REVIEW EVALUATIONS: Dept. of Transportation - The entrance location meets our requirements for sight distance. We will require a minimum entrance width of 50'. The drainage culvert shall be 15" in lieu of the proposed 12". Before any work is done on the right-of-way, a land use permit must be applied for and approved. Sanitation Authority - 1) Sewer line to be 4" minimum. 2) Might consider water line to be 2". 3) Existing water line approximately 100' to the West. If line brought across intertype, you will need easement. Will need gate valve at tap. Sanitation Authority will be responsible for line to gate valve. Clearbrook Fire Company - No comment. Building Department - Shall comply to Use Group S-1 (storage uses) - moderate hazard, Section 310.2 of the BOCA Basic National Building Code 1984. Planning and Zoning - No objection. The proposed site plan meets all applicable site planning and zoning standards for this warehousing use. The fire hydrant must be located as per Sanitation Authority drawing. I offer the following comments: • A. preconstruction conference be held by the engineer and/or developer with the attendance of the contractor, various County agencies and VDOT prior to initiation of work. • Materials used and method of construction shall apply to current observed VDOT Road & Bridge Specifications applicable during construction of this development. • Our review and comments are general in nature. Should conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the Department prior to inclusion into the Secondary Road System. • Attached is a copy of the minimum requirements and information needed prior to acceptance of subdivision streets into the Secondary System. This is the responsibility of the developer. • All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • As required in the VDOT general notes, the contractor shall report findings of foundation exploration to the engineer and VDOT for approval prior to construction of the proposed box culvert ME/1-ME/2. • The contractor shall notify VDOT when work is to begin or cease for any undetermined length of time. VDOT will also require 48 hours notice for inspections. • The appropriate land use permits shall be obtained before any work is performed on the State's right-of-way. The permit is issued by this office and will require a minimum processing fee, surety bond coverage, and the salary & expenses of a State assigned Inspector. • If mailboxes are to be placed along the roadway fronting lots, a minimum of 4' shall be between the edge of pavement and the front of mailbox as shown on the VDOT standard RFD-1. • Private entrances will be installed in accordance with VDOT standard CG-9D. This is the developer's responsibility. • Any entrances constructed from the referenced street(s) shall meet VDOT minimum standards. I suggest any utilities and/or storm sewer placed within the proposed right-of-way be backfilled completely with C.R. Type I 21-B Stone. Therefore, we recommend our approval of the subject site plan. On January 11, 2007, Ron Stouffer of the Corps of Engineers and I discussed the subject project. At that time, he indicated that a permit will be required for the proposed stream crossing reflected on the site plan. Modifications to existing crossings still require a permit. Shickle Chairman At -Large Frederick County Board of Supervisors 292 Green Spring Road Winchester, VA 22603 Dear Mr. Shickle: Community: Frederick County, VA Community No.: 510063 104 This -responds to a. request that -the -Department -of Homeland security's Federal.Emergency Management Agency (FEMA) comment on the effects that a proposed project would have on the effective Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community, in accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated November 9, 2006, Mr. David E. Lellock, P.E., Urban Ltd., requested that FEMA evaluate the effects that the proposed Meadows Edge project would -have on the flood hazard information shown on the effective FIRM and FIS report. The proposed project will consist of construction of Collector Road and placement of a triple box culvert along Stephens Run and Tributary 1 to Stephens Run (Tributary 1). The proposed area of revision will extend along Stephens Run from approximately 3,450 feet downstream to approximately 400 feet downstream of Interstate Highway 81 (I-81) and along Tributary 1 from the confluence with Stephens Run to approximately 850 feet upstream. All data required to complete our review of this request for a Conditional Letter of Map Revision (CLOMR) were submitted with letters from Ms. Natasha H. Schmidt, P.E., also with Urban Ltd., and Mr. Lellock. We reviewed the submitted data and the data used to prepare the effective FIRM for your community and determined that the proposed project meets the minimum floodplain management criteria of the NFIP. The submitted existing conditions HEC-RAS hydraulic computer model, dated November 6, 2006, based on detailed hydrologic and updated topographic information, was used as the base conditions model in our review of the proposed conditions model for this CLOMR request. We believe that, if the proposed project is constructed as shown on the submitted plan entitled "Meadows Edge Collector Road Plan," prepared by Urban Engineering and Associates Inc., dated November 6, 2006, and the data listed below are received, the floodplain boundaries of the