This letter is to confirm the Frederick County Planning Commission's action at
their meeting of February 20, 1985:
Approval of Site.Plan #003-85 of Wilmer Robert and Donna Norton Davis for a
veterinary clinic; and required parking at the intersection of Barley Drive and
Route 11, North of Stephens City, in the Back Creek Magisterial District.

LOCATION: Intersection of Barley Drive and Route 11, North of Stephens City.
MAGISTERIAL DISTRICT: Back Creek
ADJACENT LAND USE AND ZONING: Residential and Commercial Land Use and B-2 and RP
Zoning.
PROPOSED USE AND IMPROVEMENTS: Veterinary clinic and required parking.
REVIEW EVALUATIONS:
Inspections Department - Proposed building to be built in compliance with the
1981 Virginia Uniform Statewide Building Code and the American National
Standard Specifications for making buildings and facilities accessible to and
useable by physically handicapped people, ANSI A117.1-1980.
Highway Department - The proposed appears to be within our minimum
requirements.
Stephens City Fire Company - No objections.
Town of Stephens City - Water is available by the City of Winchester and
Stephens City, but because sewer is only available through the town, the
utilities are to be provided by the town only. Also, drainage on this
lot is bad, particularly at the intersection of Barley Drive and Route 11.
Planning and Zoning - No objection; drainage at the intersection will be
addressed by the Highway Department, if possible.
STAFF RECOMMENDATIONS: Approval.
