West 728 North Side Frederick County In response to the site plans for the proposed hanger at the Winchester Airport at the abovti location and your site plans, this is to advise that you are hereby given permission to construct the entrance according to the plans. 1. It is understood that while working on the St:cte's right-of-way, it will oe necessary to erect "Men Working" signs which must be erected prior to starting work and to be removed daily. 2. A minimum eight inch of crushed stone will be required froon the edge of the pavement to the right-of-way line plus a prime and doubla seal in the entrance way. As you know, this route is scheduled to be reconstructed. If you wish to wait until after th€• construction is completed to prime and double seal the entrance way, this would be satisfactory. 3. It is understood that water is not to be ponded along this locationi and that positive drainage must be }7rovided away from this entrance way. 4. It ie understood that all disturbed turf on the State's right -of. -way must be topsoiled and reseeded. It must be understood that if this should develop into anything other than what we have discussed or change of business, that a co►mnercial entrance would be required and it will be necessary to construct to our minimum requirements at that time.
