BEGINNING in the center of Virginia Secondary Route 672, sometimes
called the Braddock or Hopewell Meetinghouse Road, at its intersection
with the Easterly line of land that has been conveyed to The Consoli-
dated Rail Corporation; thence leaving the road and distant 40 feet
Southeasterly from the centerline of the main track of a railroad
formerly of The'Penndel Company North 50 degrees 38 minutes 00 seconds
East 447.66 feet to a railroad spike, having passed over another rail-

LOCATION:
Northwest corner of Route 11 North and Route 672.
MAGISTERIAL DISTRICT: Stonewall Magisterial District
ADJACENT LAND USE AND ZONING: Commercial, industrial, and
agricultural land use and commercial, industrial, and agricultural
zoning.
PROPOSED USE AND IMPROVEMENTS:
To be rezoned to B-2 (Business -General), for expansion of
existing business, known as Clearbrook Feed & Supply.
REVIEW EVALUATIONS:
Virginia Dept. of Highways and Transportation - Commercial
entrance permit must be applied for and approved before doing any
work on the State's right of way.
Health Department - No objection; sewage disposal permit has been
issued limiting number of employees to five.
Department of Inspections - No objection to this rezoning of this
property from A-2 to B-2. The buildings would be classified
under the Uniform Building Code dependant on the type of storage
for the warehouse and hazard of the mill when defined.
Additional comments will be made when permit is applied for.
Planning and Zoning - This property is presently being used for a
commercial use as a feed and grain distribution store. This use
is allowed under the nonconforming clause under the zoning
ordinance and has been in existence for quite some time. With
the existing development patterns and shape of this property,
there is no other reasonably possible use of the property except
for commercial purposes and therefore, regardless of any rezoning
action, this property will most likely continue to be used as a
commercial property. Adjacent property to the north is currently
zoned B-2, immediately to the east is property zoned M-1, and
immediately to the south is a property applying to be rezoned to
B-2 and has a current commercial use. Given the existing
commercial and industrial land use in the area and the role that
Clearbrook is playing as a commercial center for this area of

Frederick County, it would seem to be no conflict between
existing policies on zoning and the granting of a B-2 zoning on
this property. The location of other commercial uses allowed in
the B-2 zoning district on this property would be acceptable if
all improvements are made to the property to handle these other
commercial uses. The staff sees no additional impacts on the
neighborhood from this rezoning as the established pattern in the
area is for commercial and industrial development.
