Mrs. Urena's plans for a home for senior citizens would not constitute a change of use, provided all lodgers were ambulatory. Admission of non -ambulatory or nursing care patients would require a change to use group I-2 which would require modifications including, but not limited to, a full sprinkler system and a full fire alarm system. If the floor area is not increased and the use group is not changed no building modifications would be required by this office. If Mrs. Urena increases the floor area of the structure Sec. 106.6 will require that the entire structure shall be made to conform with the requirements of this code in respect to means of egress, fire safety, light and ventilation. In order to comply with Sec. 106.6 Mrs. Urena would have to: 1) Install exit lights per Sec. 623.0 2) Provide 1 hour enclosure of boiler room per Sec. M- 423-4 3) Provide sprinkler protection for boiler room per Sec. #10202-19. This sprinkler system may be supplied from domestic water system in accordance with Sec. 1205.0. 4) Install one additional emergency egress window for each sleeping room, is addition covers existing emergency means of egress. 5) Install smoke detector in each unit and similar protection of exitway acess per Sec. 1216.3.4• 6) Provide fire suppression system over cooking equipment in kitchen per Sec. 1202.21. Based on Mr. Rinick's visit, the following comments are made: 1. All of the bedrooms are large enough for two (2) residents each if the air conditioners are removed from the windows. 2. Grab bars must be installed by the toilets. See Section VI, Paragraph A-8-e, Page 16. 3. "Each resident must have a bedside table and adequate lighting, a bureau or its equivalent, closet space, and a comfortable chair in his/her bedroom." See Section VI, Paragraph G-4, Page 18. You asked if a wardrobe could be used in place of a closet. A wardrobe could be used and must have doors. 4. The walkway will not be required to be enclosed as the motel had not.been licensed as a Home for Adults. If, however, after operating, you decide to enclose the walkway, a window must be installed in each bedroom to meet the requirement that there be at least one window on an outside wall that is 2' X 31. See Section VI, Paragraph A-6-e $ f, Page 15. S. A Certificate of Occupancy will be needed. This can be secured from the Frederick County Building Officlal. 6. It was my understanding that your proposed home for senior citizens would accommodate sixteen (16) people. As was previously stated, our office has no record of the existing system, but to the best of our knowledge it was installed in the late forties (401s) or early fifties (501s). At that period of time, a sewage disposal system was based upon fifty (50) gallons of water usage per motel unit. At the present time, a sewage disposal system serving a motel is based upon one hundred (100) gallons of water usage per unit. With full time occupancy, such as a home for senior citizens, the criteria is one hundred (100) gallons of water per person. As the existing sewage disposal system serving your motel is of unknown size, and as the water usage would be greatly increased from what the original design was intended, this office has no alternative than to -reject your request to use the existing septic tank system to serve the proposed home for senior citizens. As a Stephens City sewer line is within a reasonable distance from your property, it would seem advisable to proceed in this manner. I hope that you would realize there is no satisfaction to have the serious responsibility of rejecting someonels property for the use they wish to put it.
