RE: Carlisle Heights Townhouse Prodect.
Dear Mr. Longerbeam:
This letter regards my August 2, 1991 inspection of the above
referenced project. Mr. Paul Fleishman of Eastridge Homes
requested this inspection for the release of a Final Certificate of
Occupancy Permit for lot 34.
The majority of the required site work for this project is complete
and looks fine; however, there are two items that need to be
resolved. The first item regards the revegetation of the rear yard
area behind lots 33-36. It appears that sod is being placed along
this area; therefore, this item will be resolved if this work is
scheduled to be complete. The second item regards the marking of
all off-street parking spaces. Section 2-5-1.1.17 of the Frederick
County Zoning Ordinance, adopted November 1, 1973, as amended
specifies this requirement.
Frederick County has ten (10) Final Certificate of Occupancy
Permits that we would like to release for this project. The
Planning Department will release these permits as soon as a time is
scheduled for completion of the two items addressed in this letter.

The Frederick County Planning Department administratively approved
Site Plan #001-89 of Carlisle Heights Townhouses "Section G" on
December 29, 1989. This site plan calls for additional erosion
control measures, screening of the Frederick County Sewage
Treatment Plant, and regrading the area in front of lots 89-96 to
divert stormwater away from the townhouses to the parking area.
Two copies of the approved site plan are enclosed for your records.

Dear Mr. Longerbeam:
This is to follow-up on our meeting of December 19, 1989 at the above
referenced development. It was determined at our meeting your contractor,
C. A. Webb & Sons, Inc. has been constructing the streets within the
development without having access to the approved subdivision plans.
As I stated, the Department reviewed and approved the Final Master
Development Plan dated January 26, 1989 and the Carlisle Heights Townhouses
Section I site plan dated April 17, 1989. Our approval of these two (2)
sets of plans is evIA(,nL- in the attached copies of letters from this office
to your engineer., Greenway Engineering & Surveying Company, Inc. I would
strongly recommend you secure sets of these approved plans prior to any
further construction.
As we discussed there are several items throughout the development which
require corrective action to conform to the approved subdivision plans. The
most noticeable items were as follows:
- The proposed 15" C.M.P. under Emily Lane is missing.
- The commercial entrance radii and offsets on Emily Lane are not uniform.
- The "sinkhole" on Elaine Drive was not properly excavated and refilled.
- The proposed 60" concrete culvert at approximately Station 13+45, Woodrow
Road, is in the wrong location.
These items will require corrective action prior to this developments
eligibility for acceptance into the State's Secondary Road System. After
the abnormally cold and wet weather condition we are presently experiencing
have slacked up a representative from the Department will be on site to
check other construction items in more detail to determine whether
additional corrective action will be required.
It appears this unfortunate situation may have been brought about by a lack
of communication between all concerned parties. However, until just
recently I was not aware that Greenway Engineering was no longer in your
employ. If I had been made aware of this fact in LM spring of 1989 when
they were dismissed this situation may have been avoided.

subdivision streets prior to acceptance into the State's Secondary Road
System, standard private entrance detail (minimum culvert size 15" or
13"x17x30'), mailbox placement guidelines and sign placement guidelines.

so there will be no misunderstandings at a later date.

A. Erosion and sedimentation control:
1. Proposed erosion and sedimentation control measures
must be shown.
2. Berming and sediment traps should be installed along
the sewage facility fence between the 664' and 646'
contours.
3. Diversion berming and sediment traps should be placed
at the toe of the slope along the east and north east
side of Court "G".
4. Construction entrance must be shown at entrance to
site.
B. Screening:
Although not specifically covered in the zoning
ordinance, some form of screening between the sewage
facility and Courts "E" & "G" is suggested.
C. Drainage:
1. The curbing at the concrete flume should be detailed
to allow drainage to enter the flume.
2. Contouring along the front of units 89 to 96 looks
like it will create drainage blocks and problems. I
suggest a different approach that will push water away
from front lawns.

Dear Mr. Wyatt:
This letter is in response to the .letter dated November 16, 1989,
on the above referenced project, by Harris, Smariga, Orsillo,
Inc., copy attached. This letter is only a guide for your
review.
A. Erosion Control
1. Proposed measures are now shown.
2. Berms and sediment traps are shown along the Sewage
Facility side.
3. The site has been regraded, and gravel filters have been
added. The silt fence areas now have less acreage run-
ning to them. Also, due to slopes there, sediment basins
will not be able to be built.
4. Construction entrance has been added.
B. Screening
The fence along the facility will have green mesh.
C. Drainage
1. The details of the flume have been added.
2. The area in front of 89-96 has been regraded to run the
water away from the buildings to the street.
Also, we have relocated the sewer line and water line, due to the
depth concerns. We have submitted them to the service authority
and they have been approved. See attached.
