Box 99 Stephens City, Virginia 22655-0099 Re: Site Plan Approval Dear Mr. Fulton: During a special meeting on October 27, 1987, the Winchester Regional Airport Authority approved your hangar site plan with the following modifications and specifications: a. As addressed in my letter to you dated July 17, 1987, the Authority resolved that the "Temporary Access Road" easement remain with the Authority. Your leased parcel shall consist of the asphalt surfaces and hangar as annotated on the site plan. b. The "gravel Drive & Parking Area" and "10' Gravel Drive" depicted on the plan shall be changed to read "Asphalt Drive & Parking Area" and "10' Asphalt Drive." C. Asphalt specification shall be the following Virginia Department of Highway (VDH) Road and Bridge specifications (dated January 1987) -- (1) The "Proposed Asphalt Taxiway" (in front of hangar) shall have no less than a 6" type 21-A stone base with 2" bituminous surface type I-2 topped with 1" bituminous surface type S-5. (2) The "Asphalt Drive & Parking Area" and "10' Asphalt Drive" shall have no less than a 6" type 21-A stone base with a 2" bituminous surface course type I-2. (3) All prime coats shall be type P-602, (in accordance with DHT Section 314). (4) "Temporary 20' Gravel Access Road" shall be prime and double seal. The specifications for (1) through (3), above, were derived from verbal recommendations of Delta Associates, P.E., Inc. (Authority Airport Consulting firm); and (4), above, conforms with Frederick County code. Because one of the most important components of a hangar is the main door system, the Authority will review and consider approval of your hangar building plans upon the system's selection.
