structure for a 60-room motel with ancilliary offices and no restaurant or
beverage service. This property is located south of the intersection of Routes

LOCATION: South of the intersection of Routes 277 and 1012 at the Stephens City
Exit of Interstate 81, behind the Kentucky Fried Chicken.
MAGISTERIAL DISTRICT: Opequon
ADJACENT LAND USE AND ZONING: Commercial and open space land use and B-1 zoning.
PROPOSED USE AND IMPROVEMENTS: One two-story structure for a 60-room motel with
ancilliary offices. No restaurant or beverage service.
REVIEW EVALUATIONS:
Virginia Dept. of Highways and Transportation - No objections to rezoning. A
commercial entrance permit must be applied for. An approval, however, will
hinge on having adequate site distance in both directions.
Sanitation Authority - Water and sewer service is available. Lines will have
to be extended by the developer to provide service to the parcel to be
developed.
Stephens City Fire Company - No objection to rezoning. Respectfully request
that adequate hydrants be installed for the type of occupancy, if rezoning is
approved.
Planning and Zoning
COMPREHENSIVE PLAN
The Frederick County Comprehensive Plan designates this area as an urban
development area on the generalized rural urban development area map.
USE & ZONING REGULATIONS
Conversion of this property from a B-1 to a B-2 zone would not only
allow the placement of the proposed motel facility, but a much broader
range of retail facilities than are currently allowed under the B-1
regulations. The purpose of the B-1 (Neighborhood Business) Zone is to
provide small scale community business services to nearby residential

neighborhoods. The purpose of the B-2 Zone is to provide for a broader
range of retail commercial services to a much larger market area.
TRAFFTC:
Ingress and egress to this property would be from Virginia Route 1012
which intersects with Route 277 at the interchange area with 81. That
intersection is currently signalized and while the entire intersection
area is becoming more congested, the signalization of the intersection
should provide for safe access for persons leaving I-81 or Route 277 and
entering Route 1012. This motel facility will clearly cater to
Interstate 81 traffic and that traffic would be controlled by the signal
at this intersection. Current traffic on Route 1012 is minimal due to
the lack of development south of this property. As development proceeds
on other land zoned for urban uses south of this property on 1012, the
traffic on this road will significantly increase. The staff anticipates
the major point of congestion, however, to be at the signal and
provisions have been made for programming of that signal to respond to
changes in the traffic patterns at the intersection.
GENERAL DEVELOPMENT PATTERNS AT INTERCHANGE AREA
As the enclosed overall development plan for the Ridgefield/Stimpson
property indicates, this site is completely surrounded by other portions
of that property which are proposed for commercial development. All
residential development of the property would be on the opposite side of
a ridge and would in no way be effected by retail facilities on this
site. Adequate areas would remain on the Stimpson property for the
development of small scale neighborhood commercial uses to serve the
Ridgefield and Stephens Village residential areas. Those neighborhood
retail services would be more appropriately placed along Stickley Drive
to provide direct access from the residential areas to those
neighborhood facilities. This site is more appropriately viewed, in the
staff's opinion, as an interchange property which should cater towards a
larger market area and be zoned appropriately.

The within realty is subject to a certain easement
granted unto Allen Food Service, Inc. from Allen Property, Inc.
of record in Deed Book 503, Page 94, and is further subject to the
lien created by that certain Deed of Trust dated September 24,
1976, of record in the aforesaid Clerk's Office in Deed Book 464,
Page 297, securing the payment of an obligation in the original
amount of One Hundred Thousand Dollars ($100,000.00), payable to
the Shenandoah Valley National Bank, which debt however is not
assumed by the Grantee.

legal title as nominee of the party of the Third Part, the
