Glaize III property, Stonewall Jackson District, Rt. 660, Stevenson, Va. August 4, 3:00 P.M. hearing Gentlemen: As property owners of the land (known as High Banks) immediately South and East of the subject property we have several comments to make regarding the proposed rezoning. Naturally, we would prefer that this property remain agri- cultural since this entire area is currently used for such purposes. However, property owners do have rights and consequently, if the property is to be rezoned we feel Mr. Glaize's current preliminary plan could provide a good quality development if the following items are incorporated. I. The plan must protect the storm water flow and springs which supply water to our existing farm pond and well. 2. Any development must control sediment across our property. 3. Adjoining development should be of sufficient quality to protect the historic significance of High Banks which is a 1759 structure. 4. The existing single lane dirt road (Rt. 660) will require improvement due to the increased usage. 5. High Banks is intended to remain as a farm and consequently adjoining development should not affect its current agricultural use or its future use. LAND USE PLAN AGRICULTUP.AL/FORESTRY/OPEN SPACE DISTRICT Staff Comment This application meets the precedent set by the Barb and Opequon Estates applications. The lots are large and the road frontage is broad. Disregarding previous actions, 18 of the 31 lots are exempt from subdivision requirements and are not really of.concern. The greatest problem here is that Route 660 will have 14 residential lots with no pavement. Someone will have to pay for roadway improvement -- either the taxpayers or the developers.
