Dear Mr. O'Grady:
This letter is to confirm the action taken by the Frederick County Planning
Commission on February 18, 1987.
Approval of Site Plan #009-87 of Project Hope for a 12,500 square foot warehouse
with parking and loading areas with the stipulation that adequate screening is
provided. This property is located on the south side of Bufflick Road,
approximately 3,500 feet east of Route 522, in the Shawnee Magisterial District.
Before any construction, a building permit must be obtained.
If you have any questions regarding this matter, please do not hesitate to call
this office.

4.6256 Acres, Zoned M-1 (Light Industrial)
LOCATION: South side of Bufflick Road, approximately 3,500 feet east of Rt. 522.
MAGISTERIAL DISTRICT: Shawnee
ADJACENT LAND USE AND ZONING: Residential and vacant land zoned A-2 (Agricultural
General) and vacant land zoned M-1 (Light Industrial)
PROPOSED USE AND IMPROVEMENTS: 12,500 sq.ft. warehouse w/ parking & loading areas.
REVIEW EVALUATIONS:
VA Dept. of Highways & Transportation - A standard commercial entrance will
be required prior to doing any work on the State's right-of-way and must be
constructed to meet the minimum VDH&T minimum requirements. This is
providing there is adequate sight distance in both directions at this
location.
Health Department - No objection. Pump and haul operation to be installed
and approved as per Health Department requirements.
Sanitation Authority - Water and sewer facilities to serve the area of the
proposed development are under design. Service is proposed to be available
in 1988.
Inspections Department - The proposed structures to be built in accord with
the Virginia Uniform Statewide Building Code.
Greenwood Fire Company - Fire Codes should apply when water is provided to
this site.
Winchester Airport - No objection.
Planning and Zoning - The proposed warehouse is an allowed use in the M-1
(Industrial Limited) District. The general layout of structures, parking,
and loading areas must meet the requirements of the ordinance. This property
abuts an existing residential property on the north. A 75' buffer area is

shown on this side of the parcel as required by the ordinance. It is the
staff's recommendation that a landscaping plan be provided and approved
describing how the residential property will be "protected from adverse
effects" (Section 14-3-4 of the Zoning Ordinance) using vegetative screening
or other methods.
STAFF RECOMMENDATION: Approval, with the understanding that a landscaping plan
will be submitted and approved by the staff prior to occupancy of the structure.

Dear Paul:
We have watched the construction of your warehouse
on Hufflick Road with great interest. we were pleased to see
your trucks rolling in today - indicating that you have met the
dealine necessary for moving your warehouse stock from Dulles.
The building i.s indeed handsome. It sets a desired
tone and is a hallmark of a class operation.
As you near the final stages of construction and
landscaping, we have a few questions:
1. Is the buffer between Project Hope and the immediate
neighbor to the west adequate? Do you feel it meets the
commitment made to the community? Would an additional lane of
gretin staggered between the existing trees be wise?
?. The bay doors on the east side of the building are
inordinately stark. Would it be possible to paint them to match
the dark: brown door surround at the office entrance? This would
blend them in well with the other earth tone colors you have
chosen.
31, We assume there will be shrubbery and green areas included
in your landscaping plan for the space in the front and at the
base of the building.
4. Would you let us have your plans for any outdoor signage
that you are proposing to use. (See article VI of the protective
covenants if you have any questions).
We look forward to hearing from you on these matters. It is
a pleasure having you here in the Upper Valley Business Park.

Dear Doug:
We too are pleased with the progress Shockey Bros. has made in
the construction. The building is scheduled for completion by
September 1, 1987 and we will have completed our move by that time.
Concerning your questions:
1. The trees planted as a buffer on the west side of the
building meet the Planning Commission requirement. The
trees will grow and spread considerably over the next two
to three seasons and an adequate but not dense buffer will
be obtained. The resident of the house on that side is
watering the trees for us and is pleased with the fact
that we planted the trees. In our opinion the screening
is adequate.
2. Approval to paint the bay doors has already been given to
Shockey Bros.
3. The shrubbery plan for the front of the building has not
yet been developed. When it is completed, we will send a
copy for your review. Since, as you know, we are close to
our maximum allowable spending, this shrubbery plan will
be designed to screen the electric meter and the
refrigerator condenser pad and soften the front exterior
lines, it will not be a lavish rendering at this time.
4. No plans are completed for signage. The only direction I
have at this time is that a) there will be no sign on the
building property and b) signage will be small,unobtrusive
and in good taste similar to the sign at HOPE Center.
Once final plans are available they will be sent to you
for review.
I believe the last time we talked you indicated that with the
sale of the property to the airport there were soine covenant
restrictions which were waived. You indicated that you would be

sending these waivers to Project HOPE for our review. Is my
recollection correct? If so, I have not seen these waivers to
date.
Once we have the interior of the facility organized, we will have
you over to see the operation.
Thank you also for the lovely plant. It immediately brightened
the stack area in the Warehouse and made things friendlier.

Dear Paul:
Thank you for your letter of August 24 on the subject of
your warehouse/office here in the Upper Valley business Park, and
for your attention to our questions.
1. The bay doors are handsome. They were painted almost
before we received your letter. Also, we notice the well -
designed step-up entrance to the office which provides more green
space around the side of the building.
2. Your shrubbery plans for the front of the building sound
quite good and adequate.
We will look forward to your signage plans when they
become available.
4. One matter remains a serious concern, i.e., the green
buffer on the west side of the building. Although your neighbor
appears to be satisfied, in fact, the Frederick County Planning
authority has indicated that it is lacking.
Our understanding of "adequate" buffer betwen
warehousing and residential is that, at ground level, the
warehouse cannot be seen at all. However, if you would speak
with Bob Watkins, Director of Planning (665-5651), this can be
resolved to their satisfaction, without misunderstanding.
I am sure you appreciate that this is a landmark situation
and will set the tone and theme for all to follow. Therefore, it
is important that the initial requirements be met, as was agreed
at the Board of Supervisors meetings.

In reference to our conversation on Friday afternoon, September
11, 1987, I am enclosing a copy of landscaping plan which we
reviewed. It is my understanding that this plan will provide
the necessary coverage to meet the requirements of "adequate
screening".
Thank you for meeting with me on quick notice and thank you for
your consideration of the landscape plan. I believe we are
making the effort to both screen and beautify the property and I
think the approved plan will, in time, do just that.
If you have any questions, please don't hesitate to call. We
would like to have everything completed by early October but
are, at this point, waiting review and approval by Upper Valley
Business Park as required in the covenants.
