Riley, Jr., Frederick County Administrator FROM: Evan A. Wyatt, Planner II - RE: Incomplete Site Improvement Work At Former American Woodmark Distribution Center In Stonewall Industrial Park. DATE: February 24, 1993 Wayne Miller, Zoning Administrator, instructed me to conduct an inspection of the above referenced site and report my findings to you. The following list regards incomplete site improvements required by the site development plan approved by Frederick County on July 22, 1987: 1) Concrete Paving - The approved site plan calls for all entrances, employee/customer parking, and tractor -truck loading and maneuvering areas to be improved with a 4" crushed stone base and 6" concrete paving. All grading, compaction, and curb/gutter are in place; however, the developer has not provided the concrete application to the tractor -truck loading and maneuvering area at this time. I estimate this area to be approximately 85,500 square feet. 2) Employee Parking Area - The site plan was designed and approved to separate employee/customer traffic from tractor -truck traffic. The existing site conditions do not separate these two uses, and there is not a correct amount of required regular and disabled parking spaces. 3) Grading/Construction Debris - The northwestern portion of this site contains extracted rock, stockpiles of dirt, some debris, and machinery. All construction debris needs to be removed, all stockpiles of dirt graded, and all disturbed areas stabilized until permanent vegetation is in place. 4) LP Gastanks - Eight (8) Liquid Petroleum gas tanks are on a concrete slab behind the building. These tanks are not shown on the approved site plan, and are not protected from the public. All required improvements need to be implemented, and all concerns need to be addressed prior to the issuance of a Final Certificate of Occupancy Permit for this project. 9 North Loudoun Street P.O. Dear Mr. McLaughlin: I enjoyed the opportunity to meet with you and discuss the potential for future development at your site on Tyson Drive. As you recall, you requested a letter that listed outstanding improvements specified on the approved site plan. The following outstanding improvements are specified on my inspection report dated February 24, 1993: 1) Employee and customer parking area is not separated from tractor -truck parking and maneuvering area. 2) A total of 61 regular parking spaces and 3 disabled parking spaces is required. 3) Complete final site grading and stabilization of all denuded areas. 4) Provide protective area for LP Tanks that are not indicated on the approved site plan. It appears that the majority of these improvements are being accomplished at this time. Sanitation Authority - Site plan appears to conform to the requirements for fire protection provided there is not a standpipe system in the structure. Clearbrook Fire Company - Site plan approved. Inspections Department - Must comply with Virginia Uniform Statewide Building Code. Planning and Zoning - No objection. The proposed warehouse and office use is permitted in the M-1 (Industrial Limited) zoning district. All applicable parking, loading, zoning and site plan standards have been met.
