REVEIW EVALUATIONS:
Highway Department - A private entrance permit must be applied for and approved
before xonstrqucting this_ -entrance. It is our understanding this will be an
unmanned type facility once it is completed. It must be understood, should
this develop into more than what is being proposed, the proposal at the
entrance way will be unsatisfactory and could not be approved for a
commercial entrance.
Clearbrook Fire Company - No objections.
Health Department - No objections.
Inspections Department - Proposed building to be designed and built in con-
formance with the Virginia Uniform Statewide Building Code and applicable
referenced standards for the intended use.
Planning and Zoning - No objections. All applicable zoning and site plan
requirements have been met.
Staff Recommendation - Approval.

AT&T proposes to construct a new and improved,f#Filit between 1is and
ktG6b51RWIWR providing long distance callers in the 14"-Area the highest quality
service possible. This new facility requires the use of electronic amplifier
eauiDment to be housed in a small building.
Following are details related to this proposed project:
1. The electronic amplifier equipment must be located in the Norton
Telephone exchange area.
2. This equipment will be housed in a one story building about 24' x 33'.
a. the building material is comprised of:
- walls = concrete panels
- roof = shingles and wood construction
- floor = concrete
b. the door is made of steel. There are no windows in this building.
c. No noise or odor are emitted from the building.
d. No sewer or water will be required; only electricity.
e. the building will have small residential type window air-conditioning
units and exhaust fans built into the walls.
f. this building will be unmaned. Maintenance personnel will visit the
premise about once a month for maintenance purposes. There will be
virtually no traffic.
g. off street parking for two vehicles is required.
h. the basic building structure must be retained to prevent vandalism
and for economic reasons. However, we will consider adding false
windows, colors to match nearby structures, shrubbery, etc.
i. no fuel tanks of any kind will be on the premise.
j. a picture of the proposed building and a sketch of the property
illustrating the building location and setback are attached.
Please approve our request to construct this building so the residents of Norton
may enjoy high quality long distance telephone service.

AT&T Communications, Inc. proposes to construct a small telephone communications
relay station on a certain lot North of Winchester, Virginia. This lot is located on the
East side of Rt #11, 0.8 miles North of the intersection of Rt #81 and Rt. #11.
The following information is pertinent to this lot.
1. Lot identification # is Section #43000-(A00)-0000-0000-0132-A.
2. Deed dated July 12, 1957 recorded at DB 247, page 557
3. Stonewall Magisterial District, Frederick County, Va.
4. Zoned RP
5. James Harley (P.O. Box 317) located on the North side and John E. Hart (P.O. Box
615) located on the South side of this lot.
As you suggested several months ago, attached is a certified drawing illustrating our
lot and proposed building. The dimensions of the building are maximum requirements
and can be reduced if necessary to meet local regulations.
In a previous meeting it was my understanding that no re -zoning, variance, special
exception or other approvals, except of course a building permit, is required to
commence with this construction program. Please reply and verify that my
understanding is correct.
