Dear Paul:
Moore's is amending a Site Plan that was approved in 1988.
The original Site Plan had the back half of the new parking area
as 4" stone surface, but it is now paved.
I need to ensure the Stormwater Management Area they provide is
adequate.
Could you take a quick look at the enclosed and let me know the
following:
1. If you have adequate info. to make the determination.
2. How long it would take to make the determination.
3. How much it will cost to make the determination.
I'm trying to complete this review ASAP. Could you call me as soon
as you can answer the above? I'll need to let the Moore's people
know what to expect.

Dear Ron,
As requested, I have reviewed the storm drainage calculations for the above
referenced project. It is my understanding that the project has already been
built and the features indicated in the plan are already in place.
The existing box culvert under the B & 0 Railroad track is the controlling
structure. In evaluating the data input parameters outlined by the designer
for the 10 year storm, I find that the storage provided using a portion of the
storage yard is approximately 0.76 acre-feet or 33100 cubic feet at a water
surface elevation of 696.0. The peak discharge from the box culverts should be
approximately 33 cubic feet per second.
Although the above parameters do not meet new County and State standards for
water quality treatment, it is my opinion that the water quantity impacts for
this new addition are minimal. Therefore, I do not have any reservation for
the County approving the "As -Built" plan at this time.

Re: Site Plan for Winchester Store
Dear Mr. Demcio:
Following up on our discussion of February 4th, this is to inform
you of the Frederick County Planning Department's requirements
regarding an amended Site Plan for your Winchester store on Route
11 North (in Frederick County).
In order to give final approval for a Certificate of Occupancy for
the shed at the rear of the store (building permit no. 18337), we
must be able to certify that what is shown on the approved Site
Plan (#039-88) is actually in place or that an amended Site Plan
reflecting actual conditions be submitted and approved.
Specifically, the parking area conditions need to be amended on the
plan to show the actual parking configuration, fence line, lighting
fixtures, and paving surface. I am enclosing a copy of that plan
with notations about what needs to be revised. Since the
stormwater runoff from the paved parking area would be greater than
that of the crushed stone surface shown on the plan, we will need
to have our engineer review the amended plan to ensure that the
stormwater detention area shown is still adequate.
Also, we cannot approve any additions to the facility until a Site
Plan that shows those additions is approved. The proposed office
space addition and the bathroom addition will affect the parking
space requirement, which cannot be settled until the existing
conditions are properly shown.
As this facility has been constructed and added to over several
years, it gets somewhat complicated to determine what year's
regulations apply to various portions of the facility. Our Site
Plan requirements have changed over the years, and are now
substantially more rigorous than when the most recent Site Plan was
approved (November, 1988). Again, not all of today's requirements
can be imposed on the entire facility, but I will enclose the
portion of our current ordinance which describes parking area

requirements and a copy of our current Site Plan application
package, which provides a list of items that need to be included
on the plan. I expect you will have questions about addressing

The Frederick County Planning Department hereby approves Site Plan #039-88 of
Moore's Building Supplies. Jeff Kessler of the Virginia Department of
Transportation sees no problem with the entrance of this project, however,
Moore's will be required to obtain a commercial entrance permit and must meet all
standards specified by the Virginia Department of Transportation for the
entrance.
Also, fire lanes to hydrants and the fire department connection on the building
will have to be marked and maintained clear at all times.

- Moore's Building Supply -
No objection to the proposal, however, the existing entrance to Preston I.
Moffett Distributor, Inc. is substandard to the Department's policy. Entrance
will be required to be upgraded to a fifty (50') feet commercial entrance
width with standard curbing. Also a joint use agreement will be needed
between property owners for use of the entrance. It appears this entrance may
be encroaching the property on the south side by our standards. If this is
the case, an agreement with this property owner will be needed. Sight
distances are adequate and the exiting forty (40') feet wide commercial
entrance to Moore's meets our minimum requirements. However, I recommend
upgrading it to fifty (50') feet wide for egress and ingress of traffic flow.
