foot warehouse and an access roadway on Route 11 North in the Stonewall
Magisterial District.

This letter is to confirm the Frederick County Planning Commission's action at
their meeting of March 20, 1985:
Approval of Site Plan #006-85 of Shockey Brothers, Inc, for the construction of a
14,450 square foot addition for steel fabrication, in conjunction with the
existing concrete industry, on Route 11 North of Winchester at the Shockey
property in the Stonewall Magisterial District, with the understanding that this
operation will not significantly change any traffic volume on the site.

ADJACENT LAND USE AND ZONING: Industrial, open space, and residential land use
and RP and B-2 zoning
PROPOSED USE AND IMPROVEMENTS: Construct a 15,360 sq. ft. warehouse and an access
roadway.
REVIEW EVALUATIONS:
Inspections Department - Proposed structure must be built in conformance with
the Virginia Uniform Statewide Building Code.
Clearbrook Fire Company - No Comment.
Planning and Zoning - Enclosed is a letter from Howard Shockey and Sons,
Inc. setting out the plans for this facility; given that no additional
employees are planned, the site plan meets the requirements of the
ordinance.
STAFF RECOMMENDATIONS: Approval

REVIEW EVALUATIONS:
Inspections Department - Proposed addition to be built in compliance with the
Virginia Uniform Statewide Building Code.
Highway Department - Everything appears satisfactory.
Clearbrook Fire Company - No comment
Planning and Zoning - This addition is being made to an existing structure
built between 1972 and 1977. Parking for employees and access to that
parking does not now meet the requirements of the code. Those areas,
however, consist of stable, all weather surfaces. Paving of the access areas
would have to significantly exceed county requirements to handle the very
heavy loading of this use.
STAFF RECOMMENDATIONS: Mr. Shockey will be available to present a complete update
on the current and proposed activities on the entire site, in addition to this
specific area. The staff would not oppose the use of the existing parking and
access if, after the discussion with Mr. Shockey, the Commission feels that the
intent of the code is being met.

Re: Proposed Central Warehouse
Dear Steve,
I am forwarding this letter in response to your comments regarding
our proposed central warehouse facility.
Item 1: The proposed central warehouse is part of our continuing
effort to centralize operations at the rear of our
property. It is our intention to relocate rather than
to increase the scope of our warehouse facility.
Therefore, no additional employment is expected to be
generated as a result.
Item 2: Our employee parking was discussed in some detail at our
last proposal to the commission (steel fabrication shelter).
Generally, we have a well compacted all-weather surface
which complies with the intent of the zoning ordinance.
Although it is not a double prime and seal surface, it
presently supports tremendous loads imposed by on -site
traffic with no significant deterioration. No additional
parking is required for reason stated in Item 1.
Item 3: Post development rate of runoff will not exceed pre -
development rate of runoff.
