COMPANY PROFILE
Poly Processing Company, Inc., is a privately owned company
headquartered in Monroe, Louisiana. Officers are Nelson D. Abell, Jr.
Chairman; John D. Mullens, President; G. Hughes Abell, Vice
President and Treasurer; and David I. Garrett, Secretary.
The company was born as a result of the search for a better
container for corrosive materials used in the Abell Corp.'s
fe_-tilizer business. The company developed its own molding
machine in order to mold large plastic tanks.
Since its beginning in 1971, the company has grown to where
today it employs between 60 and 70 people. Its products, plastic
storage tanks ranging from 55 gallons to 12,000 gallons, are sold
in every state east of the Rocky Mountains.
An affiliated company, Poly Cal Plastics, located in Stockton,
California, serves markets in the western states.
Early this year Poly Processing concluded that it needed a
second plant to meet the growing demand for its products. After
exploring several other areas, the company decided that Winchester,

the acquistion of ten acres of land in the Stonewall Industrial
Park, Poly Processing Company will begin the first phase of a two
phase construction program. During phase one, the company will
invest approximately $1,000,000 to construct a 20,000 square foot
manufacturing facility. Initial employment will be 15-20 people.

The tanks are produced from polyethyelene'resins supplied
by Phillips Chemical Company and Union Carbide Corporation. The
resin is placed in a mold formed in the shape of the tank to be
produced. The mold is then mounted in an oven, cooked at a high
temperature, and removed from the oven and cooled. The tank is
then removed from the mold,.and fitted with piping and valves as
specified by the customer.
Most tanks are shipped by truck, although some ship by rail.

Attached are the preliminary documents necessary to officially request indust-
rial access funds to build a road in order to serve the above industry. 4
included in this request are:
1. A resolution from the Frederick County Board of Supervisors dated
September 12, 1984, guaranteeing a 60' unrestricteci right -of -:gay
ana further stating .any adjustment of utilities would not be at the
expense of ar.y industrial access funning.
2. A state,.ient si€,neci by G. Hughes Abell, Vice President and Treas-
urer of Poly Processing, Incorporated, describing the company's
backgrouuci and proposed construction on the site they have pur-
chased. Their initial employment is also identified.
3. A copy of the plat of the property purchases+ by Poly Processing,
incorporated, which also shows the proposed right-of-way guaranteed
by the resolution, shown in Itern 1 above.
A set of plans showiny the layout for the proposed plant and the
access road. This site is adjacent to Frontage Road F-7.32 which
intersects Route 661 just N.E. of Route 11. F-732 was built as a
result of the construction of Rotte 37 at around Winchester and
has en'-olved into a road -way servinE a large industrial park uric er
the ownership of and development by the Lenoir City Company of
Virginia.
5. The access road we propose to construct to serve this plant site is

Erosion & Sedimentation
Control Plan
Gentlemen:
In accordance with the Frederick County erosion and sedimentation
control ordinance dated June 30, 1975, we hereby submit the narrative
report and map covering the Erosion and Sedimentation Control Plan
for the proposed manufacturing plant as shown -on accompanying vicinity
map.
The project will consist of site grading for the plant, roads,
and parking areas, and construction of building. The site work is
expected to begin in the summer of 1984 and final stabilization should
be completed by spring of 1985.
Initial erosion and sediment control will be achieved through
mechanical means such as straw bales and other methods as shown on
the map. Storm water will be controlled in accordance with the contour
plan shown.
Runoff producing factors considered are:
Drainage Area = 10.00 acres
Grass Area = 0.35
Concrete Paving = 1.00
Asphalt Paving = 1.00
Gravel Area = 0.50
Roof Area = 0.91
Time of Concentration (Tc) - 15 minutes with a rainfall intensity
(I) of 4.0 for a 2 year storm frequency.

The area of this project consists of approximately 10.00 acres
(limits of work indicated in red on drawing SP-2). The tract is
gently sloping in all directions from a central peak and is covered
with grass.

Storm runoff will follow natural drainages and thence into Redbud
Run. There is no problem created by this runoff since it follows natural
drainage patterns.
Prior to the initial land disturbance, temporary erosion and
sediment control measures will be taken as shown on the accompanying map.
The topsoil will then be removed from the area of the building and other
areas of cut necessary. The topsoil will be stored on site. Other site
and paving subgrading will be done in accordance with finish elevations
shown. Topsoil will be respread over unpaved areas after final grading to
a depth of six inches and seeded with permanent grass cover. Excess
topsoil will be removed from site. The subgrade of paved areas will either
be covered with permanent stone base, temporarily mulched or temporarily
seeded with a rapid growing annual grass cover. Every effort will be made
to control erosion of disturbed areas as Quickly as practical.

The project will utilize a temporary construction entrance pad as
specified on drawing and straw bale barriers in accordance with standard
details and located as shown on the accompanying map.
The straw bale barriers are considered feasible since the contributing
disturbed areas will be properly seeded, stored, or mulched as previously
stated.
Permanent erosion and sediment control measures for long term
protection will be the proper maintenance of a good stand of grass cover
over the contoured areas of the site which are not covered with building
and paving.
The project will be inspected weekly by the job superintendent
and the grading foreman. They will inspect for areas of erosion requiring
remulching, reseeding, and repair of temporary structures, and removal
of accumulated sedimentation from against the structures. All temporary
structures will be removed and disposed of at the county dump after they
have served their purposes.