flood having a 1-percent chance of being equaled or exceeded in any given year (base flood) will be delineated as shown on the topographic work map entitled "Floodplain Study/Alterations — Stephens Run," part of the "Meadows Edge Collector Road Plan," and a revision to the FIRM would be warranted. Stephens Run The effective Special Flood Hazard Area (SFHA), the area that would inundated by the base flood, for the proposed area of revision along Stephens Run is designated Zone A, with no Base Flood Elevations (BFEs) determined. The existing conditions model established base flood water -surface elevations ` 2 (WSELs) along Stephens Run from approximately 3,450 feet downstream to approximately 400 feet downstream of I-81. As a result of the proposed project, the base flood WSELs will increase and decrease throughout the proposed area of revision compared to the existing conditions base flood WSELs for Stephens Run. The maximum increase in base flood WSEL, 0.7 foot, will occur approximately 780 feet downstream of 1-8 1. The maximum decrease in base flood WSEL, 1.3 feet, will occur approximately 600 feet downstream of 1-81. As a result of the proposed project, updated topographic and hydrologic information, and updated hydraulic modeling, the width of the SFHA will increase in some areas and decrease in other areas compared to the effective SFHA width along Stephens Run. The maximum increase in SFHA width, approximately _100_ feet, will. occur. approximately 450 feet downstream of I-81. The maximum decrease in SFHA width, approximately 260 feet, will occur approximately 1,080 feet downstream of 1-8 1. Tributary 1 to Stephens Run The-effective-SFHA-for--the-proposed area -of revision-along-Tributary--1-is designated Zone A, -with -no... . BFEs determined. The existing conditions model established base flood WSELs along Tributary 1 from the confluence with Stephens Run to approximately 850 feet upstream. As a result of the proposed project, the base flood WSELs will increase throughout the proposed area of revision compared to the existing conditions base flood WSELs for Tributary 1. The maximum increase in base flood WSEL, 0.5 foot, will occur approximately 170 feet upstream of the confluence with Stephens Run. As a result of the proposed project, updated topographic and hydrologic information, and updated hydraulic modeling, the width of the SFHA will increase in some areas and decrease in other areas compared to the effective SFHA width along Tributary 1. The maximum increase in SFHA width, approximately 90 feet, will occur approximately 760 feet upstream of the confluence with Stephens Run. The maximum decrease in SFHA width, approximately 250 feet, will occur approximately 170 feet upstream of the confluence with Stephens Run. Upon completion of the project, your community may submit the data listed below and request that we make a final determination on revising the effective FIRM and FIS report. • Detailed application and certification forms, which were used in processing this request, must be used for requesting final revisions to the maps. Therefore, when the map revision request for the area covered by this letter is submitted, Form 1, entitled "Overview & Concurrence Form," must be included. (A copy of this form is enclosed.) • The detailed application and certification forms listed below may be required if as -built conditions differ from the preliminary plans. If required, please submit new forms (copies of which are enclosed) or annotated copies of the previously submitted forms showing the revised information. Form 2, entitled "Riverine Hydrology & Hydraulics Form" Form 3, entitled "Riverine Structures Form" 3 • Effective October 30, 2005, FEMA revised the fee schedule for reviewing and processing requests for conditional and final modifications to published flood information and maps. In accordance with this schedule, the current fee for this map revision request is $4,000 and must be received before we can begin processing the request. Please note, however, that the fee schedule is subject to change, and requesters are required to submit the fee in effect at the time of the submittal. Payment of this fee shall be made in the form of a check or money order, made payable in U.S. funds to the National Flood Insurance Program, or by credit card. Because BFEs may be established as a result of the project, a 90-day appeal period would be initiated, during which community officials and interested persons may appeal the BFEs based on scientific or technical data. ne basis of this CLOMR is, in whole or in part, a channel-modification/culvert project. NFIP regulations, as cited in Paragraph 60.3(b)(7), require that communities assure that the flood -carrying capacity within the altered or relocated portion of any watercourse is maintained. This provision is incorporated into your community's existing floodplain management regulations. Your community is responsible for approving all floodplain development and for ensuring all necessary permits required by Federal or State law have been received. State, county, and community officials, based on knowledge of local -conditions and in the interest of -safety, may set higher -standards -for construction in the SFHA. If the State, county, or community has adopted more restrictive or comprehensive floodplain management criteria, these criteria take precedence over the minimum NFIP criteria.
