Box 608 9 Court Square Winchester, VA 22601 Dear Bob: This is in regard to the site plan for the proposed Shamrock Trucking Company to be located along Routes 11 and 37 across from Crown, Cork and Seal. As you know, the site plan has been submitted to our District Office for their review and comments. In the interim, this will serve as general commentary on the philosophy, if you will, of this proposal. The tract to be developed is not currently adjoining state right-of-way and is contiguous to two other businesses currently operating. The current and future users of the state service road enter onto Route 11 at a point which see an average daily traffic of 11,060 vpd as indicated on the attached copy of the traffic count data, 1985, the most recently published. The point of entry was constructed originally to serve the dwellings in this area as they fronted on Route 11 much as the houses do north of I-81 and south of Route 37. To draw this to a conclusion, and put it succinctly, the Department cannot deny access via this service road for this proposed terminal, but the ingress/egress problems of this location would seem to make it a very poor choice for a truck terminal operation. I would like to state further, the developers, and their clients have been very forthright and up -front about this situation and have cooperated fully from our point of view. I have every reason to believe they are willing to help mitigate the detracting features as much as possible.
