Darlington. The Frederick County Board of Supervisors approved Rezoning Applica- tion #006-84 of J. P. Darlington to rezone 20.011 acres from RP (Residential Performance) to M-1 (Industrial Limited) located west of I-81, east of Baker Lane, and north of Apple Valley Square in the Stonewall Magisterial District. Darlington 20.011 acres to be rezoned from RP (Residential Performance) to M-1 (Industrial Limited) LOCATION: West of I-81, East of Baker Lane and North of Apple Valley Square. MAGISTERIAL DISTRICT: Stonewall ADJACENT LAND USE AND ZONING: Residential and open space land use and mobile home park, industrial, and residential zoning. PROPOSED USE AND IMPROVEMENTS: None at this time. REVIEW EVALUATIONS: Highway Department - No objection to rezoning. However, before any development is started, a commercial entrance permit must be applied for and approved. Health Department - No objections as long as central water and sewer is available. Sanitation Department - Central water and sewer is available to the proposed subdivision. Lines will have to be extended by developer. Department of Inspections - Any future buildinqs on this site to be built in accordance with the Virginia Uniform Statewide Building Code. Clearbrook Fire Company - No comment. Planning and Zoning - This property in question was zoned to a residential category in 1980 as part of the Comprehensive Rezoning of Frederick County. At that time, there was considerable discussion as to the proper zoning classification • 0 Page 2 Darlington Rezoning for this property and the property to the south owned by Mr. Place. Due to very severe access problems, no firm decision was made as to the proper land use for this particular parcel. In the absence of any proposals to the contrary, the Commission decided, therefore, to place a residential classification on this property. With the property being combined and marketed as part of the adjacent industrial property to the west, this property could in fact be a very good location for industrial development. The main factor mitigating against this development would be the location of the mobile home park immediately to the north. While there are sufficient requirements in the zoning ordinance to protect that housing, it may in fact inhibit the marketing of the property. The clear visibility of this property from Route 81 would, however, be a major point of interest to many industrial clients. Access to this parcel would be from Baker Lane which has been recently reconstructed to an industrial grade roadway and this access would be through property which is currently zoned M-1 (Industrial Limited). Baker Lane empties onto Berryville Avenue in the City of Winchester which provides access to the interstate system. Congestion at the intersection of Baker Lane and Berryville Avenue will continue to increase whether this property is rezoned or not. That location will become a bottleneck in the future unless additional work is done to control traffic at that intersection. While this is a planning consideration, the property along Baker Lane will continue to develop in an industrial and residential fashion and therefore, traffic will increase at that location whether this property is rezoned or not. While the adjacent mobile home park and the potential congestion at Berryville Avenue may affect the marketing of property to industrial clients, this is outweighed by the visibility to 81 and the adjacent industrial grade roadway which should make this property very valuable for economic development in the county. Sufficient protections do exist in the zoning ordinance to protect the adjacent mobile home park and therefore, there would not seem to be insurmountable planning problems with the development of this property for industrial development.
