0 cars annually with 3 presses 560 cars annually with 4 presses WASTE PAPER (Outgoing) 24 cars annually with 2 presses 40 cars annually with 3 presses 56 cars annually with 4 presses 1013 McDERMOTT ROAD . F) A letter from the Winchester and Western Rail- road Company acknowledging that they will serve our plant and provide access to any common carriers is attached. As a follow up to our original application for rail access improvements this letter should serve as confirmation that we will own the land that the rail spur will serve. The cost quotations that have been provided your office related to construction of the spur do not include any costs associated with the purchase of the land over which the spur will pass. Century Graphics Corporation will own the property. We do not anticipate the need for any adjustment of utilities to be necessary as a result of bringing a spur on to our property but if any adjustments were to become necessary we understand that we will bear any costs associated with such adjustments. Also since our land is adjacent to the railroad there will be no right of ways which will need to be obtained.
