RE: Lakeview Townhouse Site Improvements
Dear Dave:
I had an opportunity to inspect the above referenced project this morning. This inspection was
scheduled for lot numbers 60, 61 and 62. As you know, this phase of the project is almost a
buildout; therefore, I walked the entire site. The following site improvements are not complete
at this time:
1) All parking spaces need to be striped.
2) The tot lot needs to be installed.
3) A half basketball court needs to be installed.
4) Temporary barricades need to be positioned at the end of the parking lot between units
44 and 45, as well as between units 19 and 20. These barricades need to remain until
phase II and phase III are developed.
5) The raised islands need to be landscaped throughout phase I.
6) A landscaped berm needs to be established in the area between units 56 and 57.
7) A schoolbus stop shelter needs to be provided at the intersection of Hackberry Drive and
Surrey Club Lane.
8) Final grading needs to be established for all disturbed areas and stabilized until a
permanent vegetative cover is achieved.
9) All temporary and permanent erosion and sedimentation controls need to be in place.

I will sign -off on final occupancy permits for lots 60, 61 and 62 once the sidewalks are poured
and the lots are graded and stabilized. However, the remaining site improvements specified on
page 1 need to be complete prior to the issuance of final occupancy permits for lots 45-56. The
remaining improvements can be bonded with Frederick County which will enable you to receive
final occupancy permits for the remaining units. However, the recreational amenities need to
be constructed at this time, as 60 % occupancy has been achieved within this development. You
should contact Mr. Matthew Hott, Superintendent of Parks, to insure that you have the
appropriate equipment and that the installation meets all requirements. You can reach Mr. Hott
by calling 665-5678.
Please contact me to schedule an on -site inspection once all improvements have been
accomplished. Please contact me if I may answer any questions regarding this letter.

Monday. These plans have been modified to include drainage swales in lieu of certain pipe
improvements originally proposed. The intent of the stormwater management plan has not been
changed by these revisions.

I of this
project requires
no new streets per state
dedication
then
Highway
review involves
simply approval of our
proposed entrance. We
have submitted
4 complete sets of these
drawings
to the
Highway
Department for
their review concurrent
with this
letter.
We are also forwarding plans to the Frederick County
Sanitation Authority for their review and concurrences.

LOCATION: North of Route 642, Lakeside Subdivision
MAGISTERIAL DISTRICT: Shawnee
ADJACENT LAND USE AND ZONING: Residential and Vacant Land Use and RP (Residential
Performance) Zoning.
PROPOSED USE AND IMPROVEMENTS: 62 two -bedroom townhouse units with parking, open
space, recreation facilities, and utility improvements.
REVIEW EVALUATIONS:
Highway Department - The proposed entrance appears to be within our minimum
requirements. A permit could be approved. We would require a minimum of 8"
of crushed stone in the entrance way with a minimum of 2" of plant mix from
the edge of pavement to the right-of-way line in a curb and gutter section,
in lieu of a prime and double seal. Prior to doing any work on the State's
right-of-way, a permit must be applied for and approved.
Sanitation Authority - Corrections have been noted on the plans and a copy
returned to the engineer. Total lots on the Lakeside system is 564.
Stephens City Fire Company - No objection. Shall comply with Chapter 10 of
the Frederick County Code.
Planning and Zoning - The proposed townhouse development is in conformance
with the approved Master Development Plan. All parking and dimensional
requirements are appropriate for the proposed two -bedroom townhouses. Open
space and recreational facilities meet all required standards. Two
recreational facilities are required. A tot lot and a half -basketball court
are proposed to meet the recreational requirements. Site access, parking
lanes, fire lanes, and fire requirements have all been met. Site drainage is
in conformance with the overall stormwater management plan for this
development. All site planning standards have been met.
STAFF RECOMMENDATIONS: Approval
