Dear Mr. Cather:
City Council, meeting in regular session on January 13, 1987,
approved a standard water extension contract for the installation of
water mains and fire hydrants to serve your proposed packing
operation to be located on Route 11 South, west of the Division of
Motor Vehicles office building. Execution of the contract is
contingent upon receipt of approval fran Frederick County for the
proposed extension. You should initiate whatever action is necessary
to have your site plan approved and the subject permission forwarded
to the City.
In addition to the above, the plans submitted by Gilbert W.
Clifford and Associates will need revisions to include some omitted
detail information.
If we can provide further informatin, please feel free to
contact this office.

Recently the County, of,. Frederick approved a site development plan i
for the above referenced project. This site plan showed the extension of a
water main to the building in order to serve fire hydrants and to provide
domestic rater service to the site. This site is to utilize an existing
subsurface disposal. field which has been approved by the local Health ,.
-Department.

Supervisors must approve the extension of a City of Winchester eater main
such as this. Please accept this letter request as our formal request for___

of December 17, 1986.
Approval of Site Plan #038-86 of Cather Property located on the west side of
Route 11 South, in the Back Creek Magisterial District, to construct an
apple packing, marketing, storage and warehouse use with parking and site
improvements with the following conditions:
1. Employee parking area needs to be shown as prime and double seal.
2. The 6" water line needs to be increased to 8".
3. Highway Department entrance requirements must be met.

LOCATION: West side of Route 11 South
MAGISTERIAL DISTRICT: Back Creek
ADJACENT LAND USE AND ZONING: Retail and commercial outdoor recreation and office
use zoned B-2 (Business General). Institutional (church) and agricultural uses
zoned A-2 (Agricultural General)
PROPOSED USE AND IMPROVEMENTS: Apple packing, marketing, storage and warehouse use
with parking and site improvements.
REVIEW EVALUATIONS:
Highway Department - No objection. A commercial entrance permit is required
prior to working on the State's right-of-way. This is to acknowledge receipt
of the proposed commercial entrance. We have forwarded this to our District
Traffic and Safety Engineer for his review and comments. Upon receipt of
them, we will pass along to you.
Sanitation Authority - Recommend 8" water line to provide sufficient flow for
two hydrants.
Health Department - No objection.
Stephens City Fire Company - 1) Shall comply with Chapter 10 of the Frederick
County Code as a minimum. 2) I do not feel that a 6" main, supplying two
dead-end hydrants in an industrial complex is sufficient. Please consult
with water department. 3) We do not have the means to provide adequate fire
protection for heights greater than the lengths of our ground ladders. Fie
depend on the City to supply us with that service when the tower and/or
aerial is available.
City of Winchester - City water is available and can serve the property
indicated. However, present City policy requires that fire hydrants be
dedicated to and maintained by the City.

As advised in my letter sent to you for the above referenced, we
have received our District comments for the proposed entrance.
The proposed pipe under the entrance way should be a 21"X15" pipe
arch with flared end sections on both sides.. We require a minimum
30' taper from the end of curb to the edge of pavement.
Please advise the developer that we will need four (4) copies of
the site plan when he applies for the commercial entrance permit.
Should you have any questions, please do not hesitate to contact
