Box 601 - Winchester, Virginia - 22601 • 0 SITE PLAN #009-85 Mountain View Church of Christ Church Zoned A-2 (Agricultural, General) LOCATION: West of Route 11 South adjacent to DMV on the south MAGISTERIAL DISTRICT: Back Creek ADJACENT LAND USE AND ZONING: Open space, residential, and institutional land use and A-2 and B-2 zoning PROPOSED USE AND IMPROVEMENTS: Church and required site improvements REVIEW EVALUATIONS: Inspections Department - Proposed building to be in compliance with the Virginia Uniform Statewide Building Code and National Standard Specifications for Making Buildings and Facilities Accessible to and Usable by Physically Handicapped People, ANSI A117.1-1980. Highway Department - The site plan appears satisfactory with the exception that it is our feeling it should be a minimum 40' entrance and a permit must be applied for and applied for and approved before any work is started on the state's right-of-way. Health Department - See attached letter. Stephens City Fire Company - Recommend the water line be upgraded to a minimum of 4" and 6" if additional building will occur in the future. Place a hydrant in the parking area easily accessible to the front of the church. City of Winchester - City water available by a service connection providing same is approved by County. The sewage disposal is by private means. Planning and Zoning - The water line must be upgraded to a minimum of 6" and hydrants must be replaced within 300' of all portions of the building. Fire lanes must be designated in the parking areas. When final design and location of drainfield is completed, site plan must show that location. Virginin 13.02.02 Holding Privies a. General ---due to the nature of these devices, i.e. they require routine pump and haul, special care shall be taken in selecting these devices for use. These devices are satisfactory for use at mass gatherings, transient worker populations, construction sites, recreation areas etc. b. Vault Privy 1.Description—a vault privy is similar to a pit privy except that, instead of an earthen pit, a water and corrosion proof containment vessel (vault) is provided. The vault shall be provided with access for periodic removal of the vault contents. 2. Location —Vault privies shall be located to prevent contamination of groundwater or surface water. The elevation of the top of the vault or access port shall be placed two (2) feet above the annual flood elevation. Separation distances from structures and topo- graphic; features will be determined on a case by case basis. 3. U lization—Vault privies are an acceptable method of holding human excreta where groundwater, surface water or other conditions prohibit the installation of other approved sewerage facilities. The conditions contained in Section 13.02.01,a,3 shall be met. c. PoriDble Privies 1. Description —A poriable privy is a type of vault privy that is generally manufactured as a single unit an(] is easily transported. ?_. Location --Location of portable privies should be determined on a case by case basis under the supervision of the district or local health department. 3. Utili ation—Portable privies are normally used in association with rnass gatherings, construction sites, etc. where temporary facilities are required. 4. lfumbers tec,irirecl (a) When portable privies are used at mass gatherings one (1) privy per one hundred (100) persons shall be provided as a minimum. (b) When portable privies are used at construction sites or transient worker locations one (1) privy per twenty five (25) persons shall be provided as a minimum. 5. Pumping —The containment vessel of the portable privies shall be pumped as often as necessary to prevent overflow. It is recommended that they be pumped when 0.67 full. OF i L NNING Ptl AND DLVELO,',,IENT �I Mr. John Riley, Admin s't7C`or County of Frederick 9 Court Square Winchester, Virginia 22601 Dear Mr. Riley: August 21, 1985 VPIUht 662- (" "+ Re: proposed First Church of Christ - Valley Avenue After receiving actual water figures from water use at the present church facility on Valley Avenue, and doing more soil evaluation at the site beside DMV on Route 11 south of Winchester, I have decided that by using a low pressure distribution system, there should be adequate suitable soil to accomodate the projected 1200 members at the above noted church. Actual water consumption at the present church averages .58 gallons per person/ day, and I plan on using a 1 gallon per day design figure and will also require 1 gallon flush toilets and spring loaded faucets. There should be a significant safety factor built into the system, although soil. con- ditions are marginal. There is a 50% reserve area available for repair, if needed. There would be insufficient area for a school or other similiar facility on the property without connection to a sanitary sewer system. Plans and specifications are being drawn by Gilbert W. Clifford & Associates, Inc., for submittal to this office. As soon as plans are approved, a construction permit will be issued. Additionally, I have en- couraged the church to connect to the Frederick County Sanitation Authority system in lieu of installing their own system if details can be worked out. I have no objection to the issuance of a building permit at this time, provided this is satisfactory with the County agencies involved. The church has requested that the permit be issued. cc: Paul D. We will be having meetings from 7:30 p.m. to approximately 9:30 p.m. plus Sunday, July 1, 1984 a morning service and also July 8, 1984 a morning service beginning at 11:00 a.m. lasting approximately two hours. We anticipate having between three hundred and five hundred persons per service. The service within the pavilion using portable seating. There will be a raised platform that will take care of speakers and musicians. Parking will be provided on the north side of the property east of the building on the hill with additional parking alongside a twenty-two foot roadway leading to the pavilion. An overflow parking on the south side of the property next to Route 11. This use will be temporary for ten days at which time we intend to use the building as a picnic shelter. We intend to use portable toilets, the number as required by the health department. We will also use handi-wipes to wash our hands. If you need any further information, please contact us. This building will be a shelter for picnics used by members of the church. We have a site plan being prepared by Lee Ebert, surveyor, for a proposed church to be built in 1986. The plan will show the buildings and improvements proposed, including highway cuts and roadway access and parking.
