Shenandoah Hills Subdivision - Lots A & B
Action - No Change - Motion Defeated
Forward to Board of Supervisors for Action
Mr. Berg made the following recommendations to the Commission:
(1) Recommend Lot A to remain zoned business.
(2) Recommend Lot B be rezoned to residential.
Mr. James R. Wilkins, developer, appeared and showed the Commissioners
an uncertified plot plan. He reiterated the arguments against any rezoning
the he.had presented at the previous meeting of the Commission. He said
he had an obligation to the Frederick County Sanitation Authority of $21,500
to provide water and sewer connections.
There was a discussion held concerning the inconvenience of the subdivision
residents having to enter through a commercial_ development and not having an
opportunity to address the issue. Also it was brought up that perhaps long
range plans become outdated before they are carried through.
Mr. Wilkins stated that it has been planned for 10-12 years and he
anticipated completion of the project by the middle of the summer. He is
willing to screen the rear of Lot A with trees, not to allow trash dumpsters
on the lot, and to screen the rear of the parking area with white pine trees.
Mr. Berg added that the High's store will probably encourage parking
congregation in the parking lot.
Upon motion made by Manuel DeHaven, seconded by Tom Rosenberger and
failed by the following vote: DeHaven; Rosenberger - YES
Golladay, Jr.; Brumback; Chairman - NO
BE IT RESOLVED, That the Planning Commission for the County of Frederick,
Virginia does hereby recommend to the Board of Supervisors no zoning change
to Lots A & B of Shenandoah Hills subdivision.
The Chairman stated that due to the Commissions' consensus, the Secretary
was hereby instructed to forward this item to the Board of Supervisors.

Gentlemen:
This is to certify that I own a house and Lot #81 in
Shenandoah Hills and have built quite a few others.
We have known from the beginning that community facilities
and shops would be built on Route #7 and Blossom Drive. There
was a sign there for a long time saying, "Cumming Soon --
Community Facilities".

I have reviewed the plans for Lot "B" and they show good
sound planning. In my opinion this lot is not a very good
location for a home. It would be hard to sell. The office
building looks good to me. This has been zoned B-2 for a long
time. It is not good residential use.

Gentlemen:
I have owned a number of lots and homes in
Shenandoah Hills, and my address is now 607
Blossom Drive.
My family constantly uses the entrance into
Shenandoah Hills. We have no difficulties and see
none, if a professional office building is con-
structed on Lot "B".
I cannot, for the Iife of me, see any objections
to the doctor's office. Mr. Wilkins' plan is ex-
cellent, and will improve the corner for all con-
cerned, and provide privacy.
These conveniences are needed. We now have to
drive into town for a loaf of bread, or bottle of
milk.
These facilities were planned there from the
beginning. The land has been zoned B-2 for a long
time. This land on Route #7 is not good for resi-
dential. If used as planned it will bring in needed
revenue for the County and Sanitation Authority, and
be an asset. Tt is now a liability for everybody.
The owner is certainly entitled to use his land as
zoned. Kindly leave the zoning as is.

gerations. I signed because my neighbors had.
The plans for Lot "B" looks fine to me. I can't
think of a better use. That building would look good
on the vacant Iot and give nearby people more privacy.
It is a good use.
We now have to drive all the way into town for
the slightest items. I am glad to see some conveniences
coming to our community. They will help us, and I hope
you feel the same and Ieave the zoning as it has been
for a Iong time.

Dear Roger and Members of the Board:
I own Lot #1 in Section One of Shenandoah Hills
near the intersection of Route #7, Blossom Drive and
Cardinal Drive, which is the first lot west of com-
mercial Lot #A.
I see no reason why the B-2 zoning at the entrance
to Shenandoah Hills should be changed. The little
community shopping facility on Lot #A and an office
building on Lot #B would be a lot better than the
present vacant lots and would be a real asset to
Shenandoah Hills and Frederick County. These lots are
not suitable for residential use, and I am opposed to
changing the zoning.
I am thoroughly acquainted with Shenandoah Hills
and know that community shopping facilities have been
planned for this area from the very beginning. Actu-
ally a sign stood there for several years until the
recent grading work was done advertising this area for
commercial facilities.
I respectfully request the Board of Supervisors
to leave this area zone B-2.

We definitely do not want a business district zone in Shenandoah
Hills. We live on Blossom Drive which is the first street as you
turn off of Route 7. We have a lot of unnessary traffic coming
down our street now. They use this street as a raceway for their
cars and motorcycles. Our children has to be on a constant watch
for traffic. The traffic doesn't watch for them. With a High's
Store at the entrance of this street, it would be absolutely
ridiculous. We say make this a resiential district all the way.

The intersection at Route 7 and the Shenandoah Hills subdivision
is very dangerous. We have already had several wrecks and one death.
Cars are coming down the road 55 miles per hour and PasteV we have
a hard enough time getting across the highway, what would it be like
with traffic coming out of the businesses,
We vote NO to Mr. Wilkins business zone and let him keep his
promises for putting in sidewalks and pavements and also the playground
area he was going to put in and also where are all the beautiful.

Dear Mr. Koontz,
We would like to acquaint you with the desires of the residents of
Shenandoah Hills with regard to zoning the lots located at the entrance-
way to our subdivision.
We live on Lot C and are extremely concerned as the decision of the
Board will have significant effect upon our daily living. We very strongly
encourage the Board to support a residential zoning for the entranceway to
our subdivision.
Of primary concern is the traffic problem that already exists and which
will be dramatically increased should a commercial zoning be approved in
this area. Every vehicle entering and exiting this subdivision passes the
area under consideration. In addition to motor vehicles, we must consider
the safety of the children and adults who daily bicycle, skateboard and walk
and jog in this area.
Additional traffic,which would certainly be stimulated by a commercial
zoning, would be an extremely detrimental hazard; added to an intersection
which is presently congested at times.
Mention should also be made to call your attention to the fact that the
corner on which Lot B stands is designated bus stop for children in this
subdivision loading and unloading on school buses three different times each
morning and three different times each afternoon, plus a noontime run for
kindergarteners. Certainly everyone is aware that where we have children
gathering, we have children running and playing. It is presently necessary
for drivers and pedestrians to be alert to traffic in order to avoid accidents.
To allow additional vehicles pulling in, backing out and turning at a
commercial development on this location in addition to area residents entering
and exiting a major thoroughfare, Route 7, is unnecessary and extremely
undesirable.
It is our desire to have a residential zoning apply for the entire
subdivision area. We would be at a tremendous disadvantage to have to pass
daily through a commercial entranceway in order to get to our homes. Most

people move out to a subdivision to get away from the hustle -bustle of
the city traffic and business areas, and we respectfully request a
residential zoning for our complete area. It is hoped that Mr. Wilkins
will acquiesce to the desires of the residents of Shenandoah Hills for a
residential zoning for our entire area.
Since we have been assured that the upcoming meeting concerning this
rezoning will be to introduce the proposal and there will be no discussion
at this time, we will not be in attendance at this meeting. However, we have
very definite plans to attend the Public Hearing on this issue which we
are told will be July 13th. If a change in the Public Hearing date is
necessitated, we request that it be moved to a later date in order that we might
be heard since we will be bringing important data directly from the residents
who desire a residential zoning. (Our vacation plans which have been pre-
arranged months ago, will keep us out of town during the interim.)
We hope that the Board of Supervisors will be sensitive to the intense
effect upon us, the residents of the subdivision who encounter this area
numerous times each day, and that you will support a residential zoning
for this area.
