for a temporary mobile home on the east side of the parking lot at Toney's
Supermarket on Route 277, Opequon Magisterial District, with the addition of a
temporary sign to be placed at the entrance of Toney's Supermarket, with details
approved by the staff.

Approval of Site Plan #008-85 of T. G. Scully to develop a 7,133 square foot
retail space into a variety of small retail establishments, located on Route 227,
in the Opequon Magisterial District, with the addition of a 12' fire lane on the
north and east sides of the existing and proposed building.

LOCATION: Route 277
MAGISTERIAL DISTRICT: Opequon
ADJACENT LAND USE AND ZONING:
Commercial land use and B-1 and B-2 Zoning.
PROPOSED USE AND IMPROVEMENTS: Develop a 7,133 sq. ft. retail space into a
variety of small retail establishments.
REVIEW EVALUATIONS:
Highway Department - The entrance curbing has not been completed at the
intersection of Route 277. The existing street has not been added to our
Secondary System, however, the proposed entrance will have to be constructed
to our minimum commercial entrance standards prior to adding to the Secondary
System. The standard entrance design appears satisfactory, however, the
taper from the existing pavement back to the curbing will be a minimum of 24'
on each side of the entrance. We feel a 30' entrance is too narrow and
should be increased to a minimum 40' entrance way for the safety of the
traveling public for egress and ingress.
Stephens City Fire Company - Request that one hydrant be installed east of
the existing entrance, off of Route 277. There is no access from the hydrant
at Kentucky Fried Chicken and you have to go by the complex to gain access to
the one in the rear. The new hydrant would not only serve Tony's existing
building but it would also serve the proposed retail store, Veterans Service
Station and the Red Apple.
Sanitation Authority - Satisfactory.
Planning and Zoning - Satisfactory; the Building Official has requested a
posted 12' fire lane on the north and east sides of the existing and proposed
building. A representative of Stephens City Fire Company will be available
for questions.
STAFF RECOMMENDATIONS: Approval, with addition of fire lanes.

PROPOSED USE AND IMPROVEMENTS: Place a temporary mobile home adjacent to the
existing parking lot as a branch bank.
REVIEW EVALUATIONS:
Highway Department - We would recommend a 25' minimum radius in lieu of the
12 1/2' as they propose. Everything else appears to be within our minimum
requirements.
Stephens City Fire Company - On the last site plan we received for an
addition to Tony's complex we requested that a hydrant be installed at the
entrance to Tony's, off Route 277, on the east side of the entrance. If that
hydrant was not approved, again, we respectfully request that a hydrant be
installed at this location. If a hydrant can not be installed, please submit
to us in writing why it can't be. Thank you for your consideration in this
matter.
Sanitation Authority - Central water and sewer facilities are available as
shown.
Inspections Department - Proposed structure to be built in accordance with
Virginia Uniform Statewide Building Code and all applicable referenced
standards.
Planning and Zoning - This site plan has been amended to place the mobile
home on the east side of the parking lot near the location of the proposed
permanent facility; traffic flow from the facility will be separated from
traffic entering or leaving the site onto Route 277.
STAFF RECOMMENDATIONS: Approval; staff would recommend that the installation of
the fire hydrant be done in conjunction with the site plan for the permanent
facilities; hydrant will definitely be necessary at that time.

THE ENTRANCE CURBING HAS NOT BEEN COMPLETED AT THE INTERSECTION
OF ROUTE 277. THE EXISTING STREET HAS NOT BEEN ADDED TO OUR
SECONDARY SYSTEM. HOWEVER, THE PROPOSED ENTRANCE WILL HAVE
TO BE CONSTRUCTED TO OUR MINIMUM COMMERCIAL ENTRANCE STANDARDS
PRIOR TO ADDING TO THE SECONDARY SYSTEM. THE STANDARD ENTRANCE
DESIGN APPEARS SATISFACTORY. HOWEVER, THE TAPER FROM THE
EXISTING PAVEMENT BACK TO THE CURBING WILL BE A MINIMUM OF 24' ON EACH
